【摘要】:中國(guó)的經(jīng)濟(jì)發(fā)展進(jìn)入了以跨越式速度增長(zhǎng)的新階段,而中國(guó)鐵路運(yùn)輸企業(yè)的發(fā)展并沒(méi)有完全跟上全國(guó)經(jīng)濟(jì)增長(zhǎng)的強(qiáng)勁勢(shì)頭,帶來(lái)的運(yùn)輸問(wèn)題就在于勞動(dòng)力人口流動(dòng)性越來(lái)越大而且更加頻繁。鐵路運(yùn)輸網(wǎng)可以作為國(guó)家的一項(xiàng)基礎(chǔ)設(shè)施進(jìn)行大規(guī)模建設(shè),而在鐵路運(yùn)輸企業(yè)發(fā)展上應(yīng)當(dāng)更加強(qiáng)調(diào)其服務(wù)市場(chǎng)化的力度,使更多的利益相關(guān)者參與到對(duì)鐵路運(yùn)輸企業(yè)的監(jiān)督和管理當(dāng)中。中國(guó)鐵路運(yùn)輸企業(yè)發(fā)展模式存在諸多問(wèn)題,包括鐵路企業(yè)將控制所有權(quán)、頒布政策、制定價(jià)格、運(yùn)營(yíng)管理、以及監(jiān)督管理集于一身,這就極大影響到服務(wù)質(zhì)量和效果。服務(wù)市場(chǎng)化發(fā)展模式的調(diào)整問(wèn)題,是整個(gè)中國(guó)鐵路運(yùn)輸企業(yè)在現(xiàn)階段面臨適應(yīng)市場(chǎng)競(jìng)爭(zhēng)所迫切需要解決的問(wèn)題。因此,在運(yùn)輸行業(yè)競(jìng)爭(zhēng)活力日趨如火如荼的今天,加快推進(jìn)鐵路運(yùn)輸企業(yè)由計(jì)劃經(jīng)濟(jì)到服務(wù)市場(chǎng)化發(fā)展模式的過(guò)渡并引入內(nèi)部競(jìng)爭(zhēng)的措施,將會(huì)對(duì)中國(guó)鐵路運(yùn)輸?shù)陌l(fā)展、運(yùn)輸行業(yè)的自由競(jìng)爭(zhēng)、以及相關(guān)需要通過(guò)運(yùn)輸來(lái)實(shí)現(xiàn)從生產(chǎn)到銷(xiāo)售過(guò)程的其他行業(yè)具有極其重要的意義。 本文是通過(guò)對(duì)在基于對(duì)中國(guó)鐵路運(yùn)輸企業(yè)服務(wù)存在的問(wèn)題進(jìn)行整理分析,對(duì)鐵路企業(yè)的發(fā)展回顧,分析鐵路運(yùn)輸行業(yè)內(nèi)特點(diǎn),發(fā)掘出現(xiàn)存的主要問(wèn)題。之后對(duì)鐵路運(yùn)輸企業(yè)經(jīng)營(yíng)環(huán)境分析,從宏觀(guān)環(huán)境、行業(yè)環(huán)境、以及企業(yè)自身資源能力切入,采用對(duì)戰(zhàn)略要素的排列得出SWOT矩陣,并從四種備選戰(zhàn)略中推薦一種戰(zhàn)略。結(jié)合現(xiàn)有的我國(guó)鐵路企業(yè)發(fā)展模式,評(píng)價(jià)分析多種運(yùn)輸方式服務(wù)市場(chǎng)化的較成熟經(jīng)驗(yàn),對(duì)國(guó)外發(fā)展模式中的成功及失敗經(jīng)驗(yàn)綜合比較。最后,在設(shè)計(jì)原則下,制定出一套能夠適應(yīng)中國(guó)鐵路運(yùn)輸企業(yè)服務(wù)市場(chǎng)化的發(fā)展模式,并對(duì)各體系間進(jìn)行協(xié)調(diào)與整合,配套的保障措施維護(hù)有效運(yùn)行實(shí)施,從而在服務(wù)市場(chǎng)化發(fā)展模式上解決服務(wù)存在的問(wèn)題。 本文針對(duì)我國(guó)鐵路運(yùn)輸企業(yè)的發(fā)展現(xiàn)狀,對(duì)比并分析國(guó)內(nèi)外各種運(yùn)輸方式的發(fā)展模式,,設(shè)計(jì)出了中國(guó)鐵路運(yùn)輸企業(yè)服務(wù)市場(chǎng)化的發(fā)展模式,為提升我國(guó)鐵路運(yùn)輸企業(yè)提供理論依據(jù)及實(shí)踐指導(dǎo),同樣也對(duì)其他相關(guān)的運(yùn)輸企業(yè)也有一定的參考作用。
[Abstract]:China's economic development has entered a new stage of leapfrog growth, while the development of Chinese railway transport enterprises has not completely kept up with the strong momentum of national economic growth. The transport problem is that the labor force is increasingly mobile and more frequent. The rail transport network can be built on a large scale as a national infrastructure. In the development of railway transport enterprises, more emphasis should be placed on the marketization of their services, and more stakeholders should be involved in the supervision and management of railway transport enterprises. There are many problems in the development model of Chinese railway transport enterprises. Including railway enterprises will control ownership, promulgate policies, set prices, operate management, and supervision and management, which will greatly affect the quality and effect of service, service market-oriented development model adjustment. It is an urgent problem for the whole Chinese railway transportation enterprises to adapt to the market competition at the present stage. Therefore, in today's transport industry, the competitive vitality is increasingly in full swing. Speeding up the transition from a planned economy to a market-oriented service development model for railway transport enterprises and introducing measures of internal competition will bring about free competition to the development of Chinese railway transport and the transport industry. And related needs through transportation to achieve the process of production to sales of other industries of great significance. Based on the analysis of the problems existing in the service of Chinese railway transport enterprises, this paper reviews the development of railway enterprises, and analyzes the characteristics of railway transport industry. After the analysis of the operating environment of railway transportation enterprises, from the macro environment, the industry environment, and the enterprise's own resource ability, the SWOT matrix is obtained by arranging the strategic elements. And recommend a strategy from four alternative strategies. Combined with the existing development model of railway enterprises in China, it evaluates and analyzes the more mature experience of marketization of multi-mode transport services. Finally, under the design principle, a set of development models which can adapt to the marketization of Chinese railway transportation enterprises' service is worked out, and the coordination and integration among the various systems are carried out. The supporting safeguard measures maintain and implement effectively, so as to solve the problems existing in the service marketization development mode. In view of the present situation of railway transportation enterprises in China, this paper compares and analyzes the development modes of various modes of transport at home and abroad, and designs the development mode of service marketization of railway transport enterprises in China. In order to improve our railway transport enterprises to provide theoretical basis and practical guidance, but also for other related transport enterprises also have a certain reference role.
