承接國(guó)際服務(wù)外包對(duì)中國(guó)三大產(chǎn)業(yè)就業(yè)水平的影響研究

【摘要】:服務(wù)外包從20世紀(jì)80年代開(kāi)始在歐美發(fā)達(dá)國(guó)家興起,它能夠讓企業(yè)更好地專(zhuān)注于自身的核心優(yōu)勢(shì)、降低經(jīng)營(yíng)成本,并不斷推動(dòng)著跨國(guó)際的離岸服務(wù)外包的蓬勃發(fā)展。我國(guó)的國(guó)際服務(wù)外包產(chǎn)業(yè)起步較晚,但是憑借豐富的人力資源、快速穩(wěn)定的經(jīng)濟(jì)發(fā)展態(tài)勢(shì)等優(yōu)勢(shì),已經(jīng)一躍成為全球第二大服務(wù)外包承接國(guó),但同時(shí),我國(guó)又面臨著龐大的就業(yè)壓力。作為新型服務(wù)產(chǎn)業(yè)的一種,服務(wù)外包能夠有效吸納大批高素質(zhì)勞動(dòng)力。那么研究國(guó)際服務(wù)外包對(duì)我國(guó)的勞動(dòng)力市場(chǎng)的影響對(duì)于改善我國(guó)的就業(yè)問(wèn)題、促進(jìn)服務(wù)外包的發(fā)展就具備一定的研究?jī)r(jià)值。本文首先闡述了服務(wù)外包對(duì)就業(yè)水平影響這一主題的研究背景,劃定了本文就業(yè)效應(yīng)的研究范圍,總結(jié)歸納了國(guó)內(nèi)外對(duì)于國(guó)際服務(wù)外包就業(yè)效應(yīng)的研究成果;然后介紹了一般國(guó)際服務(wù)外包理論,探討了國(guó)際服務(wù)外包就業(yè)效應(yīng)的產(chǎn)生機(jī)制。為了展開(kāi)進(jìn)一步的實(shí)證研究,本文整理選取了中國(guó)相關(guān)變量的時(shí)間序列數(shù)據(jù)(1997-2012年),并通過(guò)協(xié)整分析等計(jì)量方法對(duì)承接國(guó)際服務(wù)與我國(guó)三大產(chǎn)業(yè)就業(yè)規(guī)模進(jìn)行了實(shí)證分析。實(shí)證分析的結(jié)果顯示,承接國(guó)際服務(wù)外包能夠促進(jìn)我國(guó)第二產(chǎn)業(yè)就業(yè)和第三產(chǎn)業(yè)就業(yè)規(guī)模的擴(kuò)大,但對(duì)我國(guó)第一產(chǎn)業(yè)就業(yè)人數(shù)存在抑制作用。最后,根據(jù)研究結(jié)果提出了發(fā)展國(guó)際服務(wù)外包以及促進(jìn)就業(yè)的相關(guān)政策建議。
[Abstract]:Service outsourcing began to rise in developed countries in Europe and America in the 1980s. It can make enterprises pay more attention to their core advantages, reduce operating costs, and constantly promote the vigorous development of offshore service outsourcing across the international market. China's international service outsourcing industry started late, but with the advantages of abundant human resources and rapid and stable economic development, it has become the second largest service outsourcing country in the world, but at the same time, Our country also faces the huge employment pressure. As a new type of service industry, service outsourcing can effectively absorb a large number of high-quality labor force. So the study of the influence of international service outsourcing on the labor market of our country has certain research value for improving the employment problem of our country and promoting the development of service outsourcing. At first, this paper expounds the background of the research on the influence of service outsourcing on employment level, delimits the scope of the research on employment effect of this paper, and summarizes the research results of the employment effect of international service outsourcing at home and abroad. Then the general theory of international service outsourcing is introduced, and the mechanism of employment effect of international service outsourcing is discussed. In order to carry out further empirical research, this paper collates and selects the time series data of Chinese related variables (1997-2012), and makes an empirical analysis by means of cointegration analysis and other econometric methods to undertake international services and the employment scale of three major industries in China. The results of empirical analysis show that undertaking international service outsourcing can promote the expansion of the employment scale of the secondary and tertiary industries in China, but it can inhibit the employment of the primary industry in China. Finally, according to the results of the research, the paper puts forward some policy recommendations on the development of international service outsourcing and employment promotion.
