【摘要】：依據(jù)現(xiàn)行鐵路運(yùn)輸清算辦法,對(duì)京哈、京滬等重點(diǎn)線路客貨運(yùn)輸清算收入的實(shí)例分析發(fā)現(xiàn),鐵路局開行客貨列車的意愿與全路收益最大化目標(biāo)不一致。直通客貨運(yùn)輸、管內(nèi)與直通運(yùn)輸、清算收入與成本支出之間存在一定程度的激勵(lì)機(jī)制缺失,不利于鐵路運(yùn)輸企業(yè)的市場化運(yùn)營。建議從清算類別、清算標(biāo)準(zhǔn)以及清算機(jī)制等方面完善現(xiàn)有清算體系,建立符合全路收益最大化和運(yùn)力資源集約化利用的鐵路運(yùn)輸經(jīng)濟(jì)激勵(lì)機(jī)制。
[Abstract]:According to the current railway transportation liquidation measures, the paper analyzes the income of passenger and cargo transportation of key lines, such as Beijing, Kazakhstan, Beijing and Shanghai. The willingness of railway bureau to open passenger and cargo train is not consistent with the goal of maximizing the profit of the whole railway. There is a certain degree of lack of incentive mechanism between direct passenger and cargo transportation, in-pipe and through transportation, liquidation income and cost expenditure. It is not conducive to the market-oriented operation of railway transport enterprises. It is suggested that the existing liquidation system should be improved from the aspects of liquidation categories, liquidation standards and liquidation mechanisms. The economic incentive mechanism of railway transportation is established, which accords with the maximization of the total railway revenue and the intensive utilization of transportation resources.
