【摘要】:西安市地處中國(guó)中、西兩大經(jīng)濟(jì)地域結(jié)合部,是西北各省通往西南、中原及華東的交通樞紐,在全國(guó)經(jīng)濟(jì)總體布局上處于承東啟西、東聯(lián)西進(jìn)的重要戰(zhàn)略地位。優(yōu)越的地理區(qū)位和悠久的歷史淵源,使西安市成為中國(guó)北方中西部地區(qū)最大的工業(yè)中心和商品流通中心與物資集散地,作為西北地區(qū)規(guī)模最大、發(fā)展最為活躍的中心樞紐城市已經(jīng)承擔(dān)起了帶動(dòng)西部發(fā)展的重任[1]。而在“十二五”規(guī)劃把西安以國(guó)際化大都市為目標(biāo)進(jìn)行新一輪的開(kāi)發(fā)與建設(shè)大環(huán)境下,如何利用好西部大開(kāi)發(fā)的優(yōu)勢(shì)資源,保持西安經(jīng)濟(jì)社會(huì)的強(qiáng)勁發(fā)展成為目前開(kāi)發(fā)建設(shè)工作的重中之重。因此,研究土地開(kāi)發(fā)強(qiáng)度和空間分布規(guī)律對(duì)西安城市踐行科學(xué)規(guī)劃與建設(shè)具有十分重要的意義。本文立足于《西安市城市總體規(guī)劃(2008年-2020年)》確定的主城區(qū)范圍,依托收集到自2009年以來(lái)主城區(qū)出讓土地的相關(guān)數(shù)據(jù),從土地開(kāi)發(fā)強(qiáng)度幾大控制指標(biāo)分析入手,對(duì)西安市城區(qū)土地開(kāi)發(fā)強(qiáng)度展開(kāi)了實(shí)證研究。全文共分為六章,第一章介紹了本文的研究背景和意義,借鑒國(guó)內(nèi)外相關(guān)研究經(jīng)驗(yàn),并列舉出本文的研究?jī)?nèi)容、方法和技術(shù)路線,劃分研究區(qū)塊,建立研究模型;第二章,應(yīng)用GIS平臺(tái)空間數(shù)據(jù)模型,從容積率、建筑密度、建筑高度、投資強(qiáng)度等用地開(kāi)發(fā)強(qiáng)度控制指標(biāo)入手,對(duì)西安市城區(qū)相關(guān)實(shí)證數(shù)據(jù)進(jìn)行分析,闡述西安市城區(qū)土地開(kāi)發(fā)強(qiáng)度當(dāng)前現(xiàn)狀;第三章分別從居住用地、工業(yè)用地、商業(yè)用地不同用途展開(kāi)分析西安市城區(qū)出讓土地開(kāi)發(fā)強(qiáng)度,分析總結(jié)各功能分區(qū)用地開(kāi)發(fā)特征及存在的問(wèn)題;第四章根據(jù)西安市新一輪城市總體規(guī)劃確定的功能分區(qū),從容積率、建筑密度、建筑高度、投資強(qiáng)度四個(gè)指標(biāo)分析各區(qū)塊開(kāi)發(fā)強(qiáng)度與所屬主體功能區(qū)定位的契合度,以此對(duì)西安市城區(qū)出讓用地開(kāi)發(fā)強(qiáng)度控制績(jī)效進(jìn)行評(píng)價(jià);第五章針對(duì)西安市城區(qū)出讓用地開(kāi)發(fā)強(qiáng)度分析結(jié)果以及開(kāi)發(fā)強(qiáng)度控制績(jī)效評(píng)價(jià)結(jié)果,提出相應(yīng)的對(duì)策建議:合理劃分用地開(kāi)發(fā)強(qiáng)度控制區(qū)域,靈活控制城區(qū)土地開(kāi)發(fā)強(qiáng)度指標(biāo),完善土地開(kāi)發(fā)強(qiáng)度指標(biāo)測(cè)算方法,科學(xué)合理規(guī)劃,加強(qiáng)政策調(diào)控,協(xié)調(diào)各方利益保證城區(qū)土地利用與可持續(xù)發(fā)展;第六章對(duì)全文進(jìn)行了總結(jié),闡述本文的不足之處,并對(duì)本課題未來(lái)的研究提出了展望,同時(shí)以此希望對(duì)我國(guó)西北地區(qū)城市土地開(kāi)發(fā)強(qiáng)度研究起到一定的借鑒作用。
[Abstract]:Xi'an is located in the middle of China, where the two major economic regions of the West are combined. It is the transportation hub between the northwest provinces to the southwest, the Central Plains and the East of China. It is an important strategic position in the overall economic layout of the whole country, which is to link the east with the west and the east from the west to the west. With its superior geographical location and long history, Xi'an has become the largest industrial center, commodity circulation center and material distribution center in the central and western regions of northern China. The most active central hub city has taken on the responsibility of driving the development of the western region [1]. In the "12th Five-Year Plan", Xi'an will be targeted at an international metropolis for a new round of development and construction, how to make good use of the advantageous resources of the large-scale development of the western region, Maintaining strong economic and social development in Xi'an has become the top priority of the current development and construction work. Therefore, it is of great significance to study the intensity and spatial distribution of land development for the practice of scientific planning and construction in Xi'an city. Based on the scope of the main urban area determined by Xi'an City Master Plan (2008-2020), this paper, based on the collection of relevant data on the transfer of land in the main urban area since 2009, starts with the analysis of several control indicators of the land development intensity. An empirical study on the intensity of land development in Xi'an urban area was carried out. The first chapter introduces the research background and significance of this paper, draws on the relevant research experience at home and abroad, and lists the research content, method and technical route, divides the research block, establishes the research model. Based on the spatial data model of GIS platform, this paper analyzes the relevant empirical data of Xi'an urban area, starting with the control index of land development intensity, such as volume ratio, building density, building height, investment intensity and so on. This paper expounds the present situation of land development intensity in Xi'an city area. Chapter three analyzes the development intensity of land transfer from residential land, industrial land and commercial land, respectively. In chapter four, according to the new round of Xi'an city master plan, the author analyzes and summarizes the characteristics and problems of land use development in each functional district, from the aspects of volume ratio, building density, building height, and so on. Four indicators of investment intensity analysis of the development intensity of each block and the main function of the location of the matching degree of the development of Xi'an City land transfer intensity control performance evaluation; In the fifth chapter, according to the analysis results of the development intensity and the evaluation results of the development intensity control, the corresponding countermeasures and suggestions are put forward: dividing the control area of the land development intensity reasonably and controlling the intensity index of the urban land development flexibly. Improve the calculation method of land development intensity index, scientific and reasonable planning, strengthen policy control, coordinate the interests of all parties to ensure urban land use and sustainable development. Chapter VI summarizes the full text, expounds the shortcomings of this paper, At the same time, the future research prospect of this subject is put forward, and it is hoped that it can be used for reference in the study of urban land development intensity in northwest China.
