【摘要】：城市軌道交通系統(tǒng)因?yàn)橛歇?dú)立的路權(quán),從而具有比其它城市交通工具更加顯著的準(zhǔn)點(diǎn)、安全、舒適、快捷的特點(diǎn),在解決城市擁堵問題、調(diào)整城市功能布局、改善人居環(huán)境等方面具有顯著的優(yōu)勢(shì),為此,近年來(lái)已日益成為包括昆明市在內(nèi),國(guó)內(nèi)各大城市優(yōu)先發(fā)展的城市交通運(yùn)輸方式,并呈現(xiàn)出方興未艾的發(fā)展態(tài)勢(shì)。加快城市軌道交通系統(tǒng)建設(shè),能為城市帶來(lái)顯著的社會(huì)效益,推動(dòng)公共交通行業(yè)的發(fā)展,符合城市交通可持續(xù)發(fā)展的方向,有利于節(jié)能減排基本國(guó)策的落實(shí)。但由于發(fā)展時(shí)間短和城市軌道交通自身所特有的系統(tǒng)復(fù)雜性、技術(shù)復(fù)雜性,使得如何強(qiáng)化城市軌道交通運(yùn)營(yíng)監(jiān)管的問題日益凸顯。本文從政府監(jiān)管的基本理論入手,論證城市軌道交通運(yùn)營(yíng)行業(yè)強(qiáng)化政府監(jiān)管的必要性,根據(jù)昆明市的現(xiàn)狀分析研究,結(jié)合國(guó)內(nèi)外城市軌道運(yùn)營(yíng)監(jiān)管的經(jīng)驗(yàn),提出下一步如何完善昆明城市軌道交通運(yùn)營(yíng)行業(yè)監(jiān)管工作的政策思路。本文共分為五章。第一章首先闡述了選題的背景和國(guó)內(nèi)外對(duì)政府規(guī)則研究的現(xiàn)狀;其次是提出了本文的研究方法和研究?jī)?nèi)容及技術(shù)路線。第二章提出了軌道交通運(yùn)營(yíng)政府監(jiān)管的理論和政策概述。主要是根據(jù)公共產(chǎn)品和外部性理論,闡述了城市軌道交通運(yùn)營(yíng)行業(yè)引入政府監(jiān)管的必要性,其次是指出了該行業(yè)監(jiān)管的特點(diǎn)、內(nèi)容及方法;第三章闡述了昆明城市軌道交通運(yùn)營(yíng)的現(xiàn)狀,指出了存在的問題,對(duì)形成的原因進(jìn)行了分析;第四章闡述了國(guó)內(nèi)外典型城市的監(jiān)管經(jīng)驗(yàn);第五章針對(duì)如何進(jìn)一步加強(qiáng)昆明市城市軌道交通運(yùn)營(yíng)監(jiān)管,提出了相關(guān)的對(duì)策建議。
[Abstract]:Because the urban rail transit system has independent road rights, it has more prominent characteristics of punctuality, safety, comfort and speed than other urban vehicles. It solves the problem of urban congestion and adjusts the layout of urban functions. The improvement of the human settlements environment has significant advantages. As a result, in recent years, it has increasingly become a priority urban transportation mode for major cities in China, including Kunming. Accelerating the construction of urban rail transit system can bring remarkable social benefits to the city, promote the development of public transport industry, and conform to the direction of sustainable development of urban transportation. This is beneficial to the implementation of the basic national policy of energy saving and emission reduction. However, due to the short development time and the unique system complexity and technical complexity of urban rail transit, This paper starts with the basic theory of government supervision, and demonstrates the necessity of strengthening government supervision in urban rail transit operation industry. According to the current situation of Kunming City, this paper analyzes and studies the problem of how to strengthen the supervision of urban rail transit operation. Combined with the experience of domestic and foreign urban rail operation supervision, This paper is divided into five chapters. The first chapter describes the background of the topic and the current situation of the research on government rules at home and abroad. Secondly, the research methods, contents and technical route of this paper are put forward. The second chapter puts forward the theory and policy overview of the government supervision of rail transit operation, mainly according to the theory of public goods and externality. This paper expounds the necessity of introducing government supervision into urban rail transit operation industry, and then points out the characteristics, contents and methods of this industry supervision, the third chapter expounds the present situation of Kunming urban rail transit operation, and points out the existing problems. The reasons for the formation of the analysis; chapter 4th describes the supervision of typical cities at home and abroad experience; chapter 5th on how to further strengthen the supervision of urban rail transit operation in Kunming City, put forward the relevant countermeasures and suggestions.
