公租房項(xiàng)目社會(huì)風(fēng)險(xiǎn)的前攝性定量評(píng)價(jià)研究

【摘要】:2010年以來,公租房被我國(guó)政府確定為保障房的主體,這使得公租房項(xiàng)目在全國(guó)各地快速涌現(xiàn)。雖然公租房項(xiàng)目在一定程度上緩解了中低收入群體的住房困難問題,但是卻衍生出項(xiàng)目配套設(shè)施跟不上、租金定價(jià)不合理、人員構(gòu)成復(fù)雜等社會(huì)問題,存在項(xiàng)目貧民窟化、社會(huì)沖突增加、仇富心理加劇等社會(huì)風(fēng)險(xiǎn)。因此,本文嘗試提出公租房項(xiàng)目的社會(huì)風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系以及公租房項(xiàng)目社會(huì)風(fēng)險(xiǎn)前攝性定量評(píng)價(jià)方法,以便政府根據(jù)指標(biāo)體系完善公租房項(xiàng)目的前期規(guī)劃、優(yōu)化建設(shè)運(yùn)營(yíng)方案,提前規(guī)避各種社會(huì)風(fēng)險(xiǎn)問題。概括而言,本文主要研究?jī)?nèi)容如下:(1)提出本文的選題背景、現(xiàn)實(shí)及理論意義,從公租房項(xiàng)目、社會(huì)風(fēng)險(xiǎn)和風(fēng)險(xiǎn)評(píng)價(jià)三個(gè)方面總結(jié)目前國(guó)內(nèi)外的研究現(xiàn)狀,并對(duì)現(xiàn)有研究進(jìn)行評(píng)析。結(jié)果發(fā)現(xiàn),目前國(guó)內(nèi)外對(duì)公租房社會(huì)風(fēng)險(xiǎn)主要集中于定性和理論研究,定量評(píng)價(jià)較少。(2)定義社會(huì)風(fēng)險(xiǎn)和公租房項(xiàng)目社會(huì)風(fēng)險(xiǎn)的概念,分析了公租房項(xiàng)目社會(huì)風(fēng)險(xiǎn)的形成機(jī)理,包括發(fā)生的必要條件和形成過程。其中,社會(huì)風(fēng)險(xiǎn)發(fā)生的必要條件包括包括社會(huì)風(fēng)險(xiǎn)的制造主體、影響因素、制造主體的申訴渠道和社會(huì)風(fēng)險(xiǎn)事件。(3)利用文獻(xiàn)分析法和社會(huì)網(wǎng)絡(luò)理論識(shí)別出公租房項(xiàng)目的核心利益相關(guān)者,在此基礎(chǔ)上通過文獻(xiàn)分析法和對(duì)核心利益相關(guān)者進(jìn)行問卷調(diào)查的方法構(gòu)建出公租房項(xiàng)目社會(huì)風(fēng)險(xiǎn)前攝性定量評(píng)價(jià)的指標(biāo)體系。(4)綜合考慮社會(huì)風(fēng)險(xiǎn)評(píng)價(jià)的一般步驟和常用方法的優(yōu)缺點(diǎn),選取物元可拓法作為本文對(duì)公租房項(xiàng)目社會(huì)風(fēng)險(xiǎn)進(jìn)行前攝性定量評(píng)價(jià)的方法,并構(gòu)建出物元可拓評(píng)價(jià)模型。之后利用專家評(píng)分法和ANP確定出社會(huì)風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)和特征值的權(quán)重。最后基于物元可拓中的菱形思維法從理論上初步提出公租房項(xiàng)目社會(huì)風(fēng)險(xiǎn)防控策略。(5)以南京市岱山保障房項(xiàng)目中的公租房項(xiàng)目為實(shí)證研究對(duì)象,利用上文提出的指標(biāo)體系和評(píng)價(jià)方法對(duì)項(xiàng)目進(jìn)行前攝性和投入使用后的社會(huì)風(fēng)險(xiǎn)定量評(píng)價(jià)。通過兩次評(píng)價(jià)結(jié)果的對(duì)比分析,驗(yàn)證本文提出的評(píng)價(jià)方法的可行性。最后根據(jù)評(píng)價(jià)結(jié)果提出相應(yīng)的社會(huì)風(fēng)險(xiǎn)防控策略。
[Abstract]:Since 2010, public rental housing has been identified as the main body of indemnificatory apartment by the Chinese government, which makes public rental housing projects emerge rapidly throughout the country. Although the public rental housing project to some extent alleviates the housing difficulties of the low- and middle-income groups, it has resulted in social problems such as the lack of matching facilities for the projects, unreasonable rent pricing, complex personnel composition, and the existence of slum projects. Social conflicts increase, hatred of rich psychology intensifies and other social risks. Therefore, this paper tries to put forward the social risk evaluation index system of public rental housing project and the proactive quantitative evaluation method of social risk of public rental housing project, so that the government can improve the pre-planning of public housing project according to the index system. Optimize the construction and operation plan to avoid all kinds of social risks ahead of time. To sum up, the main research contents of this paper are as follows: (1) the background, reality and theoretical significance of this paper are proposed, and the current research situation at home and abroad is summarized from three aspects: public rental housing project, social risk and risk evaluation. And the existing research is reviewed. The results show that, at present, the social risk of public rental housing is mainly focused on qualitative and theoretical research at home and abroad, and the quantitative evaluation is less. It defines the concept of social risk and social risk of public rental housing project, and analyzes the forming mechanism of social risk of public rental housing project. Including the necessary conditions for occurrence and formation process. Among them, the necessary conditions for the occurrence of social risk include the manufacturing subject of social risk, the influencing factors, Using literature analysis and social network theory to identify the core stakeholders of the public rental housing project. On this basis, through the method of literature analysis and questionnaire survey to core stakeholders, the index system of proactive quantitative evaluation of social risk of public housing project is constructed. 4) the general steps of comprehensive consideration of social risk assessment are given. And the advantages and disadvantages of common methods, The matter-element extension method is selected as the proactive quantitative evaluation method for the social risk of the public housing project, and the matter-element extension evaluation model is constructed. Then the weight of social risk evaluation index and characteristic value is determined by expert scoring method and ANP. Finally, based on the rhombus thinking method of matter-element extension, the paper puts forward the social risk prevention and control strategy of public rental housing project. It takes the public rental housing project of indemnificatory apartment project in Daishan of Nanjing as the empirical research object. The index system and evaluation method are used to quantitatively evaluate the social risk of the project after it has been put into use. The feasibility of the proposed evaluation method is verified by the comparative analysis of the two evaluation results. Finally, according to the evaluation results, the corresponding social risk prevention and control strategy is put forward.
