【摘要】：城市基礎(chǔ)設(shè)施不僅是經(jīng)濟(jì)發(fā)展的必要前提,也是人們?nèi)粘Ｉ畹闹匾Ｕ�。步�?1世紀(jì)以來(lái),我國(guó)城市化進(jìn)程明顯加快,隨之帶來(lái)了城市基礎(chǔ)設(shè)施供不應(yīng)求的問(wèn)題。然而,城市未來(lái)的建設(shè)需要以了解現(xiàn)階段的基礎(chǔ)設(shè)施建設(shè)水平為前提。因此,建立一套完整的城市基礎(chǔ)設(shè)施評(píng)價(jià)體系并對(duì)當(dāng)前基礎(chǔ)設(shè)施進(jìn)行合理的評(píng)價(jià)顯得十分重要。本文從競(jìng)爭(zhēng)力的角度建立了相對(duì)完善的城市基礎(chǔ)設(shè)施指標(biāo)評(píng)價(jià)體系,并對(duì)河北省11個(gè)地級(jí)市的基礎(chǔ)設(shè)施建設(shè)水平進(jìn)行了詳細(xì)的評(píng)價(jià)與分析,希望能為河北省城市發(fā)展規(guī)劃與城市建設(shè)提供一些可操作性的建議。首先,本文闡述了研究背景、研究意義以及國(guó)內(nèi)外研究現(xiàn)狀。隨后詳細(xì)描述了城市基礎(chǔ)設(shè)施的相關(guān)理論、競(jìng)爭(zhēng)力理論以及本文的評(píng)價(jià)理論,并以城市競(jìng)爭(zhēng)力評(píng)價(jià)模型為基礎(chǔ)構(gòu)建了城市基礎(chǔ)設(shè)施競(jìng)爭(zhēng)力評(píng)價(jià)的“房子”模型。其次,基于上述理論確定河北省城市基礎(chǔ)設(shè)施競(jìng)爭(zhēng)力的評(píng)價(jià)維度、評(píng)價(jià)原則與評(píng)價(jià)思路,并以“房子”模型為基礎(chǔ)構(gòu)建了包含7個(gè)一級(jí)指標(biāo)、30個(gè)二級(jí)指標(biāo)的基礎(chǔ)設(shè)施評(píng)價(jià)體系。再次,在了解河北省整體基礎(chǔ)設(shè)施建設(shè)水平的基礎(chǔ)上,運(yùn)用熵值法對(duì)河北省11個(gè)城市分別進(jìn)行綜合評(píng)價(jià)和子系統(tǒng)評(píng)價(jià),并對(duì)評(píng)價(jià)結(jié)果進(jìn)行全面、系統(tǒng)的分析。最后,根據(jù)本文的評(píng)價(jià)結(jié)果,對(duì)如何提高河北省城市基礎(chǔ)設(shè)施競(jìng)爭(zhēng)力提出了針對(duì)性建議。
[Abstract]:Urban infrastructure is not only a necessary prerequisite for economic development, but also an important guarantee for people's daily life. Since the beginning of the 21st century, the process of urbanization in China has been accelerated obviously, which brings about the problem that the supply of urban infrastructure exceeds the demand. However, the future construction of the city needs to understand the current level of infrastructure construction as the premise. Therefore, it is very important to establish a complete urban infrastructure evaluation system and evaluate the current infrastructure reasonably. In this paper, a relatively perfect evaluation system of urban infrastructure is established from the point of view of competitiveness, and the level of infrastructure construction in 11 prefecture-level cities in Hebei Province is evaluated and analyzed in detail. Hope to provide some operable suggestions for urban development planning and urban construction in Hebei province. First of all, this paper describes the research background, research significance and domestic and foreign research status. Then it describes the theory of urban infrastructure, the theory of competitiveness and the evaluation theory of this paper. Based on the evaluation model of urban competitiveness, the "house" model of the evaluation of urban infrastructure competitiveness is constructed. Secondly, based on the above theory, the evaluation dimensions, evaluation principles and evaluation ideas of the competitiveness of urban infrastructure in Hebei Province are determined. Based on the "house" model, seven first-level indicators are constructed. Infrastructure evaluation system of 30 secondary indicators. Thirdly, on the basis of understanding the level of the overall infrastructure construction in Hebei Province, the entropy method is used to evaluate 11 cities in Hebei Province, and the evaluation results are analyzed comprehensively and systematically. Finally, according to the evaluation results of this paper, some suggestions on how to improve the competitiveness of urban infrastructure in Hebei Province are put forward.
