【摘要】：隨著我國(guó)社會(huì)經(jīng)濟(jì)的不斷發(fā)展,居民對(duì)醫(yī)療衛(wèi)生綜合服務(wù)能力的需求日益提高。醫(yī)療資源特別是優(yōu)質(zhì)醫(yī)療資源短缺、分布不均衡的矛盾突顯。為此,近年來(lái)各大醫(yī)院投入大量的資金進(jìn)行病房樓建設(shè)。這些項(xiàng)目具有共同的特點(diǎn)：建設(shè)規(guī)模大、參與主體多、建設(shè)標(biāo)準(zhǔn)要求高、建設(shè)周期較長(zhǎng)、而且建設(shè)成敗直接影響醫(yī)療衛(wèi)生機(jī)構(gòu)服務(wù)質(zhì)量?jī)?yōu)劣。因此,病房樓建設(shè)項(xiàng)目的風(fēng)險(xiǎn)管理就顯得尤為重要。本文以山大齊魯兒童醫(yī)院病房樓建設(shè)項(xiàng)目為研究對(duì)象,運(yùn)用定性與定量相結(jié)合,綜合運(yùn)用文獻(xiàn)與個(gè)案調(diào)查相結(jié)合,采用實(shí)地調(diào)查,理論與實(shí)踐相結(jié)合的分析方法,實(shí)證與規(guī)范分析相結(jié)合的方法,通過(guò)文獻(xiàn)研究、專家訪談、問(wèn)卷調(diào)查等方法,對(duì)山大齊魯兒童醫(yī)院病房樓建設(shè)項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行了全面的了解,最后通過(guò)實(shí)例進(jìn)一步論證分析的結(jié)果。并且提出了山大齊魯兒童醫(yī)院病房樓建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理的應(yīng)對(duì)方案。本文從項(xiàng)目風(fēng)險(xiǎn)管理的理論基礎(chǔ)入手,闡述建設(shè)工程項(xiàng)目風(fēng)險(xiǎn)類型,風(fēng)險(xiǎn)識(shí)別、分析與評(píng)估以及風(fēng)險(xiǎn)應(yīng)對(duì)與監(jiān)控的理論與方法。運(yùn)用風(fēng)險(xiǎn)識(shí)別理論,通過(guò)風(fēng)險(xiǎn)識(shí)別與分析方法,對(duì)山大齊魯兒童醫(yī)院病房樓項(xiàng)目風(fēng)險(xiǎn)管理的風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)價(jià)、風(fēng)險(xiǎn)應(yīng)對(duì)的研究與分析,確定本文的研究思路,對(duì)山大齊魯兒童醫(yī)院病房樓建設(shè)項(xiàng)目進(jìn)行風(fēng)險(xiǎn)管理,以保證該項(xiàng)目的順利完工,并為病房樓建設(shè)項(xiàng)目中的風(fēng)險(xiǎn)研究提供理論基礎(chǔ)和模型。
[Abstract]:With the development of social economy, residents' demand for comprehensive medical and health services is increasing. The contradiction of medical resources, especially high-quality medical resources, is highlighted. For this reason, in recent years, each big hospital invests a large amount of funds to carry on the ward building construction. These projects have the same characteristics: large construction scale, more participants, higher construction standards, longer construction cycle, and the success or failure of the construction directly affects the quality of medical and health care institutions. Therefore, the risk management of ward building construction project is particularly important. This paper takes the ward building construction project of Qilu Children's Hospital of Shandong University as the research object, combines qualitative and quantitative analysis, combines literature with case investigation, adopts the analysis method of field investigation, theory and practice. Through the methods of literature research, expert interview, questionnaire survey and so on, the paper makes a comprehensive understanding of the risk of the ward building construction project in Qilu Children's Hospital of Shandong University. Finally, the results of the analysis are further demonstrated by examples. And put forward the risk management plan of the ward building of Shandong Qilu Children's Hospital. Starting with the theoretical basis of project risk management, this paper expounds the theory and methods of risk types, risk identification, analysis and evaluation, risk response and monitoring in construction projects. By using the theory of risk identification and risk identification and analysis, the research and analysis of risk identification, risk evaluation, risk response of the project in Qilu Children's Hospital of Shandong University are carried out, and the research ideas of this paper are determined. Risk management is carried out on the ward building construction project of Qilu Children's Hospital of Shandong University in order to ensure the smooth completion of the project and to provide the theoretical basis and model for the risk research in the ward building construction project.
