【摘要】：長(zhǎng)期以來,國(guó)內(nèi)外學(xué)者對(duì)中國(guó)宏觀調(diào)控的認(rèn)識(shí)存在較大的反差,并由此引發(fā)了多次大規(guī)模爭(zhēng)鳴。在系統(tǒng)總結(jié)中國(guó)宏觀調(diào)控實(shí)踐的基礎(chǔ)上,本文提出中國(guó)宏觀調(diào)控長(zhǎng)期堅(jiān)持總量調(diào)控與結(jié)構(gòu)性調(diào)控相結(jié)合、以結(jié)構(gòu)性調(diào)控為主的調(diào)控范式,并先后呈現(xiàn)出"總量+結(jié)構(gòu)"與"需求+供給"的特點(diǎn)。筆者認(rèn)為,中國(guó)宏觀調(diào)控之所以形成了結(jié)構(gòu)性調(diào)控特色,是因?yàn)樵诤暧^調(diào)控決策中,充分運(yùn)用了馬克思主義經(jīng)濟(jì)學(xué)理論及其方法論、中國(guó)經(jīng)濟(jì)思想特別是當(dāng)代經(jīng)濟(jì)思想和西方經(jīng)濟(jì)理論三種資源,真正做到了"馬學(xué)為魂、中學(xué)為體、西學(xué)為用",具有必然的形成邏輯。
[Abstract]:For a long time, there has been a great contrast between domestic and foreign scholars' understanding of China's macro-control, which has led to a number of large-scale contentions. On the basis of systematically summarizing the practice of China's macro-control, In this paper, the author points out that the macro-control system in China has long insisted on the combination of total amount control and structural regulation, with structural regulation and control as the main paradigm, and has shown the characteristics of "aggregate structure" and "demand supply" successively. The reason why China's macro-control has formed the characteristics of structural regulation and control is that Marxist economic theory and its methodology have been fully utilized in macro-control decision-making. The Chinese economic thought, especially the contemporary economic thought and the western economic theory, have really achieved "Ma Xuehou as the soul, middle school as the body, and western learning as the use", which has the inevitable forming logic.
