【摘要】：湖南高速公路目前正處在快速發(fā)展時(shí)期，隨著各地高速公路路網(wǎng)的形成，如何利用現(xiàn)代化的管理手段和技術(shù)最大限度發(fā)揮出高速公路的運(yùn)營(yíng)和社會(huì)效益，為社會(huì)公眾提供更優(yōu)質(zhì)的服務(wù)，是各有關(guān)部門(mén)和單位亟需解決的課題。以用路人為根本，實(shí)現(xiàn)高速公路管理信息化，以信息化來(lái)提高管理水平和道路通行能力，使道路使用者體會(huì)到安全、舒適和高效，實(shí)現(xiàn)人、車(chē)、路融為一體，使路人無(wú)論何時(shí)何地均能獲取任何信息，真正將車(chē)變成用路人的流動(dòng)辦公室，成為綜合信息平臺(tái)，將是高速公路管理今后的發(fā)展方向。 本文以高速公路管理信息化的相關(guān)理論為依據(jù)，通過(guò)對(duì)湖南高速公路信息化管理的基本現(xiàn)狀、存在的主要問(wèn)題、存在問(wèn)題的原因進(jìn)行深入分析，在梳理借鑒美國(guó)、德國(guó)、澳大利亞、日本等國(guó)家和北京、上海、江蘇等國(guó)內(nèi)省市在高速公路信息化管理實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上，結(jié)合湖南高速公路信息化發(fā)展實(shí)際，提出推進(jìn)湖南高速公路信息化管理的發(fā)展對(duì)策為“搭建一個(gè)平臺(tái)，完善五大系統(tǒng)”，即搭建湖南高速公路路網(wǎng)綜合平臺(tái)一個(gè)平臺(tái)，實(shí)現(xiàn)信息資源整合，為綜合管理和決策調(diào)度服務(wù)；完善高速公路聯(lián)網(wǎng)收費(fèi)系統(tǒng)，實(shí)現(xiàn)聯(lián)網(wǎng)收費(fèi)全面覆蓋；完善高速公路聯(lián)網(wǎng)監(jiān)控系統(tǒng)，實(shí)現(xiàn)重點(diǎn)路段全程實(shí)時(shí)監(jiān)控；完善高速公路通信系統(tǒng)，，建成加密骨干環(huán)網(wǎng)；完善路政執(zhí)法管理系統(tǒng)，實(shí)現(xiàn)路政執(zhí)法信息化；完善養(yǎng)護(hù)管理信息化系統(tǒng)，確保道路暢通。從而促使湖南高速公路運(yùn)營(yíng)管理工作加速進(jìn)入一個(gè)信息化、現(xiàn)代化的新時(shí)代，將公眾出行服務(wù)提升到一個(gè)嶄新的水平。
[Abstract]:At present, Hunan expressway is in a period of rapid development. With the formation of highway network in various places, how to maximize the operation and social benefits of expressway by means of modern management means and technology, To provide better service to the public is an urgent task for all departments and units concerned. Taking passers-by as the foundation, we can realize the informationization of highway management and improve the management level and traffic capacity of the highway. Make road users realize safety, comfort and efficiency, realize people, cars and roads as one, make passers-by have access to any information at any time and anywhere, truly turn cars into mobile offices for passers-by, and become comprehensive information platforms. It will be the development direction of highway management in the future. Based on the relevant theories of highway management information, this paper makes a thorough analysis of the basic status quo, main problems and causes of Hunan expressway information management, and combs and draws lessons from the United States and Germany. Australia, Japan and other countries, as well as Beijing, Shanghai, Jiangsu and other domestic provinces and cities, based on the practical experience of highway information management, combined with the actual development of Hunan expressway informatization. The countermeasures to promote the development of Hunan expressway information management are as follows: "build a platform, perfect five systems", that is, build a comprehensive platform of Hunan expressway network, and realize the integration of information resources. For comprehensive management and decision-making scheduling services; improve the expressway network toll collection system to achieve the overall coverage of network charges; improve the highway network monitoring system to achieve real-time monitoring of key sections of the whole process; improve the highway communication system, Build up the encrypted backbone ring network, perfect the highway administration law enforcement management system, realize the information of the road administration law enforcement, perfect the maintenance management information system, ensure the road is smooth, thus promote the Hunan expressway operation management work to speed up into an information, In the new era of modernization, the public travel service will be promoted to a new level.
