【摘要】：科技計(jì)劃是一國(guó)政府利用財(cái)政經(jīng)費(fèi)組織實(shí)施研發(fā)活動(dòng)的重要方式。目前,科技計(jì)劃管理改革已成為我國(guó)科技體制改革的突破口,其中,國(guó)家科技計(jì)劃的優(yōu)化布局和組織管理是改革的重要內(nèi)容。國(guó)外政府在科技計(jì)劃管理的組織實(shí)施方面擁有較長(zhǎng)的歷史,在科技計(jì)劃總體布局、組織管理和經(jīng)費(fèi)安排等方面均有許多值得我國(guó)借鑒的做法和經(jīng)驗(yàn)。對(duì)國(guó)外政府在科技計(jì)劃總體布局和組織管理上的主要做法進(jìn)行了分析,并就值得借鑒的一些經(jīng)驗(yàn)進(jìn)行了討論。
[Abstract]:Science and technology planning is an important way for a government to organize R & D activities with financial funds. At present, the reform of science and technology plan management has become a breakthrough in the reform of our country's science and technology system, among which, The optimization of the layout and organizational management of the national scientific and technological plan is an important part of the reform. Foreign governments have a long history in the organization and implementation of the scientific and technological plan management, and have a long history in the overall layout of the scientific and technological plan. There are many methods and experiences for our country to draw lessons from in the aspects of organization management and fund arrangement. This paper analyzes the main methods of foreign governments in the overall layout of science and technology plan and organization management, and discusses some experiences that are worth learning from.
