基于循環(huán)經(jīng)濟(jì)的我國高速鐵路產(chǎn)業(yè)發(fā)展研究

【摘要】:循環(huán)經(jīng)濟(jì)是以資源高效利用、經(jīng)濟(jì)利益與環(huán)境效應(yīng)最大化為主要特點(diǎn),符合可持續(xù)發(fā)展理念的新經(jīng)濟(jì)發(fā)展模式。高速鐵路是具有低消耗、高速度的特點(diǎn),是經(jīng)濟(jì)效益高、能源消耗低、對環(huán)境影響小的理想交通運(yùn)輸方式。 高速鐵路是傳統(tǒng)鐵路運(yùn)輸能力不足、運(yùn)輸質(zhì)量低和鐵路科技進(jìn)步的產(chǎn)物,它改變了傳統(tǒng)鐵路速度、舒適性等方面性能低的缺點(diǎn),是滿足當(dāng)代經(jīng)濟(jì)發(fā)展需要的現(xiàn)代交通方式。我國高速鐵路產(chǎn)業(yè)雖然起步較晚,但我國制定了高鐵發(fā)展規(guī)劃,并在政策、資金、技術(shù)等方面大力投入,我國高速鐵路產(chǎn)業(yè)迅速發(fā)展,現(xiàn)已趕上其他發(fā)達(dá)國家發(fā)展水平并處于國際領(lǐng)先地位。 本文以循環(huán)經(jīng)濟(jì)為背景研究我國高速鐵路產(chǎn)業(yè)發(fā)展?fàn)顩r。第一章介紹本文研究背景意義及內(nèi)容方法。第二章是本文的理論支撐,介紹循環(huán)經(jīng)濟(jì)及產(chǎn)業(yè)發(fā)展相關(guān)理論。第三章敘述了國內(nèi)外高速鐵路發(fā)展概況及循環(huán)經(jīng)濟(jì)背景下各國高速鐵路產(chǎn)業(yè)發(fā)展情況。第四章討論了循環(huán)經(jīng)濟(jì)背景下,我國高速鐵路產(chǎn)業(yè)發(fā)展中存在資源消耗、安全、經(jīng)濟(jì)效益技術(shù)支持及人才缺乏等問題。第五章以京滬高速鐵路為例對循環(huán)經(jīng)濟(jì)背景下我國高速鐵路產(chǎn)業(yè)發(fā)展水平進(jìn)行評價(jià),根據(jù)高速鐵路發(fā)展特點(diǎn)選取資源、社會(huì)和環(huán)境三方面運(yùn)用層次分析法對其發(fā)展水平進(jìn)行評價(jià)。第六章根據(jù)第四章提出的問題及第五章評價(jià)結(jié)論,從提高資源利用效率、加強(qiáng)盈利能力、確定合理發(fā)展速度、加快科技技術(shù)創(chuàng)新和人才培養(yǎng)和引進(jìn)等方面提出改進(jìn)對策措施。
[Abstract]:Circular economy is a new economic development model which is characterized by efficient utilization of resources, maximization of economic benefits and environmental effects, and conforms to the concept of sustainable development. High speed railway is characterized by low consumption and high speed and high economic benefits. The ideal mode of transportation with low energy consumption and small impact on the environment. High speed railway is the result of the shortage of traditional railway transportation capacity, low transportation quality and railway science and technology progress. It has changed the shortcomings of traditional railway speed, comfort and other aspects of low performance. China's high-speed railway industry started relatively late, but China has drawn up a high-speed rail development plan, and has invested heavily in policy, capital, technology, and so on. China's high-speed railway industry has developed rapidly, and has now caught up with the development level of other developed countries and is in the leading position in the world. This paper takes circular economy as the background to study the development of high-speed railway industry in China. The first chapter introduces the background significance and content method of this paper. The second chapter is the theoretical support of this paper. This paper introduces the theory of circular economy and industrial development. Chapter 3 describes the development of high-speed railway at home and abroad and the development of high-speed railway industry in various countries under the background of circular economy. Chapter 4th discusses the background of circular economy. There are some problems in the development of high-speed railway industry in China, such as resource consumption, safety, economic benefit and technical support, lack of talents and so on. Chapter 5th, taking Beijing-Shanghai high-speed railway as an example, evaluates the development level of high-speed railway industry in China under the background of circular economy. According to the characteristics of high-speed railway development, the paper selects resources, society and environment to evaluate the development level of high-speed railway. Chapter 6th, according to the problems raised in Chapter 4th and the conclusion of Chapter V, improves the efficiency of utilization of resources. To strengthen the profitability, to determine the reasonable speed of development, to speed up the technological innovation of science and technology and the cultivation and introduction of talents, and so on, to put forward the improvement measures.
