【摘要】：近年來,隨著航空運輸業(yè)的不斷發(fā)展,我國民用機場建設不斷完善,中小機場數(shù)目不斷增多,逐漸成為我國機場業(yè)的主體。然而,中小機場在其生產(chǎn)運營過程中存在總體運營管理水平不高,目標市場競爭激烈,機場業(yè)務不成熟,缺乏競爭力等問題,嚴重影響我國機場業(yè)發(fā)展。在此背景下,本文分析總結(jié)影響中小機場運營的內(nèi)外部影響因素,參考中小機場運營特點,建立投入產(chǎn)出指標體系;改進DEA模型和Malmquist指數(shù)模型,提出中小機場效率評價模型,結(jié)合橫向和縱向兩個角度,衡量中小機場運營效率及其變化;利用Tobit回歸模型對影響機場運營效率的外部環(huán)境因素進行定量分析,從而幫助中小機場確認其運營環(huán)境,以對其運營效率的提高提出建議。文章以2006—2014年9年間江蘇省境內(nèi)8個中小機場為樣本,分析江蘇省中小機場發(fā)展現(xiàn)狀,運用建立的效率評價模型,評估江蘇省中小機場歷年運營效率,明確各機場運營現(xiàn)狀,基于效率評估結(jié)果,針對各機場提出相應建議;根據(jù)Tobit回歸模型,分析影響機場運營效率的外部因素,明確江蘇機場發(fā)展的重要外部條件;基于上述分析結(jié)果,就江蘇省各中小機場內(nèi)外部條件,提出相關建議,以期提高江蘇省中小機場運營效率。
[Abstract]:In recent years, with the continuous development of the air transport industry, the construction of civil airports in China has been continuously improved, and the number of small and medium-sized airports has been increasing, gradually becoming the main body of our country's airport industry. However, in the process of production and operation of small and medium-sized airports, the overall operation management level is not high, the target market competition is fierce, the airport business is immature, the lack of competitiveness and so on, which seriously affects the development of our country's airport industry. In this context, this paper analyzes and summarizes the internal and external factors that affect the operation of small and medium-sized airports, establishes the input-output index system, improves the DEA model and Malmquist index model, and puts forward the evaluation model of the efficiency of small and medium-sized airports. Combining the horizontal and vertical angles, the paper measures the operational efficiency and its changes of small and medium-sized airports, and uses the Tobit regression model to quantitatively analyze the external environmental factors that affect the airport operation efficiency, so as to help the small and medium-sized airports to confirm their operating environment. To improve its operational efficiency to put forward suggestions. Taking 8 small and medium-sized airports in Jiangsu Province from 2006 to 2014 as samples, this paper analyzes the present situation of the development of small and medium-sized airports in Jiangsu Province, evaluates the operating efficiency of small and medium-sized airports in Jiangsu Province over the years by using the established efficiency evaluation model, and clarifies the operation status of each airport. Based on the results of efficiency evaluation, the corresponding suggestions are put forward for each airport; according to the Tobit regression model, the external factors affecting the airport operation efficiency are analyzed, and the important external conditions for the development of Jiangsu airport are defined. In order to improve the operational efficiency of the small and medium-sized airports in Jiangsu Province, the paper puts forward some suggestions on the internal and external conditions of the small and medium-sized airports in Jiangsu Province.
