【摘要】：遼寧省曾是新中國重要的工業(yè)基地,為國家的社會(huì)主義工業(yè)化和現(xiàn)代化建設(shè)做出了歷史性的重大貢獻(xiàn)。但是,隨著改革開放的不斷深入,遼寧省社會(huì)經(jīng)濟(jì)的體制性、結(jié)構(gòu)性矛盾日趨顯現(xiàn),直接造成其經(jīng)濟(jì)發(fā)展緩慢,與發(fā)達(dá)地區(qū)的經(jīng)濟(jì)差距不斷擴(kuò)大。面對(duì)經(jīng)濟(jì)全球化不斷發(fā)展的新形勢(shì),充分利用國內(nèi)國外“兩種資源,兩個(gè)市場(chǎng)”發(fā)展對(duì)外貿(mào)易,就成為振興遼寧省經(jīng)濟(jì)的必然選擇。2003年中央明確提出“充分利用東北地區(qū)現(xiàn)有港口條件和優(yōu)勢(shì),把大連建成東北亞重要的國際航運(yùn)中心�！北娝苤�,大連是遼寧省最主要的港口和貿(mào)易口岸,而遼寧省也是大連的直接經(jīng)濟(jì)腹地。建設(shè)大連東北亞國際航運(yùn)中心勢(shì)必會(huì)影響到遼寧省對(duì)外貿(mào)易的開展,為遼寧省對(duì)外貿(mào)易的快速發(fā)展提供多方面支持。因此,研究建設(shè)東北亞國際航運(yùn)中心對(duì)遼寧省對(duì)外貿(mào)易發(fā)展的促進(jìn)作用,并提出針對(duì)性措施以使這些促進(jìn)作用達(dá)到最大化,具有極為重要的現(xiàn)實(shí)意義,也是本文開展研究的主要目的。 本文首先從國際航運(yùn)中心的形成機(jī)制和其對(duì)相關(guān)區(qū)域的經(jīng)濟(jì)影響角度入手,對(duì)國內(nèi)外學(xué)者的研究成果進(jìn)行總結(jié)和評(píng)價(jià),指出現(xiàn)有研究的成就以及不足之處。其次,文章介紹了建設(shè)國際航運(yùn)中心和經(jīng)濟(jì)腹地的基本知識(shí),并闡述了建設(shè)國際航運(yùn)中心促進(jìn)經(jīng)濟(jì)腹地對(duì)外貿(mào)易發(fā)展的相關(guān)理論。隨后,利用相關(guān)理論,文章分析了建設(shè)大連東北亞國際航運(yùn)中心促進(jìn)遼寧省對(duì)外貿(mào)易發(fā)展的不同作用渠道。接著,文章結(jié)合所收集的數(shù)據(jù),構(gòu)建了建設(shè)大連東北亞國際航運(yùn)中心促進(jìn)遼寧省對(duì)外貿(mào)易發(fā)展的時(shí)間序列模型,并深入分析不同促進(jìn)效應(yīng)的相對(duì)強(qiáng)弱及其變化趨勢(shì)。最后,在實(shí)證分析的基礎(chǔ)上,結(jié)合建設(shè)東北亞國際航運(yùn)中心的現(xiàn)狀,文章有針對(duì)性的提出了一系列政策建議,以求深化大連東北亞國際航運(yùn)中心建設(shè),最大限度的促進(jìn)遼寧省對(duì)外貿(mào)易的發(fā)展。
[Abstract]:Liaoning Province was once an important industrial base in New China, and has made a historic and significant contribution to the socialist industrialization and modernization of the country. However, with the deepening of reform and opening up, Liaoning Province's social and economic system is becoming more and more systematic. Structural contradictions are becoming increasingly apparent, directly resulting in slow economic development and widening economic disparities with developed regions. In the face of the new situation of the continuous development of economic globalization, the two kinds of resources, domestic and foreign, are fully utilized. "the development of foreign trade between the two markets is an inevitable choice for revitalizing the economy of Liaoning Province. In 2003, the Central Committee clearly proposed that" make full use of the existing port conditions and advantages in the Northeast region and turn Dalian into an important international shipping center in Northeast Asia. "as is known to all, Dalian is the most important port and trade port in Liaoning Province, and Liaoning Province is also the direct economic hinterland of Dalian. The construction of Dalian Northeast Asia International Shipping Center will inevitably affect the development of foreign trade in Liaoning Province. Therefore, the paper studies the promoting effect of the construction of Northeast Asia international shipping center on the development of foreign trade in Liaoning Province, and puts forward some targeted measures to maximize these promoting effects. Has extremely important realistic significance, also is this article carries on the research the main goal. This paper begins with the formation mechanism of the international shipping center and its economic impact on the relevant regions, summarizes and evaluates the research results of domestic and foreign scholars, and points out the achievements and shortcomings of the existing research. This paper introduces the basic knowledge of building an international shipping center and an economic hinterland, and expounds the relevant theories of building an international shipping center to promote the development of foreign trade in the economic hinterland. This paper analyzes the different action channels of constructing Dalian Northeast Asia International Shipping Center to promote the development of foreign trade in Liaoning Province. This paper constructs a time series model of constructing Dalian Northeast Asia international shipping center to promote the development of foreign trade in Liaoning Province, and deeply analyzes the relative strength of different promoting effects and their changing trends. Finally, on the basis of empirical analysis, Combined with the present situation of constructing the international shipping center in Northeast Asia, this paper puts forward a series of policy suggestions in order to deepen the construction of the international shipping center in Dalian Northeast Asia and to promote the development of foreign trade in Liaoning Province to the maximum extent.
