中國高速鐵路建設(shè)融資問題研究

【摘要】:我國現(xiàn)有鐵路主要干線客貨運輸能力短缺現(xiàn)象非常嚴重,極大地制約人民生活質(zhì)量的提高和我國國民經(jīng)濟的快速發(fā)展。高速鐵路在運輸能力、運行速度、環(huán)境保護、能源消耗和綜合效益等方面優(yōu)勢明顯,對于提升我國鐵路產(chǎn)業(yè)現(xiàn)代化水平、擴大繁忙運輸通道運輸能力、滿足我國國民經(jīng)濟持續(xù)快速增長的需要和可持續(xù)發(fā)展戰(zhàn)略的需要等都有著重要意義。 我國制定了高速鐵路發(fā)展規(guī)劃。根據(jù)國務(wù)院批準的《中長期鐵路網(wǎng)規(guī)劃(2008年調(diào)整)》,我國在2020年之前將建成1.6萬公里的鐵路客運專線,主要干線實現(xiàn)客貨分流。高速鐵路建設(shè)需要龐大的資金,目前的高速鐵路融資模式難以實現(xiàn)我國大規(guī)模高速鐵路建設(shè)的資金需要,破解我國現(xiàn)階段高速鐵路發(fā)展的融資困局,這是本文研究的出發(fā)點;谝陨媳尘,本文通過分析世界各國已有的高速鐵路的發(fā)展軌跡與融資方式,得到在中國高速鐵路建設(shè)融資中可借鑒經(jīng)驗;論述我國發(fā)展高速鐵路的時代意義,詳細描述我國高速鐵路的發(fā)展狀況及融資現(xiàn)狀;結(jié)合京滬高速鐵路的融資設(shè)計和融資實施,進一步對京滬高速鐵路建設(shè)的籌資渠道進行實證研究,在分析京滬高速鐵路的籌資背景及籌資現(xiàn)狀的基礎(chǔ)上,分析了京滬高速鐵路建設(shè)籌資渠道,提出了我國高速鐵路建設(shè)融資策略性建議。 希望通過本研究能將高速鐵路建設(shè)融資引向深入,推動中國高速鐵路建設(shè)大業(yè)又好又快地發(fā)展。
[Abstract]:The shortage of passenger and cargo transport capacity on the main railway lines in China is very serious, which greatly restricts the improvement of people's quality of life and the rapid development of our national economy. The advantages of energy consumption and comprehensive benefits are obvious, which can enhance the modernization level of China's railway industry and expand the transport capacity of busy transport channels. It is of great significance to meet the needs of sustained and rapid growth of our national economy and the need of sustainable development strategy. China has formulated a high-speed railway development plan. According to the Medium- and Long-Term Railway Network Plan (2008 Adjustment) approved by the State Council, China will complete 16,000 kilometers of passenger dedicated railway lines by 2020. The construction of high-speed railway needs a huge amount of money. The current high-speed railway financing mode is difficult to meet the financial needs of large-scale high-speed railway construction in China, thus solving the financing difficulties of the development of high-speed railway in our country at the present stage. This is the starting point of this paper. Based on the above background, this paper analyzes the development track and financing methods of high-speed railway in the world, and obtains the experience in the financing of high-speed railway construction in China. This paper discusses the significance of the development of high-speed railway in China, describes in detail the current situation of development and financing of high-speed railway in China, and combines the financing design and implementation of Beijing-Shanghai high-speed railway. Further research on the financing channel of Beijing-Shanghai high-speed railway construction is carried out. On the basis of analyzing the financing background and current financing situation of Beijing-Shanghai high-speed railway, the paper analyzes the financing channel of Beijing-Shanghai high-speed railway construction. The paper puts forward some strategic suggestions for financing the construction of high-speed railway in China. It is hoped that this study can lead the financing of high-speed railway construction to a deeper level and promote the great cause of high-speed railway construction in China to develop well and quickly.
