【摘要】：城鎮(zhèn)化是我國(guó)全面建成小康社會(huì)的重要目標(biāo)和戰(zhàn)略舉措,城鎮(zhèn)化率也是全面建成小康社會(huì)的重要指標(biāo)。中國(guó)人口與發(fā)展研究中心預(yù)測(cè),我國(guó)將處于全面城鎮(zhèn)化與城鎮(zhèn)化生態(tài)問(wèn)題顯性發(fā)作的雙重疊加階段,資源、環(huán)境、生態(tài)等方面問(wèn)題將會(huì)更加嚴(yán)峻。如果延續(xù)傳統(tǒng)城鎮(zhèn)化發(fā)展模式和環(huán)境污染治理手段將使得環(huán)境問(wèn)題更加突出。2012年中央經(jīng)濟(jì)工作會(huì)議明確提出要“把生態(tài)文明理念和原則全面融入城鎮(zhèn)化全過(guò)程,走集約、智能、綠色、低碳的新型城鎮(zhèn)化道路”。是故,推進(jìn)新型城鎮(zhèn)化,要充分考量經(jīng)濟(jì)社會(huì)發(fā)展必須在環(huán)境容量允許的范圍內(nèi),嚴(yán)格遵循生態(tài)平衡原則,這是未來(lái)城鎮(zhèn)生存和發(fā)展的物質(zhì)基礎(chǔ)和環(huán)境條件。從政府、企業(yè)、公眾三個(gè)不同層級(jí)的環(huán)境責(zé)任主體的生態(tài)意識(shí)和行為的角度觀察和思考,城鎮(zhèn)化進(jìn)程中的生態(tài)問(wèn)題產(chǎn)生深層次誘因,在提高全社會(huì)生態(tài)文明意識(shí)的基礎(chǔ)上,構(gòu)建國(guó)家生態(tài)保護(hù)制度體系,提高企業(yè)的綠色生產(chǎn)能力,維護(hù)和拓展公眾的環(huán)保監(jiān)督權(quán)。希翼提升我國(guó)新型城鎮(zhèn)系統(tǒng)的生態(tài)功能,促進(jìn)新型城鎮(zhèn)系統(tǒng)的能量循環(huán)和合理流動(dòng),使新型城鎮(zhèn)的空間利用與生態(tài)系統(tǒng)相適應(yīng),建設(shè)結(jié)構(gòu)合理、功能高效、關(guān)系協(xié)調(diào)的生態(tài)城鎮(zhèn),走可持續(xù)的新型城鎮(zhèn)化發(fā)展道路。
[Abstract]:Urbanization is an important goal and strategic measure to build a well-off society in an all-round way in our country, and the urbanization rate is also an important index to build a well-off society in an all-round way. The China population and Development Research Center predicts that China will be in the double superposition stage of the ecological problems of urbanization and urbanization. The problems of resources, environment, ecology and so on will be more severe. If the traditional urbanization development model and environmental pollution control means are continued, the environmental problems will become more prominent. The 2012 Central Economic work Conference explicitly proposed that "the concept and principles of ecological civilization should be fully integrated into the whole process of urbanization, intensive and intelligent." Green, low carbon new urbanization road. Therefore, in order to promote new urbanization, we must strictly abide by the ecological balance principle in order to fully consider the economic and social development within the scope of environmental capacity, which is the material basis and environmental conditions for the survival and development of cities and towns in the future. From the perspective of ecological consciousness and behavior of environmental responsibility subjects at three different levels of government, enterprise and public, ecological problems in the process of urbanization produce deep inducements, and on the basis of raising the awareness of ecological civilization of the whole society, To construct the national ecological protection system, to improve the green production capacity of enterprises and to maintain and expand the public's supervision power of environmental protection. The purpose of this paper is to promote the ecological function of the new urban system in China, to promote the energy circulation and rational flow of the new-type urban system, to adapt the space utilization of the new-type town to the ecological system, to build the new town with reasonable structure and efficient function. Ecological cities and towns with harmonious relationship should take a new and sustainable road of urbanization.
