【摘要】：食品是人類生存發(fā)展的必需品,食品安全關(guān)乎人民的身體健康、生命安全,關(guān)乎經(jīng)濟發(fā)展和社會穩(wěn)定。然而,近年來食品安全問題頻現(xiàn),顯示我國正處于食品安全風險高發(fā)期和矛盾凸現(xiàn)期。作為中國食品安全監(jiān)管最基本的行政單元的縣級政府,是城鄉(xiāng)的結(jié)合部,面向基層,面向農(nóng)村,管理范圍廣。縣級政府采取的食品安全監(jiān)管體制與方式效果如何,將直接影響到我國廣大農(nóng)村地區(qū)人民群眾的飲食安全和健康狀況,對其進行研究具有重要的意義。本文運用公共經(jīng)濟學理論以及管理學理論,采用文獻閱讀法,系統(tǒng)地分析了W市食品安全監(jiān)管工作的發(fā)展現(xiàn)狀及所存在的問題,基于這些問題提出了相應的對策。本文分為五個部分：第一部分,對研究背景及意義、國內(nèi)國外的研究現(xiàn)狀以及研究方法與研究思路諸方面內(nèi)容進行闡述。第二部分,主要對食品安全和食品安全監(jiān)管的涵義進行闡述,指出研究所需要的三個理論基礎(chǔ),這三個理論基礎(chǔ)分別為外部效應理論、信息不對稱理論以及公共產(chǎn)品理論。第三部分,主要介紹W市食品安全監(jiān)管工作現(xiàn)狀。這部分內(nèi)容分別從W市食品安全監(jiān)管工作所取得的成績、W市食品安全監(jiān)管工作存在的主要問題以及其原因分析這三個方面進行闡述。第四部分,國外及國內(nèi)其它地區(qū)食品安全監(jiān)管經(jīng)驗借鑒。這部分的內(nèi)容主要是把國內(nèi)外食品安全監(jiān)管的幾種先進模式做了簡單介紹,為下一部分的參考與借鑒奠定基礎(chǔ)。第五部分,完善W市食品安全監(jiān)管工作的對策。針對當前W市存在的食品安全監(jiān)管問題,從完善食品安全的法律法規(guī)、引導經(jīng)營者自律經(jīng)營、強化監(jiān)管者主體責任等方面研究解決這些問題的具體對策與方法,從而構(gòu)建一個完善的食品安全監(jiān)管理論體系,促進社會的和諧發(fā)展。
[Abstract]:Food is a necessity for human survival and development. Food safety concerns the health of the people, life safety, and economic development and social stability. However, in recent years, food safety problems are frequent, showing that China is in a period of high risk of food safety and the protruding period of contradiction. The government is a combination of urban and rural areas, facing the grass-roots level, facing the rural areas, and has a wide range of management. The effect of the food safety supervision system and methods adopted by the county government will directly affect the food safety and health status of the people in the vast rural areas of our country. It is of great significance to study it. This paper uses the theory of public economics to make a study of it. And the theory of management theory and literature reading method, this paper systematically analyzes the current situation of the development and existing problems of food safety supervision in W City, and puts forward the corresponding countermeasures based on these problems. This paper is divided into five parts: the first part, the research background and significance, the status of domestic and foreign research, research methods and research ideas The second part mainly expounds the meaning of food safety and food safety supervision, and points out the three theoretical bases needed by the research, these three theoretical bases are external effect theory, information asymmetry theory and public product theory. Third parts, mainly introduce the status of food safety supervision in W city. This part of the content from the W city food safety supervision and management of the achievements, W city food safety supervision of the main problems and its reasons for the analysis of the three aspects. The fourth part, foreign and domestic other areas of food safety supervision experience. This part of the main part of the food safety supervision at home and abroad. Several advanced models are briefly introduced to lay the foundation for the reference and reference of the next part. In the fifth part, the Countermeasures of improving the supervision of food safety in W city are perfected. In view of the problems of food safety supervision in the current city of W, it is necessary to improve the laws and regulations of food safety, guide the self disciplined management of the operators, and strengthen the responsibility of the supervisors. To solve these problems, we should set up a sound theoretical system for food safety supervision and promote the harmonious development of society.
