【摘要】：都市圈建設(shè)是快速城鎮(zhèn)化背景下我國(guó)區(qū)域發(fā)展的重要戰(zhàn)略選擇,本文從中心城市視角出發(fā),研究杭州都市圈演化發(fā)展。在文獻(xiàn)研究及資料整理的基礎(chǔ)上,結(jié)合中心城市杭州的發(fā)展經(jīng)歷及都市圈要素交流的實(shí)際,將都市圈發(fā)展整理為中心城市發(fā)展萌芽,各市縣獨(dú)立發(fā)展；中心城市規(guī)模擴(kuò)大,都市圈潛在孕育；中心城市快速增長(zhǎng),都市圈初步萌芽；中心城市經(jīng)濟(jì)轉(zhuǎn)型,都市圈一體化發(fā)展初步展開四個(gè)發(fā)展階段。在此基礎(chǔ)上,結(jié)合輻射力研究及場(chǎng)強(qiáng)研究進(jìn)一步分析杭州都市圈萌芽及一體化發(fā)展初級(jí)階段的演化發(fā)展進(jìn)程。首先依照中心城市組織功能將中心城市綜合輻射力劃分為經(jīng)濟(jì)輻射力、產(chǎn)業(yè)輻射力、企業(yè)輻射力、科技輻射力、開放輻射力、基礎(chǔ)設(shè)施輻射力等7個(gè)方面,構(gòu)建包含30項(xiàng)指標(biāo)的中心城市綜合輻射力指標(biāo)體系；其次,運(yùn)用AHP層次分析法為指標(biāo)體系權(quán)重賦值,再利用斷裂點(diǎn)模型測(cè)算2001年、2007年、2013年三個(gè)關(guān)鍵時(shí)間節(jié)點(diǎn)上中心城市杭州對(duì)周邊市縣的輻射力。最后,通過分析發(fā)現(xiàn)杭州對(duì)周邊市縣綜合輻射力的輻射范圍整體呈上升趨勢(shì),不同層面的輻射力作用強(qiáng)度不一,經(jīng)濟(jì)輻射力、金融輻射力、產(chǎn)業(yè)輻射力、企業(yè)輻射力輻射范圍較大,開放輻射力、創(chuàng)新輻射力、基礎(chǔ)設(shè)施輻射力范圍較小。此外,通過測(cè)算2001到2013年各市縣場(chǎng)強(qiáng),發(fā)現(xiàn)各市縣場(chǎng)強(qiáng)強(qiáng)度逐年上升,并依照?qǐng)鰪?qiáng)強(qiáng)度對(duì)各市縣進(jìn)行場(chǎng)強(qiáng)層級(jí)劃分。文章最后,通過中心城市與周邊市縣輻射力及場(chǎng)強(qiáng)研究和杭州都市圈發(fā)展實(shí)踐,提出相應(yīng)的都市圈建設(shè)策略,包括以提升效率為目標(biāo)促進(jìn)都市圈空間整合；以經(jīng)濟(jì)輻射為核心推進(jìn)重點(diǎn)輻射領(lǐng)域突破,并展開分析各個(gè)重點(diǎn)領(lǐng)域的輻射力提升路徑；以區(qū)域協(xié)調(diào)發(fā)展為重點(diǎn)進(jìn)行合作機(jī)制創(chuàng)新等。
[Abstract]:The construction of metropolitan area is an important strategic choice for China's regional development under the background of rapid urbanization. This paper studies the evolution and development of Hangzhou metropolitan area from the perspective of central city. On the basis of literature research and data collation, combined with the development experience of the central city of Hangzhou and the reality of the exchange of the elements of the metropolitan area, the development of the metropolitan area is regarded as the germination of the central city development, the independent development of the cities and counties, and the expansion of the central city scale. The potential gestation of the metropolitan area; the rapid growth of the central city, the initial germination of the metropolitan area; the economic transformation of the central city and the integration of the metropolitan area are initially launched into four stages of development. On this basis, the evolution and development process of the initial stage of the germination and integration development of Hangzhou metropolitan area is further analyzed by combining the radiation force study and the field strength study. First of all, according to the function of central city organization, the comprehensive radiation power of central city is divided into seven aspects: economic radiation, industrial radiation, enterprise radiation, scientific and technological radiation, open radiation, infrastructure radiation, etc. A comprehensive radiation index system of central cities with 30 indexes is constructed. Secondly, the weight of the index system is assigned by AHP analytic hierarchy process (AHP). The radiation force of Hangzhou, a central city, to surrounding cities and counties in 2001, 2007 and 2013 was calculated by using fracture point model. Finally, through the analysis, we find that the radiation range of comprehensive radiation force of Hangzhou to surrounding cities and counties is on the whole rising trend, the radiation intensity of different levels is different, economic radiation power, financial radiation power, industry radiation force, Enterprise radiation radiation range is large, open radiation, innovation radiation, infrastructure radiation range is small. In addition, by calculating the field strength of each city and county from 2001 to 2013, it is found that the field intensity of each city and county increases year by year, and according to the field intensity, the field intensity level of each city and county is divided. Finally, through the research of radiation power and field strength of central city and surrounding cities and counties and the development practice of Hangzhou metropolitan area, the paper puts forward the corresponding urban circle construction strategy, including promoting the spatial integration of metropolitan area with the aim of promoting efficiency; Taking economic radiation as the core to push forward the breakthrough in the key radiation field, and to analyze the path of radiation enhancement in each key area, and to innovate the cooperative mechanism focusing on the coordinated development of the region, etc.
