【摘要】：京津冀勞動(dòng)力市場(chǎng)一體化是一種跨地區(qū)、跨行業(yè)、跨制度等全方位、多層次、相互支持、聯(lián)動(dòng)發(fā)展的統(tǒng)一體。隨著京津冀協(xié)同發(fā)展提升為國(guó)家層面重大的發(fā)展戰(zhàn)略,京津冀勞動(dòng)力市場(chǎng)一體化也勢(shì)在必行。京津冀協(xié)同發(fā)展背景下通過財(cái)政政策來開辟京津冀勞動(dòng)力市場(chǎng)一體化發(fā)展新格局是實(shí)現(xiàn)京津冀勞動(dòng)力市場(chǎng)一體化的必由出路。京津冀勞動(dòng)力市場(chǎng)一體化可以看作是一種勞動(dòng)力的集聚和擴(kuò)散過程,而財(cái)政政策支持勞動(dòng)要素優(yōu)化配置成為影響京津冀勞動(dòng)力市場(chǎng)發(fā)展的關(guān)鍵因素。本研究的目的是以京津冀勞動(dòng)力市場(chǎng)為研究對(duì)象,通過調(diào)整京津冀財(cái)政政策來支持京津冀勞動(dòng)力市場(chǎng)一體化,最終使其達(dá)到京津冀區(qū)域內(nèi)勞動(dòng)力協(xié)同發(fā)展,實(shí)現(xiàn)區(qū)域內(nèi)勞動(dòng)力要素自由流動(dòng),推動(dòng)勞動(dòng)力要素和政策結(jié)構(gòu)的創(chuàng)新,突破京津冀發(fā)展瓶頸,釋放京津冀勞動(dòng)力市場(chǎng)發(fā)展?jié)撃?從而打造京津冀勞動(dòng)力市場(chǎng)發(fā)展的升級(jí)版。本研究的創(chuàng)新之處在于創(chuàng)建京津冀勞動(dòng)力市場(chǎng)一體化水平的測(cè)算模型并且首次提出推動(dòng)京津冀勞動(dòng)力市場(chǎng)一體化的財(cái)政政策建議。在當(dāng)前京津冀協(xié)同發(fā)展以及就業(yè)形勢(shì)嚴(yán)峻的現(xiàn)實(shí)背景下,本研究通過構(gòu)建京津冀勞動(dòng)力市場(chǎng)一體化水平的測(cè)算模型,以京津冀勞動(dòng)力市場(chǎng)一體化程度為切入點(diǎn),首次提出推動(dòng)京津冀勞動(dòng)力市場(chǎng)一體化的財(cái)政政策建議。
[Abstract]:Beijing-Tianjin-Hebei labor market integration is a kind of cross-regional, cross-industry, cross-system, multi-level, mutual support. With the coordinated development of Beijing-Tianjin-Hebei, it has become a significant development strategy at the national level. The integration of Beijing, Tianjin and Hebei labor market is also imperative. Under the background of the coordinated development of Beijing, Tianjin and Hebei, it is necessary to develop a new pattern of integration of Beijing, Tianjin and Hebei labor market through fiscal policy. The integration of Beijing-Tianjin-Hebei labor market can be regarded as a process of labor agglomeration and diffusion. Fiscal policy supports the optimal allocation of labor factors, which is the key factor to affect the development of Beijing, Tianjin and Hebei labor market. The purpose of this study is to take the Beijing, Tianjin and Hebei labor market as the research object. By adjusting the fiscal policy of Beijing-Tianjin-Hebei to support the integration of the Beijing-Tianjin-Hebei labor market, finally to achieve the coordinated development of the labor force in the Beijing-Tianjin-Hebei region, and to realize the free flow of labor force elements in the region. Promote the innovation of labor force elements and policy structure, break through the bottleneck of the development of Beijing, Tianjin and Hebei, release the potential of the development of Beijing, Tianjin and Hebei labor market. The innovation of this study lies in the establishment of a measuring model of the level of integration of the Beijing-Tianjin-Hebei labor market and the first time that the wealth of promoting the integration of the Beijing-Tianjin-Hebei labor market is put forward. Policy recommendations. In the current Beijing-Tianjin-Hebei coordinated development and employment situation in the grim reality. By constructing the model of the integration level of the Beijing-Tianjin-Hebei labor market and taking the degree of the integration of the Beijing-Tianjin-Hebei labor market as the starting point, this study puts forward the financial policy suggestions to promote the integration of the Beijing-Tianjin-Hebei labor market for the first time.
