【摘要】:近年來,內(nèi)蒙古自治區(qū)充分發(fā)揮資源優(yōu)勢和區(qū)位優(yōu)勢,實(shí)現(xiàn)了經(jīng)濟(jì)的跨越式發(fā)展。位于內(nèi)蒙古自治區(qū)中部地區(qū)的錫林郭勒盟,具有豐富的煤炭資源、礦產(chǎn)資源、畜牧業(yè)資源和旅游資源,而且具有地處華北、東北、西北交匯地帶的地理優(yōu)勢,周邊京津冀和東北地區(qū)的發(fā)展以及國家西部大開發(fā)政策也為其發(fā)展提供了良好的契機(jī)。但錫林郭勒盟屬于邊疆少數(shù)民族地區(qū),歷史上作為一個(gè)以發(fā)展畜牧業(yè)為主的地區(qū),自然條件比較艱苦,交通路網(wǎng)密度小、數(shù)量少、等級低,薄弱的交通基礎(chǔ)設(shè)施成為制約經(jīng)濟(jì)社會發(fā)展的重要因素,所以加快交通基礎(chǔ)設(shè)施建設(shè),提供與區(qū)域社會經(jīng)濟(jì)發(fā)展相適應(yīng)的交通運(yùn)輸網(wǎng),就成為發(fā)展中一項(xiàng)迫切的任務(wù)。 錫林浩特至張家口高速公路錫林浩特至桑根達(dá)來段公路(以下稱“本項(xiàng)目”)是內(nèi)蒙古自治區(qū)和錫林郭勒盟為加快交通基礎(chǔ)設(shè)施建設(shè)而規(guī)劃的一條重要公路。本項(xiàng)目起點(diǎn)位于錫林浩特市,,向北可通往二連浩特和珠恩嘎達(dá)布其兩個(gè)陸路口岸,連接歐亞國際經(jīng)濟(jì)區(qū),向南在桑根達(dá)來處與內(nèi)蒙古省際通道(S105線)相交,終點(diǎn)接在建的桑根達(dá)~寶昌~三號地高速公路,進(jìn)而與河北省境擬建的張(張家口)~石(石家莊)高速公路三號地至張北段相接,是通往石家莊、北京、天津等地最便捷的主干線,承擔(dān)全盟70%以上的公路運(yùn)輸任務(wù),是內(nèi)蒙古中部地區(qū)的縱向快速公路通道,也是區(qū)域重要的省際出口公路。本項(xiàng)目的實(shí)施將打通錫盟通往華北、東北地區(qū)和天津港、秦皇島港的公路快速運(yùn)輸通道,增加錫盟地區(qū)的出口通道數(shù)量和等級,進(jìn)一步完善區(qū)域路網(wǎng)結(jié)構(gòu),加快項(xiàng)目所在區(qū)域的資源開發(fā),改善投資環(huán)境,促進(jìn)沿線地區(qū)社會經(jīng)濟(jì)持續(xù)快速發(fā)展。 本文首先對項(xiàng)目所在區(qū)域社會經(jīng)濟(jì)、交通運(yùn)輸、自然條件等狀況進(jìn)行了的詳細(xì)調(diào)查與研究,同時(shí)依據(jù)項(xiàng)目影響區(qū)域社會經(jīng)濟(jì)發(fā)展現(xiàn)狀及規(guī)劃、交通發(fā)展規(guī)劃及交通量預(yù)測結(jié)果,研究了項(xiàng)目建設(shè)的必要性,并結(jié)合路網(wǎng)現(xiàn)狀和路網(wǎng)規(guī)劃,提出了項(xiàng)目的路線方案、建設(shè)規(guī)模和技術(shù)標(biāo)準(zhǔn)。對項(xiàng)目進(jìn)行經(jīng)濟(jì)評價(jià)和工程環(huán)境影響分析是本文的重點(diǎn)內(nèi)容,經(jīng)濟(jì)評價(jià)分國民經(jīng)濟(jì)評價(jià)和財(cái)務(wù)評價(jià)兩部分。國民經(jīng)濟(jì)評價(jià)采用“有項(xiàng)目”和“無項(xiàng)目”情況對比法來確定擬建項(xiàng)目的費(fèi)用與效益,財(cái)務(wù)評價(jià)則通過對項(xiàng)目資金投入和收費(fèi)收入的比較研究,分析項(xiàng)目的盈利能力和償還能力。工程環(huán)境影響分析了本項(xiàng)目對自然生態(tài)、水、空氣、聲和社會環(huán)境等方面的影響,并針對不利影響提出了相應(yīng)的保護(hù)措施。 綜上所述,通過對項(xiàng)目區(qū)經(jīng)濟(jì)、社會和交通的調(diào)查、分析與預(yù)測,結(jié)合經(jīng)濟(jì)評價(jià)和工程環(huán)境影響分析,可以得出結(jié)論,本項(xiàng)目的建設(shè)是必要且可行的。
[Abstract]:In recent years, the Inner Mongolia Autonomous region has made full use of its advantages in resources and location and has realized the leap-forward development of its economy. The Xilingol League, located in the central part of the Inner Mongolia Autonomous region, is rich in coal and mineral resources. Animal husbandry resources and tourism resources, and they have the geographical advantages of being located in the intersection of North, Northeast, and Northwest China. The development of the neighboring Beijing-Tianjin-Hebei and northeastern regions and the national policy of developing the western region also provide a good opportunity for its development. But the Xilingol League belongs to the frontier minority areas and has historically been a region dominated by the development of animal husbandry. The natural conditions are relatively difficult, the traffic network density is small, the quantity is small, the grade is low, the weak transportation infrastructure becomes the important factor which restricts the economic and social development, therefore speeds up the transportation infrastructure construction, It is an urgent task to provide transportation network suitable for regional social and economic development. Xilinhaote to Zhangjiakou expressway Xilinhaote to Sanghendalai section of the highway (hereinafter