【摘要】：以符合國(guó)家最新城市層級(jí)劃分中人口在1000萬(wàn)以上的"超大城市"和人口在500萬(wàn)以上的"特大城市"標(biāo)準(zhǔn)的我國(guó)12座大都市規(guī)劃和建設(shè)的130余座新城新區(qū)為研究對(duì)象,對(duì)規(guī)劃與建設(shè)的總體情況、基本特點(diǎn)、最新進(jìn)展與突出問(wèn)題進(jìn)行了研究。認(rèn)為我國(guó)大都市新城新區(qū)面積大、數(shù)量多、在功能上以綜合型為主、由單一型升級(jí)而來(lái),并具有級(jí)別較高和區(qū)城共生等特點(diǎn),同時(shí)呈現(xiàn)出城市空間結(jié)構(gòu)多中心網(wǎng)絡(luò)化、追求"宜居"、"生態(tài)"和注重產(chǎn)城融合的新趨勢(shì),但仍存在著體制僵化、創(chuàng)新意識(shí)淡薄、集聚效應(yīng)冷熱不均、發(fā)展模式粗放等問(wèn)題。建議從七方面提升層次和質(zhì)量:一是區(qū)別對(duì)待大都市新城新區(qū)的審批;二是從頂層設(shè)計(jì)角度重新考慮新城新區(qū)的規(guī)劃建設(shè);三是走文化型城市發(fā)展路徑十分必要;四是深入研究新城新區(qū)的比較性優(yōu)勢(shì);五是要理性客觀看待新城新區(qū);六是提升城市規(guī)劃的公眾參與度;七是充分發(fā)揮大數(shù)據(jù)、互聯(lián)網(wǎng)等在規(guī)劃建設(shè)中的積極作用。
[Abstract]:Taking more than 130-odd new urban areas, which meet the standards of "megacities" with a population of more than 10 million and "megacities" with a population of more than 5 million, planned and built by 12 major cities in China according to the latest urban hierarchy of the country, In this paper, the general situation, basic characteristics, latest progress and outstanding problems of planning and construction are studied. It is considered that the new metropolitan area of China is large in area and quantity, and its function is mainly comprehensive and upgraded from a single type. It also has the characteristics of high level and regional city symbiosis, and presents a new trend of multi-center networking of urban spatial structure, pursuing "livable", "ecology" and paying attention to the integration of production and city, but there is still a rigid system and a weak sense of innovation. It is suggested to improve the level and quality from seven aspects: one is to distinguish the examination and approval of the new metropolitan area, the other is to reconsider the planning and construction of the new area from the angle of top-level design. Third, it is very necessary to take the path of cultural urban development; fourth, to deeply study the comparative advantages of the new urban areas; fifth, to look at the new urban areas rationally and objectively; sixth, to enhance the public participation in urban planning; and seventh, to give full play to big data. Internet and so on in the planning and construction of the positive role.
