【摘要】：港口是貨物在水路運(yùn)輸?shù)钠瘘c(diǎn)和終點(diǎn)。隨著全球經(jīng)濟(jì)一體化進(jìn)程的深入，港口不僅局限于提供單一的裝卸服務(wù)，而是逐漸成為綜合物流服務(wù)價(jià)值流的承托者，現(xiàn)代港口物流企業(yè)正是在這種背景下誕生。20世紀(jì)90年代開始，我國(guó)沿海港口市場(chǎng)模式從計(jì)劃經(jīng)濟(jì)體制下的港口資源型逐步向市場(chǎng)經(jīng)濟(jì)體制下的壟斷競(jìng)爭(zhēng)型過渡，由于歷史遺留問題較多的原因，廣州港集團(tuán)在這場(chǎng)改革中步履維艱，屬下港口功能仍然以單一傳統(tǒng)的裝卸和運(yùn)輸為主，在缺乏對(duì)物流資源的統(tǒng)籌規(guī)劃的情況下，集團(tuán)內(nèi)部資源分散，外部競(jìng)爭(zhēng)失利，一場(chǎng)針對(duì)物流板塊業(yè)務(wù)改革的風(fēng)暴勢(shì)在必行。 本文基于廣州港集團(tuán)當(dāng)前的外貿(mào)集裝箱物流市場(chǎng)發(fā)展形勢(shì)，運(yùn)用PESTEL分析模型從政治、經(jīng)濟(jì)、社會(huì)、技術(shù)、環(huán)境及法律等六大因素對(duì)集團(tuán)的外部環(huán)境進(jìn)行分析，在內(nèi)部環(huán)境分析上對(duì)集裝箱業(yè)務(wù)資源、物流通道及外圍物流節(jié)點(diǎn)建設(shè)等情況做了全方位的剖析，并運(yùn)用SWOT分析方法從集團(tuán)發(fā)展外貿(mào)集裝箱物流的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇和挑戰(zhàn)等四個(gè)方面進(jìn)行清晰的發(fā)展方向定位。 在當(dāng)今港口競(jìng)爭(zhēng)形勢(shì)下，本文作者認(rèn)為廣州港集團(tuán)應(yīng)按照物流一體化理論和第三方物流企業(yè)的特點(diǎn)整合內(nèi)部資源籌建新的物流營(yíng)運(yùn)主體——廣州港國(guó)際物流營(yíng)運(yùn)中心，按照港口企業(yè)價(jià)值鏈理論及供應(yīng)鏈管理的要求提出外貿(mào)集裝箱物流發(fā)展的“點(diǎn)”、“線”、“面”外部發(fā)展策略，建立保障實(shí)施措施體系，以期為廣州港集團(tuán)領(lǐng)導(dǎo)決策層提供有益的參考。
[Abstract]:Port is the starting point and end point of cargo transportation by water. With the deepening of global economic integration, port is not only limited to provide a single loading and unloading service, but gradually become the carrier of the value flow of integrated logistics services. Modern port logistics enterprises were born in this context. The 20th century began on 90s. China's coastal port market model from the planned economic system of port resources to the market economy system of monopoly competition model transition, due to historical problems left more reasons. Guangzhou Port Group is struggling in this reform. Its port function is still dominated by single traditional loading and unloading and transportation. In the absence of overall planning of logistics resources, the internal resources of the group are scattered. The failure of external competition, a logistics plate business reform storm imperative. Based on the current development situation of Guangzhou Port Group's container logistics market, this paper applies PESTEL analysis model to analyze the politics, economy, society and technology. Environment and law and other six factors to analyze the external environment of the group, in the internal environment analysis of container business resources, logistics channels and the construction of peripheral logistics nodes to do a comprehensive analysis of the situation. SWOT analysis method is used to analyze the advantages, disadvantages, opportunities and challenges of the development of container logistics. In the current situation of port competition. According to the theory of logistics integration and the characteristics of the third party logistics enterprises, Guangzhou Port Group should integrate its internal resources to build a new logistics operator, Guangzhou Port International Logistics Operation Center. According to the theory of port enterprise value chain and the requirement of supply chain management, the paper puts forward the external development strategy of foreign trade container logistics development, and establishes the system of guarantee and implementation measures. In order to provide a useful reference for the Guangzhou Port Group leaders.
