新疆就業(yè)質(zhì)量測度及對就業(yè)影響的實證研究

【摘要】:就業(yè)是民生之本,作為人們賴以生存的必要條件,就業(yè)不僅關(guān)系到居民生活水平的高低,更關(guān)系到新疆地區(qū)的穩(wěn)定及全面深化改革能否順利完成。長期以來,政府和學(xué)術(shù)界將關(guān)注的焦點集中在就業(yè)人數(shù)的增加,卻忽視了就業(yè)另一個維度—就業(yè)質(zhì)量。近些年數(shù)以萬計的勞動安全事故及持續(xù)加劇的勞資沖突,已經(jīng)完全暴露了單純追求就業(yè)率的不足。就業(yè)質(zhì)量低下已經(jīng)成為困擾我國經(jīng)濟發(fā)展的重大問題,引起了全社會的普遍關(guān)注。黨的十八大報告中首次把“推動實現(xiàn)更高質(zhì)量就業(yè)”作為政府開展就業(yè)工作的新目標和新要求,體現(xiàn)了中央政府對就業(yè)質(zhì)量的高度重視。提高就業(yè)質(zhì)量,是解決當(dāng)前就業(yè)難題的關(guān)鍵所在。中國引入“就業(yè)質(zhì)量”的概念相對較晚,對就業(yè)質(zhì)量的研究處于剛剛起步階段,研究成果有限。并且現(xiàn)有的研究大多集中在新生代農(nóng)民工、大學(xué)畢業(yè)生等特定群體上,缺乏對具體省份的整體測評。新疆作為向西開放的重要門戶,它的穩(wěn)定和發(fā)展,直接關(guān)系到和諧社會的構(gòu)建,關(guān)系到國家經(jīng)濟和政治的安全。本文在國內(nèi)學(xué)者研究的基礎(chǔ)上,從新疆地區(qū)的實際發(fā)展情況出發(fā),構(gòu)建起符合新疆地區(qū)特點的就業(yè)質(zhì)量綜合評價指標體系,采取主成分分析法對新疆地區(qū)2000—2013年的就業(yè)質(zhì)量進行測算,得出新疆就業(yè)質(zhì)量評價綜合指數(shù)。結(jié)果顯示新疆地區(qū)的就業(yè)質(zhì)量指數(shù)要明顯低于全國的平均標準,就業(yè)質(zhì)量有待提高。并在此基礎(chǔ)上利用Eviews6.0計量分析軟件對新疆就業(yè)質(zhì)量、就業(yè)及經(jīng)濟發(fā)展三個變量進行分析研究,統(tǒng)計結(jié)果表明,新疆地區(qū)的就業(yè)質(zhì)量和就業(yè)數(shù)量并非此消彼長的狀態(tài),而是處于長期均衡狀態(tài)。基于上述結(jié)論,本文從轉(zhuǎn)變觀念、加快轉(zhuǎn)變經(jīng)濟增長方式、重視教育發(fā)展等方面對如何提高新疆就業(yè)質(zhì)量提出一些可行性建議。
[Abstract]:Employment is the foundation of people's livelihood. As a necessary condition for people to survive, employment is not only related to the level of living standards of residents, but also related to the stability of Xinjiang region and whether the overall deepening of reform can be completed smoothly for a long time. The government and academia will focus on the increase of employment, but ignore another dimension of employment-employment quality. In recent years, tens of thousands of labor safety accidents and labor conflicts continue to intensify. Has completely exposed the lack of simple pursuit of employment rate. The low quality of employment has become a major problem that puzzles the economic development of our country. In the report of the 18 National Congress of the Communist Party of China, "promoting the realization of higher quality employment" is regarded as the new goal and new requirement of the government to carry out the employment work for the first time. This shows that the central government attaches great importance to the quality of employment. Improving the quality of employment is the key to solve the problem of employment. China introduced the concept of "quality of employment" relatively late. The research on the quality of employment is just in its infancy, the research results are limited, and most of the existing research focuses on the new generation of migrant workers, university graduates and other specific groups. Xinjiang as an important gateway to the west, its stability and development, directly related to the construction of a harmonious society. Related to the security of national economy and politics. Based on the research of domestic scholars, this paper constructs a comprehensive evaluation index system of employment quality in line with the characteristics of Xinjiang region, based on the actual development of Xinjiang region. The principal component analysis method is used to measure the employment quality in Xinjiang from 2000 to 2013. The result shows that the employment quality index in Xinjiang is obviously lower than the national average standard. The employment quality needs to be improved. On the basis of this, we use the Eviews6.0 econometric analysis software to analyze the three variables of employment quality, employment and economic development in Xinjiang, and the statistical results show that. The quality and quantity of employment in Xinjiang is not the state of rising and falling, but is in the state of long-term equilibrium. Based on the above conclusion, this paper changes the concept and accelerates the transformation of economic growth mode. This paper puts forward some feasible suggestions on how to improve the quality of employment in Xinjiang.
