【摘要】：農(nóng)村公路建設(shè)是社會(huì)主義新農(nóng)村建設(shè)的客觀需要,它能達(dá)到促進(jìn)城鄉(xiāng)交流,帶動(dòng)農(nóng)村經(jīng)濟(jì)發(fā)展,改善農(nóng)村交通運(yùn)輸網(wǎng)絡(luò)的目的,農(nóng)村公路建設(shè)是我國社會(huì)主義農(nóng)村建設(shè)的重要內(nèi)容,對(duì)于農(nóng)民收入水平的增加有著非常重要的現(xiàn)實(shí)意義的�，F(xiàn)階段我國著力于解決“三農(nóng)”問題,促進(jìn)農(nóng)村經(jīng)濟(jì)的發(fā)展,在此過程中,我們要致力于改善改善農(nóng)村基礎(chǔ)設(shè)施公路交通的發(fā)展。本文通過結(jié)合實(shí)證研究對(duì)福建省農(nóng)村公路運(yùn)營效率優(yōu)化方式探討,突顯如何通過提升農(nóng)村公路發(fā)展效率,讓農(nóng)村公路網(wǎng)絡(luò)服務(wù)于農(nóng)業(yè)發(fā)展,推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化,將市場(chǎng)信息傳達(dá)給農(nóng)民,為農(nóng)業(yè)的發(fā)展提供技術(shù)支撐,為農(nóng)產(chǎn)品提供優(yōu)良的銷售出道,化解小農(nóng)戶與大市場(chǎng)的矛盾,達(dá)到推進(jìn)農(nóng)業(yè)科技進(jìn)步,擴(kuò)大農(nóng)業(yè)經(jīng)營規(guī)模,提高農(nóng)村經(jīng)濟(jì)效益,改善農(nóng)戶生活的目的。要實(shí)現(xiàn)這一目的就必須對(duì)農(nóng)村公路建設(shè)的方式、方法等進(jìn)行研究。本次研究目的意義在于提升農(nóng)村公路發(fā)展效率是社會(huì)主義現(xiàn)代化建設(shè)的需要,是農(nóng)村經(jīng)濟(jì)發(fā)展的客觀需求,是改善農(nóng)村交通狀況的方法之一,更是城鄉(xiāng)一體化的必然要求。論文第一章為引言部分,重點(diǎn)闡述了本課題研究的背景、意義及歷史研究成果；第二章是對(duì)提升農(nóng)村公路發(fā)展效率的必要性的分析,相關(guān)概念分析在這一章節(jié)有所闡述；第三章著重分析福建農(nóng)村公路發(fā)展存在的問題,第四章進(jìn)行層次分析；第五章為福建省農(nóng)村公路發(fā)展運(yùn)營效率的實(shí)證研究：第六章為構(gòu)建優(yōu)化福建省農(nóng)村公路運(yùn)營的政策框架；最后一章為結(jié)語部分。文獻(xiàn)閱讀法和層次分析法是本文主要運(yùn)用的研究方法,通過閱讀國家、各省市關(guān)于農(nóng)村公路建設(shè)的文件、前人研究的文獻(xiàn),全面掌握全國農(nóng)村開展鄉(xiāng)村公路建設(shè)現(xiàn)狀,同時(shí)借鑒國內(nèi)外農(nóng)村公路發(fā)展管養(yǎng)方面可借鑒之處和準(zhǔn)確的分析當(dāng)前農(nóng)村公路發(fā)展存在的低效率問題和運(yùn)營機(jī)制問題。文章通過深入研究國家、省、市各級(jí)有關(guān)農(nóng)村公路發(fā)展出臺(tái)的各類文件,深入理解各地農(nóng)村公路建設(shè)現(xiàn)狀的發(fā)展,通過深入的實(shí)證研究解析,分析福建生農(nóng)村公路養(yǎng)護(hù)上存在總體規(guī)劃部合理、資金籌措困難的問題,發(fā)現(xiàn)影響農(nóng)村公路發(fā)展包括政治、經(jīng)濟(jì)、自然、人文、管理、資金、路政等方面的問題。并找出相應(yīng)的解決策略,通過促進(jìn)對(duì)農(nóng)村基礎(chǔ)設(shè)施建設(shè)的重視程度,優(yōu)化農(nóng)村公路網(wǎng)絡(luò)結(jié)構(gòu),全面促進(jìn)農(nóng)村經(jīng)濟(jì)建設(shè),健全農(nóng)村公路發(fā)展機(jī)制,推動(dòng)農(nóng)村公路更好、更快科學(xué)發(fā)展。
[Abstract]:Rural highway construction is the objective need of new socialist countryside construction. It can promote the communication between urban and rural areas, promote the development of rural economy, and improve the rural transportation network. Rural highway construction is an important content of socialist rural construction in China, which has very important practical significance for the increase of farmers' income level. At the present stage, our country focuses on solving the "three rural issues" and promoting the development of rural economy. In this process, we should focus on improving the development of rural infrastructure highway traffic. This paper discusses the optimization of rural highway operation efficiency in Fujian Province through empirical research, highlighting how to improve the efficiency of rural road development. Let the rural road network serve the development of agriculture, promote the industrialization of agriculture, convey market information to farmers, provide technical support for the development of agriculture, provide excellent marketing channels for agricultural products, and resolve the contradiction between small farmers and large markets. To achieve the purpose of promoting the progress of agricultural science and technology, expanding the scale of agricultural management, improving the economic benefits of rural areas, and improving the life of farmers, we must make use of the way of rural highway construction to achieve this goal. The purpose of this study is to improve the efficiency of rural highway development. It is the need of socialist modernization, the objective demand of rural economic development, and one of the methods to improve the rural traffic situation. The first chapter of the thesis is the introduction part, which focuses on the background, significance and historical research results of this research. Chapter two is the analysis of the necessity of improving the efficiency of rural highway development. The third chapter focuses on the analysis of the problems existing in the development of rural roads in Fujian Province, and the 4th chapter makes a hierarchical analysis. Chapter 5th is an empirical study on the efficiency of rural highway development in Fujian province: chapter 6th is to construct the policy framework to optimize the rural highway operation in Fujian Province; The last chapter is the conclusion. The literature reading method and the analytic hierarchy process are the main research methods used in this paper. By reading the documents of the country, provinces and cities on the rural road construction, the literature of previous studies, To comprehensively grasp the current situation of rural highway construction in rural areas throughout the country, At the same time, draw lessons from the management of rural highway development at home and abroad, and accurately analyze the problems of low efficiency and operation mechanism existing in the current rural highway development. All kinds of documents concerning the development of rural roads at all levels of the city, deeply understand the development of the present situation of rural highway construction in various places, through in-depth empirical research and analysis, analyze that there is a reasonable overall planning department for the maintenance of Fujian Sheng rural roads. Finding out the problems affecting the development of rural roads, including politics, economy, nature, humanities, management, capital, road administration, etc., and finding out the corresponding solutions. By promoting the attention to the rural infrastructure construction, optimizing the rural highway network structure, promoting the rural economic construction, perfecting the rural highway development mechanism, promoting the rural highway better and faster scientific development.