referred to as "this project") is the Inner Mongolia Autonomous region and the Xilingol League to speed up the construction of transport infrastructure planning an important highway. The starting point of the project is located in the city of Xilinhaote. To the north, it leads to the two land ports of Erlianhaote and Chun Gadabu, connected to the Eurasian International Economic Zone, and to the south at Sangandalai and the Inner Mongolia Provincial Crossing Line S105), and ends with the Sangenda-Baochang ~ 3 Expressway, which is under construction. And then connecting with the section of Zhangjiakou ~ Shi (Shijiazhuang) Expressway from the third section of the Zhangjiakou ~ Shi (Shijiazhuang) Expressway to the northern section of Zhangjiazhuang, which is the most convenient main line leading to Shijiazhuang, Beijing, Tianjin and other places, it undertakes more than 70% of the road transportation tasks of the whole Union. It is a longitudinal expressway corridor in the central part of Inner Mongolia, and is also an important interprovincial export highway in the region. The implementation of this project will open up the highway express transportation corridor from Ximeng to North China, Northeast China, Tianjin Port and Qinhuangdao Port. We should increase the number and grade of export channels in Ximeng region, further improve the structure of regional road network, speed up the development of resources in the region where the project is located, improve the investment environment, and promote the sustained and rapid development of social economy in the areas along the route. Firstly, this paper makes a detailed investigation and research on the social economy, transportation and natural conditions of the region where the project is located, and at the same time, according to the status quo and planning of the social and economic development in the region affected by the project, Traffic development plan and traffic volume forecast result, the necessity of project construction is studied, and the route scheme of the project is put forward according to the current situation of road network and road network planning. Construction scale and technical standard. Economic evaluation and environmental impact analysis of the project are the key contents of this paper. The economic evaluation is divided into two parts: national economic evaluation and financial evaluation. The national economic evaluation adopts the comparative method of "with projects" and "without projects" to determine the costs and benefits of the proposed projects. On the other hand, the financial evaluation analyzes the profitability and repayment ability of the project through a comparative study of the project capital input and fee revenue, and analyzes the impact of the project on the natural ecology, water, air, sound and social environment, and on the environmental impact of the project. The corresponding protective measures are put forward in view of the adverse effects. To sum up, through the investigation, analysis and prediction of the economic, social and traffic in the project area, combined with the economic evaluation and environmental impact analysis of the project, we can draw a conclusion that the construction of the project is necessary and feasible.
