【摘要】：當(dāng)今世界經(jīng)濟(jì)中,生產(chǎn)要素跨越不同地域,在全球范圍內(nèi)自由流動(dòng),融為整體。很多能源和資源的交換必須經(jīng)由一定的運(yùn)輸方式實(shí)現(xiàn),世界上的各個(gè)國(guó)家和不同地區(qū)呈現(xiàn)的遠(yuǎn)隔重洋的自然條件客觀地決定了海洋運(yùn)輸?shù)闹匾匚?隨之產(chǎn)生的海上運(yùn)輸通道的安全問題也得到廣泛關(guān)注,因?yàn)楹Ｉ线\(yùn)輸通道的安全直接影響海上運(yùn)輸、本國(guó)軍事安全、經(jīng)濟(jì)安全、能源運(yùn)輸安全等重要戰(zhàn)略問題。海上運(yùn)輸通道公共危機(jī)預(yù)警是海上安全管理的重要環(huán)節(jié)。預(yù)警的效果反映了海上安全主管機(jī)關(guān)的應(yīng)急能力,成功的危機(jī)預(yù)警能夠使人們?cè)谑鹿拾l(fā)生前和事故來臨時(shí)做好充分的心理準(zhǔn)備,提前做好應(yīng)急準(zhǔn)備工作,降低事故造成的損失。本文將預(yù)警理論應(yīng)用到我國(guó)海上運(yùn)輸通道公共危機(jī)領(lǐng)域,探索了我國(guó)海上運(yùn)輸通道公共危機(jī)預(yù)警的相關(guān)問題,以試圖進(jìn)一步推進(jìn)我國(guó)海上運(yùn)輸通道公共危機(jī)預(yù)警工作,提高我國(guó)海上運(yùn)輸通道公共危機(jī)預(yù)警的能力和水平。本文首先對(duì)國(guó)內(nèi)外公共危機(jī)預(yù)警、海上運(yùn)輸通道公共危機(jī)預(yù)警的研究和應(yīng)用現(xiàn)狀進(jìn)行了簡(jiǎn)述,在此基礎(chǔ)上對(duì)海上運(yùn)輸通道公共危機(jī)預(yù)警的相關(guān)含義進(jìn)行了闡述和解釋;隨后,介紹了我國(guó)海上運(yùn)輸通道公共危機(jī)預(yù)警的參與部門和預(yù)警對(duì)象、當(dāng)前取得的成績(jī)和仍舊存在的問題,并對(duì)問題存在的原因進(jìn)行了剖析;之后結(jié)合美國(guó)、日本和英國(guó)等海洋運(yùn)輸發(fā)達(dá)國(guó)家在海上交通危機(jī)預(yù)警方面的先進(jìn)做法,總結(jié)了可供我國(guó)海上運(yùn)輸通道公共危機(jī)預(yù)警的借鑒之處;最后針對(duì)進(jìn)一步推進(jìn)我國(guó)上運(yùn)輸通道公共危機(jī)預(yù)警給予了對(duì)策建議。
[Abstract]:In today's world economy, factors of production span different regions, flow freely and melt as a whole on a global scale. Many exchanges of energy and resources must be realized through certain modes of transportation. The natural conditions of distant and heavy oceans in various countries and regions of the world objectively determine the important position of maritime transport, and the consequent safety problems of maritime transport channels have also received extensive attention. Because the safety of maritime transport channels directly affects maritime transport, the military security of the country, and the economic security, Public crisis early warning of maritime transport passage is an important link in maritime safety management. The effect of early warning reflects the emergency response ability of maritime security authorities. Successful crisis warning can enable people to make adequate psychological preparation and emergency preparedness before and when an accident occurs. This paper applies the theory of early warning to the field of public crisis in China's maritime transport channels, and explores the relevant problems of public crisis warning of maritime transport channels in China. In order to further advance the work of public crisis early warning of China's maritime transport channel, and improve the capability and level of public crisis early warning of China's maritime transport channel, this paper first focuses on the early warning of public crisis at home and abroad. The research and application status of public crisis early warning of maritime transport channel is briefly described, and then the relevant meaning of public crisis early warning of maritime transport channel is expounded and explained. This paper introduces the participating departments and early warning objects of public crisis warning of maritime transport channels in our country, the achievements and the problems that still exist at present, and analyzes the causes of the problems, and then combines with the United States. The advanced practices of the developed countries such as Japan and Britain in the area of early warning of maritime traffic crisis are summarized, which can be used as a reference for the public crisis early warning of China's maritime transport channels. Finally, some countermeasures and suggestions are given to further advance the public crisis early warning of transport channels in China.
