【摘要】：廣元市三江新區(qū)鴨村棚戶區(qū)改造是廣元政府為改造城鎮(zhèn)危舊住房、改善困難家庭住房條件而推出的一項(xiàng)民心工程,是改善鴨浮村村民家庭生活條件最主要的措施,能充分體現(xiàn)廣元市市委、市政府對(duì)困難家庭的關(guān)懷,讓他們感受到國(guó)家給予的溫暖和愛(ài)護(hù)。搞好棚戶區(qū)的改造,能讓貧困家庭真正體會(huì)到安居樂(lè)業(yè)的幸福感,向“幸福廣元、美麗家園”的宏偉目標(biāo)邁出堅(jiān)實(shí)的一步。本文主要內(nèi)容是首先闡述棚戶區(qū)改造的相關(guān)理論,對(duì)棚戶區(qū)改造進(jìn)行現(xiàn)狀分析,同時(shí)依據(jù)棚戶區(qū)改造過(guò)程出現(xiàn)的問(wèn)題及原因,從政策、市場(chǎng)化運(yùn)作及資金平衡、收益、拆遷安置戰(zhàn)略等角度研究棚戶改造的實(shí)施策略。其次從改造的價(jià)值分析、改造的能力分析、改造支持分析、利益相關(guān)者分析等角度,確定出棚戶區(qū)改造的基本模式和運(yùn)作規(guī)劃;最后提出廣元市棚戶區(qū)改造的對(duì)策建議,解決因三江新區(qū)建設(shè)和西成鐵路建設(shè)中拆遷安置的當(dāng)?shù)鼐用褡》繂?wèn)題,老百姓的就業(yè)問(wèn)題,政府扶貧救助能力薄弱的問(wèn)題。同時(shí)正確處理改造中遇到的各種矛盾,諸如老百姓拆遷愿望與政府意愿之間的矛盾,老百姓心理預(yù)期與實(shí)際解決方案之間的矛盾。三江新區(qū)鴨浮村棚戶改造研究為廣元市委市政府在三江新區(qū)建設(shè)進(jìn)行棚戶區(qū)改造提供理論依據(jù)和決策參考,也為其它地區(qū)城市棚戶區(qū)改造提供借鑒。
[Abstract]:The reconstruction of duck village shantytown in Sanjiang New District, Guangyuan City, is a popular project launched by the Guangyuan Government to improve the housing conditions of poor families and the old houses in cities and towns. It is also the most important measure to improve the living conditions of the families of the villagers in Yafu Village. Can fully reflect the Guangyuan Municipal Committee, the municipal government care for families in need, let them feel the warmth and love given by the state. The transformation of shantytowns can make poor families truly realize the happiness of living and working in peace and contentment, and take a solid step towards the grand goal of "happiness is broad and beautiful". The main content of this paper is to first elaborate the relevant theory of shantytown reconstruction, analyze the current situation of shantytown reconstruction, and at the same time, according to the problems and reasons in the process of shantytown reconstruction, from the policy, market-oriented operation and fund balance, income. This paper studies the implementation strategy of shantytown reconstruction from the perspective of relocation and resettlement strategy. Secondly, from the perspective of value analysis, ability analysis, support analysis and stakeholder analysis, the basic mode and operation plan of shantytown reconstruction are determined. Finally, the countermeasures and suggestions of shantytown reconstruction in Guangyuan City are put forward. To solve the housing problems of local residents who were demolished and resettled in the construction of Sanjiang New District and the construction of Xicheng Railway, the employment of ordinary people and the weak ability of the government to help the poor. At the same time, we should correctly deal with all kinds of contradictions encountered in the transformation, such as the contradiction between the desire of the common people to demolish and relocate and the will of the government, and the contradiction between the psychological expectation of the common people and the practical solution. The study on shantytown reconstruction of duck floating village in Sanjiang New area provides a theoretical basis and decision reference for the construction of shantytown in Sanjiang New area by Guangyuan Municipal Party Committee and municipal government, and also provides reference for other urban shantytown reconstruction.
