企業(yè)實(shí)施合同能源管理的績效評價研究

【摘要】:合同能源管理是上世紀(jì)70年代產(chǎn)生于美國的一種節(jié)能新機(jī)制,其節(jié)能效果顯著,受到很多國家的推崇,并逐漸被我國很多耗能行業(yè)開始采用,對我國節(jié)約能源、走可持續(xù)發(fā)展道路提供了一條新的途徑,然而合同能源管理來自西方,引入我國僅有二十多年的時間,其發(fā)展并不是很成熟,該機(jī)制缺乏一個合理的績效評價體系,導(dǎo)致合同能源管理實(shí)施后,企業(yè)無法正確的衡量節(jié)能效益,導(dǎo)致節(jié)能效果的評定產(chǎn)生分歧,甚至影響合同能源管理機(jī)制的發(fā)展。本文主要對企業(yè)實(shí)施合同能源管理的績效評價進(jìn)行研究,旨在建立一個科學(xué)合理的績效評價體系,供企業(yè)實(shí)施合同能源管理作為參考。首先,在研究文獻(xiàn)和企業(yè)調(diào)研的基礎(chǔ)上,將企業(yè)實(shí)施合同能源管理的績效分為經(jīng)濟(jì)效益、社會效益和環(huán)境效益三方面,然后進(jìn)一步細(xì)分三個層面的評價指標(biāo),共確立三個層面十一個評價指標(biāo);然后,運(yùn)用層次分析法和問卷調(diào)查法,確定各個指標(biāo)的權(quán)重;最后,在確定各指標(biāo)權(quán)重的基礎(chǔ)上,運(yùn)用模糊綜合評價法,確立績效評價的模型,對整個項(xiàng)目進(jìn)行綜合評價。因此,本文從經(jīng)濟(jì)效益、社會效益和環(huán)境效益三個方面對企業(yè)實(shí)施合同能源管理的績效進(jìn)行評價,構(gòu)建企業(yè)實(shí)施合同能源管理的績效評價體系,為企業(yè)實(shí)施合同能源管理進(jìn)行績效評價提供一定的理論依據(jù)。另外,本文根據(jù)研究得出推動企業(yè)實(shí)施合同能源管理的啟示,希望對我國推動合同能源管理發(fā)展起到一定的指導(dǎo)作用。
[Abstract]:Contract energy management is a new energy-saving mechanism produced in the United States in the 1970s. Its energy-saving effect is remarkable and highly praised by many countries, and it is gradually adopted by many energy-consuming industries in our country, which saves energy in our country. The sustainable development provides a new way. However, the contract energy management comes from the west and has only been introduced into China for more than 20 years. Its development is not very mature, and the mechanism lacks a reasonable performance evaluation system. After the implementation of contract energy management, enterprises can not correctly measure the efficiency of energy conservation, leading to differences in the evaluation of energy efficiency, and even affect the development of contract energy management mechanism. The purpose of this paper is to establish a scientific and reasonable performance evaluation system for enterprises to implement contract energy management as a reference. First of all, on the basis of research literature and enterprise research, the performance of implementing contract energy management is divided into three aspects: economic benefit, social benefit and environmental benefit, and then the evaluation index of three levels is further subdivided. A total of 11 evaluation indicators at three levels are established. Then, the weight of each index is determined by AHP and questionnaire survey. Finally, on the basis of determining the weight of each index, the fuzzy comprehensive evaluation method is used. Establish the model of performance evaluation, comprehensive evaluation of the whole project. Therefore, this paper evaluates the performance of the implementation of contract energy management from three aspects of economic, social and environmental benefits, and constructs the performance evaluation system of the implementation of contract energy management. It provides some theoretical basis for performance evaluation of contract energy management. In addition, based on the research, this paper draws the inspiration of promoting the implementation of contract energy management in enterprises, hoping to play a guiding role in promoting the development of contract energy management in China.
