【摘要】：電子化招投標(biāo)是電子信息技術(shù)對(duì)傳統(tǒng)紙質(zhì)招投標(biāo)的創(chuàng)新和改革,作為新興產(chǎn)業(yè),其普及范圍小、推廣程度低,這些都制約了電子化招投標(biāo)的發(fā)展進(jìn)程。金州新區(qū)的電子化招投標(biāo)開(kāi)展于2011年,經(jīng)過(guò)三年的努力逐步豐富了電子網(wǎng)絡(luò)系統(tǒng),也讓更多的單位了解并適應(yīng)了電子標(biāo)的存在。隨著電子標(biāo)開(kāi)展數(shù)量的增多,許多問(wèn)題也暴露出來(lái),監(jiān)管部門(mén)并沒(méi)有充分發(fā)揮其管理職能,亟需尋求一種更加科學(xué)規(guī)范的管理方式來(lái)推進(jìn)電子化招投標(biāo)的順利、健康運(yùn)行。本文對(duì)國(guó)內(nèi)外電子化招投標(biāo)的行業(yè)動(dòng)態(tài)進(jìn)行闡述,結(jié)合金州新區(qū)的發(fā)展背景,對(duì)金州新區(qū)電子化招投標(biāo)網(wǎng)絡(luò)系統(tǒng)的運(yùn)行狀況、特征等實(shí)際情況進(jìn)行詳細(xì)周密的分析研究,熟悉區(qū)域環(huán)境、理清發(fā)展脈絡(luò),全面系統(tǒng)地把握當(dāng)前現(xiàn)狀,準(zhǔn)確掌握網(wǎng)絡(luò)系統(tǒng)的運(yùn)行程序,深刻剖析發(fā)展過(guò)程中存在的問(wèn)題和導(dǎo)致問(wèn)題產(chǎn)生的原因,指明了現(xiàn)存的發(fā)展障礙。然后借鑒國(guó)內(nèi)外經(jīng)典案例,將優(yōu)秀經(jīng)驗(yàn)提煉升華,制定出適合金州新區(qū)區(qū)情,有助于推動(dòng)電子化招投標(biāo)在金州新區(qū)順利開(kāi)展的管理方案。并對(duì)方案的可行性進(jìn)行論證,從多個(gè)角度不同層面將方案內(nèi)容放在金州新區(qū)這一特定環(huán)境下進(jìn)行詳細(xì)分析,無(wú)論是方案的社會(huì)效應(yīng)、法律可行性,還是方案在技術(shù)上、經(jīng)濟(jì)上、操作上的可行性都進(jìn)行全面詳實(shí)的論證。通過(guò)分析金州新區(qū)電子化招投標(biāo)的運(yùn)行特征與現(xiàn)存問(wèn)題,分別從建立管理機(jī)制、加強(qiáng)監(jiān)督管理、完善配套建設(shè)三大方面,對(duì)電子化招投標(biāo)管理的對(duì)策提出具體的改進(jìn)建議,這些對(duì)策建議是對(duì)本文前三章的總結(jié)和升華,既符合金州新區(qū)的發(fā)展現(xiàn)狀又滿(mǎn)足電子化招投標(biāo)未來(lái)發(fā)展趨勢(shì)。
[Abstract]:Electronic bidding is the innovation and reform of electronic information technology to the traditional paper bidding. As a new industry, its popularization scope is small and its popularization degree is low. All of these restrict the development process of electronic bidding. The electronic bidding of Jinzhou New District was launched in 2011. After three years of efforts, the electronic network system has been gradually enriched, and more units have learned about and adapted to the existence of electronic targets. With the increase of the number of electronic marks, many problems have been exposed, and the supervision department has not given full play to its management function. It is urgent to seek a more scientific and standardized management method to promote the smooth and healthy operation of electronic bidding. In this paper, the industry dynamics of electronic bidding at home and abroad are described. Combined with the development background of Jinzhou New District, the operation status and characteristics of electronic bidding network system in Jinzhou New District are analyzed and studied in detail and carefully. Familiar with the regional environment, clear development context, comprehensively and systematically grasp the current situation, accurately grasp the network system operation procedures, deeply analyze the problems in the development process and the causes of the problems, pointed out the existing obstacles to development. Then draw lessons from the domestic and foreign classic cases, refine and sublimate the outstanding experience, make out suitable for Jinzhou New District, help to promote the electronic bidding in Jinzhou New District smooth development of the management scheme. And to demonstrate the feasibility of the scheme, from different angles and different levels to put the content of the plan in Jinzhou New District under the specific environment, whether it is the social effect of the plan, legal feasibility, as well as the technical and economic aspects of the scheme. The feasibility of the operation is demonstrated in a comprehensive and detailed manner. By analyzing the operational characteristics and existing problems of electronic bidding and bidding in Jinzhou New District, this paper puts forward concrete suggestions for improvement of electronic bidding management from three aspects: establishing management mechanism, strengthening supervision and management, and perfecting supporting construction. These countermeasures and suggestions are the summary and sublimation of the first three chapters of this paper, which not only accord with the present situation of Jinzhou New District, but also meet the future development trend of electronic bidding.
