【摘要】：小城鎮(zhèn)建設(shè)作為社會(huì)主義新農(nóng)村建設(shè)的必然趨勢(shì),對(duì)農(nóng)村經(jīng)濟(jì)發(fā)展、農(nóng)村人力資源流動(dòng)、擴(kuò)大內(nèi)需有重要作用。它將有效拉動(dòng)旅游業(yè)、農(nóng)業(yè)、工業(yè)、服務(wù)業(yè)等產(chǎn)業(yè)鏈的發(fā)展,帶動(dòng)經(jīng)濟(jì)的快速發(fā)展,經(jīng)濟(jì)效益、生態(tài)效益和社會(huì)效益顯著。文章從小城鎮(zhèn)建設(shè)的研究背景和研究意義出發(fā),對(duì)相關(guān)概念和研究對(duì)象進(jìn)行界定,分析了國(guó)內(nèi)外對(duì)小城鎮(zhèn)建設(shè)的研究現(xiàn)狀及存在的問(wèn)題和不足,如國(guó)內(nèi)的研究注重于理論指導(dǎo),對(duì)我國(guó)小城鎮(zhèn)建設(shè)的政策進(jìn)行解讀分析,研究出很多意見(jiàn)和建議。但是理論形式居多,聯(lián)系實(shí)際較少,對(duì)實(shí)際操作的指導(dǎo)性意見(jiàn)不多。提出的對(duì)策多為政府如何投入、如何引導(dǎo)、如何招商等問(wèn)題,對(duì)于群眾的思想及需求研究的較少。擬出本課題的研究思路和研究方法；文章探討了田園城市理論、衛(wèi)星城理論和灰色區(qū)域理論；對(duì)閩北地區(qū)的基本情況包括地域位置分布、自然氣候條件、以開(kāi)發(fā)的旅游資源和自然資源進(jìn)行概況介紹,在深入調(diào)查閩北地區(qū)小城鎮(zhèn)建設(shè)發(fā)展現(xiàn)狀的基礎(chǔ)上,針對(duì)在小城鎮(zhèn)的建設(shè)與發(fā)展過(guò)程中存在的問(wèn)題,剖析其原因；通過(guò)各項(xiàng)案例研究,止馬鎮(zhèn)小城鎮(zhèn)建設(shè)在建設(shè)發(fā)展中所總結(jié)出來(lái)的經(jīng)驗(yàn)展開(kāi)分析,從而對(duì)閩北地區(qū)小城鎮(zhèn)建設(shè)過(guò)程上給出指導(dǎo)性建議,止馬鎮(zhèn)小城鎮(zhèn)建設(shè)的主要經(jīng)驗(yàn),一是主抓控制房?jī)r(jià),集聚人口,提升農(nóng)民幸福指數(shù)；二是再抓招商引資,引進(jìn)勞動(dòng)密集型產(chǎn)業(yè),增加工作崗位；三是配套強(qiáng)鎮(zhèn)區(qū)醫(yī)療、教育(含職業(yè)技術(shù)教育)及各社會(huì)公共資源的建設(shè)。得出閩北小城鎮(zhèn)建設(shè)的啟示,一是規(guī)劃先行,讓群眾參與其中；二是利用低房?jī)r(jià)吸引周邊村民入住,形成鎮(zhèn)區(qū)人口的集聚；三是引進(jìn)農(nóng)口綠色產(chǎn)業(yè),大力開(kāi)展職業(yè)技術(shù)培訓(xùn)教育；四是充分發(fā)揮文化旅游資源優(yōu)勢(shì)和生態(tài)環(huán)境優(yōu)勢(shì)；五是轉(zhuǎn)變管理方式,協(xié)調(diào)經(jīng)濟(jì)發(fā)展；六是成立小城鎮(zhèn)建設(shè)監(jiān)督管理協(xié)會(huì),依靠群眾力量。最后指出小城鎮(zhèn)建設(shè)發(fā)展的具體措施：①政府引導(dǎo)民眾采用,共同完成規(guī)劃編制；②發(fā)展特色農(nóng)村旅游業(yè)；③促進(jìn)農(nóng)業(yè)持續(xù)健康發(fā)展；④堅(jiān)持發(fā)展綠色工業(yè)；⑤控制房?jī)r(jià)。
[Abstract]:As an inevitable trend of socialist new rural construction, the construction of small towns plays an important role in the development of rural economy, the flow of rural human resources and the expansion of domestic demand. It will effectively stimulate the development of tourism, agriculture, industry, service industry and other industrial chains, and promote the rapid economic development, economic, ecological and social benefits. Starting from the research background and significance of small town construction, this paper defines the relevant concepts and research objects, and analyzes the present research situation, existing problems and shortcomings of small town construction at home and abroad, such as the domestic research focuses on theoretical guidance. The policy of small town construction in China is analyzed and many opinions and suggestions are put forward. But the theoretical form is the majority, the connection practice is less, the guidance opinion to the actual operation is not much. Most of the countermeasures are how the government invests, how to guide, how to attract investment, and so on. The research ideas and methods of this subject are proposed. The paper discusses the theory of rural city, satellite city theory and grey region theory. The basic conditions of this area include regional distribution, natural climate conditions, and so on. On the basis of investigating the present situation of the construction and development of the small towns in the north of Fujian province, the paper analyzes the reasons for the problems existing in the process of the construction and development of the small towns. Through various case studies, the experience of the construction and development of small towns in Zhima Town is analyzed, so as to give some guiding suggestions on the construction process of small towns in the north of Fujian, and the main experience of the construction of small towns in the town of Zhima Town. One is to control housing prices, gather the population, and raise the farmers' happiness index; second, to attract investment again, to introduce labor-intensive industries, and to increase jobs; and third, to strengthen the medical treatment of township areas. Education (including vocational and technical education) and the construction of social and public resources. The enlightenment of the construction of small towns in the north of Fujian is: first, to plan ahead and let the masses participate in it; second, to make use of the low housing prices to attract the surrounding villagers to move in and form a population agglomeration in the towns; and third, to introduce the green industries in the rural areas. Vigorously carry out vocational and technical training and education; fourth, give full play to the advantages of cultural tourism resources and ecological environment; fifthly, change the management mode and coordinate economic development; sixth, establish a small town construction supervision and management association to rely on mass power. Finally, it is pointed out that the concrete measure of the construction and development of small towns is that the government should guide the people to adopt the plan and work together to develop the rural tourism with special characteristics and promote the sustainable and healthy development of agriculture.
