【摘要】：特種設(shè)備是指在生產(chǎn)、使用過程中具有事故易發(fā)性和高危險性的設(shè)備,是一種特殊種類的社會生產(chǎn)資料。特種設(shè)備一旦出現(xiàn)安全事故,將會造成人員傷亡和重大財產(chǎn)損失。因此,對特種設(shè)備的使用必須高度重視安全監(jiān)察。隨著應(yīng)用領(lǐng)域的不斷廣泛、使用數(shù)量的不斷增加,特種設(shè)備的安全監(jiān)察問題受到了社會的關(guān)注。以理論聯(lián)系實踐為研究方法,以監(jiān)察為切入點探討特種設(shè)備的安全管理,通過對特種設(shè)備監(jiān)察問題的研究,最大程度的保證特種設(shè)備的安全運行,避免財產(chǎn)、特種設(shè)備操作人員生命遭受意外傷害和死亡。論文遵循“提出問題——分析問題——解決問題”的邏輯框架。首先在公共安全、系統(tǒng)安全工程等理論的基礎(chǔ)上,概述了特種設(shè)備監(jiān)察的相關(guān)理論,即提出了問題;然后通過考察鐵力市特種設(shè)備監(jiān)察現(xiàn)狀的考察,指出在制度設(shè)計、執(zhí)行、人員素質(zhì)等方面存在的問題,并就其原因進行了深入的分析,即分析問題;最后針對特種設(shè)備監(jiān)察存在的問題及其原因,根據(jù)鐵力市的實際情況,提出了實施目標(biāo)管理、開展安全監(jiān)察評價、建立質(zhì)量管理體系等解決方案,即解決問題。
[Abstract]:Special equipment refers to the equipment with accident susceptibility and high risk in the process of production and use. It is a special kind of social means of production. Will cause casualties and heavy property losses. Therefore, the use of special equipment must attach great importance to safety monitoring. With the continuous wide range of applications, the number of use continues to increase. The problem of safety supervision of special equipment has been paid attention to by the society. The safety management of special equipment is discussed with the combination of theory and practice, and the safety management of special equipment is discussed through the research of supervision of special equipment. Ensure the safe operation of special equipment to the maximum extent and avoid property. The life of special equipment operator suffered accidental injury and death. This paper follows the logical framework of "posing problem-analyzing problem-solving problem". Firstly, it is based on the theory of public safety, system safety engineering and so on. The related theories of special equipment supervision are summarized, that is to say, the problems are raised. Then, by investigating the present situation of special equipment supervision in Tieli City, the author points out the problems existing in system design, execution and personnel quality, and makes a deep analysis on the reasons, that is, to analyze the problems. Finally, according to the actual situation of Tieli City, the author puts forward some solutions, such as carrying out target management, carrying out safety supervision and evaluation, and establishing quality management system.
