【摘要】：文章在公共租賃住房租戶(hù)問(wèn)卷調(diào)查的基礎(chǔ)上,借鑒剩余收入法原理,測(cè)算住房支出后的剩余收入能否滿(mǎn)足非住房基本消費(fèi)支出,評(píng)估了武漢市既有公租房家庭的住房可支付能力。結(jié)果表明,在現(xiàn)有公租房租金及租金補(bǔ)貼政策下,公租房家庭戶(hù)主年齡、家庭規(guī)模對(duì)住房可支付能力產(chǎn)生了重要的影響。從戶(hù)主年齡上看,戶(hù)主年齡40歲及以下存在支付能力問(wèn)題的家庭比例較少,而對(duì)戶(hù)主年齡40歲以上的家庭,隨戶(hù)主年齡增長(zhǎng),存在住房可支付能力問(wèn)題的家庭比例逐步增加;從家庭規(guī)模上看,隨著家庭人口增加,住房可支付能力問(wèn)題也越來(lái)越突出。最后,研究還提出從分層次核定公租房租金、差異化制定租金減免、補(bǔ)貼標(biāo)準(zhǔn)等來(lái)改善保障對(duì)象的住房可支付能力。
[Abstract]:Based on the questionnaire survey of public rental housing tenants and the principle of surplus income method, this paper calculates whether the surplus income after housing expenditure can satisfy the non-housing basic consumption expenditure. This paper assesses the housing affordability of existing public rental housing families in Wuhan. The results show that under the existing public rental rent and rental subsidy policy, the age of heads of households of public rental housing households, The household size has an important impact on the affordability of housing. In terms of the age of the head of household, the proportion of households with problems with the capacity to pay at or below the age of 40 years of head of household is relatively small, while for households over 40 years of age of head of household, the proportion of households with problems of capacity to pay increases with the age of the head of household. The proportion of households with housing affordability problems is gradually increasing; in terms of household size, housing affordability issues become increasingly prominent as the household population increases. Finally, the study also proposes that public rental housing rents be approved at different levels, Differential rent reduction, subsidy standards and so on to improve the affordability of housing.
