【摘要】：本文圍繞我國(guó)乳制品安全規(guī)制效果這一問(wèn)題展開(kāi)研究,旨在了解影響我國(guó)乳制品安全規(guī)制效果的因素,進(jìn)而針對(duì)影響情況提出相應(yīng)的建議。本文首先詳細(xì)闡述了規(guī)制的必然性、規(guī)制的運(yùn)行機(jī)制和規(guī)制應(yīng)有的效果,然后從理論和實(shí)證兩方面分析影響乳制品安全規(guī)制效果的因素。在實(shí)證部分,本文采用計(jì)量分析方法,通過(guò)建立多元線(xiàn)性回歸模型進(jìn)行實(shí)證分析。結(jié)果表明,從長(zhǎng)期來(lái)看,監(jiān)管力度和市場(chǎng)集中度對(duì)乳制品安全規(guī)制效果起著很大的作用,而法律的健全度和質(zhì)量技術(shù)標(biāo)準(zhǔn)要求的高低對(duì)乳制品安全規(guī)制效果的影響程度稍小。我國(guó)的乳制品安全規(guī)制效果正在往向好的趨勢(shì)發(fā)展。最后,本文從提高市場(chǎng)集中度、加大監(jiān)管力度、完善法律法規(guī)、改善質(zhì)量技術(shù)標(biāo)準(zhǔn)、改善規(guī)制機(jī)構(gòu)職能這五個(gè)方面提出提升我國(guó)乳制品安全規(guī)制效果的建議。
[Abstract]:This paper focuses on the effect of dairy product safety regulation in China, in order to understand the factors that affect the effect of dairy product safety regulation in China, and then put forward corresponding suggestions for the impact. In this paper, the inevitability of regulation, the operation mechanism of regulation and the effect of regulation are expounded in detail, then the factors influencing the effect of safety regulation of dairy products are analyzed theoretically and empirically. In the empirical part, this paper uses econometric analysis method, through the establishment of multiple linear regression model for empirical analysis. The results show that, in the long run, supervision and market concentration play a great role in the effect of dairy product safety regulation, while the degree of perfection of law and the requirement of quality and technical standard have little influence on the effect of dairy product safety regulation. The effect of dairy products safety regulation in our country is developing towards the good trend. Finally, this paper puts forward some suggestions to improve the effect of dairy safety regulation in China from five aspects: increasing market concentration, strengthening supervision, perfecting laws and regulations, improving quality and technical standards, and improving the functions of regulatory bodies.
