【摘要】：城鎮(zhèn)低收入群體生存狀況的改善.事關"十三五"全面建成小康社會的戰(zhàn)略目標的實現(xiàn)。近年來。城鎮(zhèn)低收入群體收入持續(xù)增加,絕對水平低下。差距不斷擴大:消費整體水平低,食品消費支出比例高;非就業(yè)狀態(tài)多,低報酬崗位就業(yè)多。"非正規(guī)就業(yè)"多。改善城鎮(zhèn)低收入群體生存狀況。一要加大幫扶力度.增強城鎮(zhèn)低收入群體的思想動力:二要改革培訓方式。提高城鎮(zhèn)低收入群體的生存技能:三要創(chuàng)新就業(yè)措施.增加城鎮(zhèn)低收入群體的就業(yè)崗位:四要出臺支持政策.加強城鎮(zhèn)低收入群體的創(chuàng)業(yè)服務。
