城市出租車行業(yè)規(guī)制研究

【摘要】:隨著經(jīng)濟的發(fā)展,城市規(guī)模的擴大,人們出行結構的變化,出租車已經(jīng)成為城市交通中必不可少的交通工具之一。與此同時,由于政府規(guī)制政策以及出租車行業(yè)特性等原因,出租車行業(yè)出現(xiàn)越來越多的問題。本文主要對出租車行業(yè)規(guī)制進行研究,結合理論分析和國外出租車行業(yè)規(guī)制發(fā)展經(jīng)驗,確定我國出租車行業(yè)規(guī)制需要放松規(guī)制的發(fā)展方向,研究行業(yè)放松規(guī)制中的規(guī)制手段,并對出租車行業(yè)引入規(guī)制效果評估工具,為解決我國出租車行業(yè)規(guī)制問題提供參考。 論文首先概述了出租車行業(yè)規(guī)制的基礎理論,包括規(guī)制的基本理論和出租車行業(yè)規(guī)制的理論依據(jù),以規(guī)制理論為基礎說明出租車行業(yè)規(guī)制的必要性。接著對國內外出租車行業(yè)規(guī)制現(xiàn)狀進行分析,主要包括國外部分國家的規(guī)制發(fā)展情況以及這些國家放松規(guī)制后的效果和對我國的啟示,說明出租車行業(yè)放松規(guī)制的發(fā)展趨勢;并通過對我國出租車行業(yè)規(guī)制的現(xiàn)狀分析,指出規(guī)制過嚴是出租車行業(yè)規(guī)制失靈的主要原因。然后對出租車行業(yè)不同規(guī)制條件下的社會福利進行了分析,進一步說明了出租車行業(yè)規(guī)制的有效性以及放松規(guī)制的必要性。隨后對放松規(guī)制中的價格規(guī)制進行了研究,基于雙層規(guī)劃理論建立了以社會福利最大化為目標的上層規(guī)劃、以出租車公司利益最大化為目標的下層規(guī)劃的博弈模型,用遺傳算法求解出放松規(guī)制后的規(guī)制價格上限值,并通過算例分析說明所得規(guī)制價格的合理性以及出租車單位運營里程規(guī)制價格和總運營里程的變化趨勢。最后結合我國出租車行業(yè)規(guī)制情況,根據(jù)國外和其他行業(yè)規(guī)制效果評估的應用,對我國出租車行業(yè)引入規(guī)制效果評估,建立了評估指標體系,制定了評估流程。
[Abstract]:With the development of economy, the expansion of city scale and the change of people's travel structure, taxi has become one of the essential means of transportation in urban transportation. At the same time, due to the government regulation policy and the characteristics of taxi industry, etc. There are more and more problems in the taxi industry. This paper mainly studies the regulation of taxi industry, combining the theoretical analysis and the development experience of foreign taxi industry regulation, determines the development direction of the deregulation of taxi industry regulation in China. This paper studies the regulation means in the industry deregulation, and introduces the regulation effect evaluation tool to the taxi industry, which provides the reference for solving the regulation problem of the taxi industry in our country. Firstly, the paper summarizes the basic theory of taxi industry regulation, including the basic theory of regulation and the theoretical basis of regulation of taxi industry. Based on the theory of regulation, the paper explains the necessity of regulation of taxi industry, and then analyzes the present situation of regulation of taxi industry at home and abroad. It mainly includes the development of regulation in some foreign countries, the effect of deregulation in these countries and the enlightenment to our country, explains the development trend of deregulation of taxi industry, and analyzes the current situation of regulation of taxi industry in China. It is pointed out that excessive regulation is the main reason for the regulation failure of taxi industry, and then the social welfare under different regulation conditions of taxi industry is analyzed. The paper further explains the effectiveness of the regulation of taxi industry and the necessity of deregulation. Then the paper studies the price regulation in deregulation and establishes the upper level planning aiming at maximizing the social welfare based on the bilevel programming theory. The game model of lower level programming aiming at maximizing the benefit of taxi company is used to solve the upper limit value of regulation price after deregulation by genetic algorithm. The rationality of the regulated price and the change trend of the operating mileage price and total operating mileage of the taxi unit are illustrated by an example. Finally, the regulation of the taxi industry in China is combined. According to the application of regulation effect evaluation in foreign countries and other industries, this paper introduces regulation effect evaluation into Chinese taxi industry, establishes evaluation index system, and formulates evaluation process.
