【摘要】：中國(guó)鐵路走向越南正面臨著諸多風(fēng)險(xiǎn),主要分成兩類(lèi)大的風(fēng)險(xiǎn):針對(duì)中國(guó)特有的風(fēng)險(xiǎn),主要包括地緣政治因素的影響和競(jìng)爭(zhēng)對(duì)手壓力;各國(guó)共同遇到的風(fēng)險(xiǎn),主要包括越南的公共債務(wù)負(fù)擔(dān)比較嚴(yán)重,越南鐵距不統(tǒng)一,進(jìn)度延誤和造價(jià)增加嚴(yán)重,法律系統(tǒng)不穩(wěn)定,征地與場(chǎng)地拆遷困難和成本高。針對(duì)這些風(fēng)險(xiǎn)應(yīng)采取如下措施:一是需要中方鐵路、銀行、外交等機(jī)關(guān)有效地配合,建立有效、互補(bǔ)、統(tǒng)一、順暢的問(wèn)題處理、管理機(jī)制;二是控制好兩國(guó)之間的分歧,增強(qiáng)政治上的信任,推進(jìn)民間互動(dòng)和文化交流,減少懷疑、警惕的心理,形成互利合作共贏的關(guān)系,就能為中國(guó)鐵路走向越南打下堅(jiān)實(shí)的基礎(chǔ);三是樹(shù)立起中國(guó)鐵路高品質(zhì)的品牌形象;四是要幫助業(yè)主方完善鐵路工程建設(shè)管理體系等。
[Abstract]:China's railway to Vietnam is facing many risks, mainly divided into two types of risks: the risks specific to China, mainly including the influence of geopolitical factors and the pressure of competitors, and the risks encountered by all countries. Mainly including the relatively serious burden of public debt in Vietnam, the disunity of railway distances in Vietnam, the serious delay in progress and the increase in cost, and the unstable legal system. In view of these risks, the following measures should be taken: first, it needs the Chinese railway, bank, foreign affairs and other authorities to cooperate effectively to establish an effective, complementary, unified and smooth problem handling and management mechanism; Second, to control the differences between the two countries, enhance political trust, promote folk interaction and cultural exchanges, reduce suspicion and vigilance, and form a win-win relationship of mutually beneficial cooperation, which will lay a solid foundation for China's railway to Vietnam; The third is to set up the high quality brand image of Chinese railway, and the fourth is to help the owner to perfect the management system of railway construction.
