【摘要】：倡導(dǎo)、弘揚和宣傳安全文化,營造珍惜生命、善待生命的外在精神環(huán)境,培育內(nèi)在安全習(xí)慣和形成主動的安全行為,是科學(xué)把握生產(chǎn)安全的重要方法。對企業(yè)安全發(fā)展而言,則是解決企業(yè)安全事故的一個關(guān)鍵因素,企業(yè)安全文化是安全生產(chǎn)與管理的核心平臺。用安全文化激勵引導(dǎo)作用去影響和教育員工,規(guī)范員工的行為,科學(xué)操作、安全生產(chǎn)。這樣才能保障企業(yè)的可持續(xù)性發(fā)展以及經(jīng)濟效益的提高。 通過對安全文化基礎(chǔ)理論的學(xué)習(xí)歸納,理解了關(guān)于“安全文化”的定義、“企業(yè)安全文化”的概念和企業(yè)安全文化建設(shè)層次的內(nèi)涵,掌握輪駁公司特色的安全文化內(nèi)涵。通過對文獻的閱讀分析,結(jié)合公司的安全生產(chǎn)現(xiàn)狀分析,歸納出了公司安全文化建設(shè)的現(xiàn)狀和問題。提出了從公司的實際情況出發(fā),理論結(jié)合實際,運用系統(tǒng)的引導(dǎo)與激勵的方法來構(gòu)建公司安全文化。從輪駁公司的組織形式優(yōu)化開始,具體論述公司安全文化建設(shè)的內(nèi)容和方法,建立“人”本質(zhì)安全型企業(yè)為目標(biāo)、以安全價值為核心、以安全行為為重點、以激勵安全績效為導(dǎo)向形成輪駁公司安全文化建設(shè)體系。 提出構(gòu)建企業(yè)安全文化指的是創(chuàng)建一種組織環(huán)境,即創(chuàng)建一個群策群力的資源聯(lián)動整合系統(tǒng)；共同關(guān)注對于安全績效的提升改善；以激勵促使員工在安全理念引導(dǎo)下能夠主動安全地完成本職工作。提升員工安全能力素質(zhì)；發(fā)現(xiàn)并及時解決目前存在的安全實際問題；增強群策群力的系統(tǒng)組織今后發(fā)現(xiàn)和解決安全問題的能力；提高安全意識實現(xiàn)管理網(wǎng)絡(luò)暢通；實現(xiàn)安全文化全員覆蓋；最終實現(xiàn)安全文化五層面的目標(biāo)。 總之,通過對企業(yè)安全文化及其建設(shè)的理論研究和對天津港輪駁公司歷年以來開展連續(xù)安全生產(chǎn)無事故活動的經(jīng)驗提煉,針對天津港輪駁公司提出了如何建立安全文化體系的一套思路和方法,為公司安全文化建設(shè)的實施提供參考依據(jù),有利于進一步指導(dǎo)公司安全文化建設(shè)的深入開展。
[Abstract]:Advocate, promote and promote safety culture construction, cherish life, to treat life outside of spiritual environment, cultivating the intrinsic safety habits and active safety behavior, is an important method of scientific grasp of production safety. The development of enterprise security, is to solve one of the key factors of enterprise safety accidents, enterprise safety culture is the core of the platform the safety production and management. The guiding role to influence and educate employees with safety culture incentive, standardize the behavior of employees, scientific operation, safety in production. So it can protect the enterprise's sustainable development and the improvement of economic benefits.
Through studying the basic theory of safety culture induction, understand a definition of "safety culture", "the connotation of enterprise safety culture" and the concept of enterprise safety culture construction level, grasp the safety culture connotation characteristics of the wheel barge company. Based on the literature analysis, combined with the analysis of current situation of safety production company, summed up the status quo and problems of safety culture construction. Put forward from the company's actual conditions, combining theory and practice, using the method of guidance and incentive system to construct the safety culture. The organization form began from the barge company optimization methods and content of safety culture construction, discusses the establishment of "people" intrinsically safe enterprises as the goal, to the safety value as the core, to focus on safety behavior, safety performance oriented incentive to form barge safety culture construction system of the company.
The construction of enterprise safety culture is to create a kind of organizational environment, resource linkage to create an integrated work system; common concern for safety performance improvement; to promote employees to take the initiative to complete the job safely in security under the guidance of the idea. The ability to enhance security quality of staff; find and solve problems of safety practice the existing system to work together in the future; enhance the organization ability to discover and solve security problems; improve safety awareness to realize network management to achieve full coverage of traffic; safety culture; realize five levels of safety culture.
In short, through theoretical research on enterprise safety culture and the construction of Tianjin port and barge company over the years to carry out continuous production safety accident free activities experience, according to the Tianjin port barge company put forward a set of ideas and methods of how to establish safety culture system, provides the reference for the implementation of the company's safety culture construction, have to further guide the safety culture construction company to carry out.
