【摘要】：項目可行性研究是項目決策的前提。棚戶區(qū)改造項目可行性研究對于政府惠民工程的落實、回應項目利益相關者的合理關切都有著十分重要的意義。文章以株洲上月塘棚戶區(qū)改造項目為研究對象,運用理論分析與個案研究相結(jié)合,定性與定量研究相結(jié)合等方法,主要從建設必要性、經(jīng)濟可行性與社會風險可控性等三個方面對該項目進行了研究。文章描述了擬改造項目所在地居民生活條件的落后現(xiàn)狀,認為無論是從改善居民生活條件角度看,還是從提升株洲城市品位,構建和諧株洲角度看,該項目建設是完全必要的。文章從業(yè)主的角度運用相應的財務評價方法對項目的盈利能力和財務生存能力進行了分析。該項目預計實現(xiàn)利潤6394萬元,項目財務內(nèi)部收益率6.07%,靜態(tài)投資回收期(含建設期)11.22年;項目具有一定的盈利能力而且財務生存能力較強,因此,項目在經(jīng)濟上是可行的。文章最后,對上月塘棚戶區(qū)改造項目的社會穩(wěn)定風險進行了全面分析。通過發(fā)放調(diào)查問卷、實地走訪、專家座談等方式對該項目政策規(guī)劃和審批核準程序,土地房屋征收補償,技術經(jīng)濟、生態(tài)環(huán)境影響、項目管理、經(jīng)濟社會影響、安全衛(wèi)生、媒體輿情等方面的風險進行了評估,得出該項目的社會穩(wěn)定風險等級為C級,即為低風險。因此,該項目在社會穩(wěn)定風險分析上是可行的。
[Abstract]:Project feasibility study is the premise of project decision. The feasibility study of shantytown reconstruction project is of great significance to the implementation of the government's benefit project and the response to the reasonable concern of the stakeholders of the project. This paper takes the project of shantytown reconstruction in Shangyuetang, Zhuzhou, as the research object, using the methods of combining theoretical analysis with case study, qualitative and quantitative research and so on, mainly from the necessity of construction. The economic feasibility and social risk controllability are studied in three aspects. This paper describes the backward situation of the living conditions of the residents in the place where the project is to be reformed, and thinks that the construction of the project is absolutely necessary from the point of view of improving the living conditions of the residents, or from the point of view of improving the city grade of Zhuzhou and building a harmonious Zhuzhou. This paper analyzes the profitability and financial viability of the project by using the corresponding financial evaluation method from the angle of the owner. The project is expected to realize profit of 63.94 million yuan, internal financial yield of 6.07, static investment recovery period (including construction period) 11.22 years; the project has a certain profitability and strong financial viability, therefore, the project is economically feasible. Finally, the social stability risk of shantytown reconstruction project in Shangyuetang is analyzed. Through the distribution of questionnaires, field visits, expert discussions and other ways to the project policy planning and approval procedures, land and housing expropriation compensation, technical and economic, ecological impact, project management, economic and social impact, safety and health, Media public opinion and other aspects of the risk assessment, it is concluded that the social stability of the project risk grade C, that is, low risk. Therefore, the project in social stability risk analysis is feasible.
