【摘要】：在項目管理知識體系中,采購管理是項目管理中九大任務(wù)之一,是項目管理實施的重要環(huán)節(jié)。自改革開放以來,特別是《招標(biāo)投標(biāo)法》實施以來,招標(biāo)投標(biāo)在工程建設(shè)、貨物和服務(wù)采購領(lǐng)域得到了廣泛的應(yīng)用,招標(biāo)對于推動經(jīng)濟(jì)體制改革、提高經(jīng)濟(jì)效益、培育和規(guī)范市場體系、預(yù)防和懲治腐敗交易行為等方面發(fā)揮了重要的作用。對于投資大、工期長的新建項目,在項目招標(biāo)準(zhǔn)備和實施過程中會面臨各種不確定因素和風(fēng)險,如果招標(biāo)工作出現(xiàn)失誤,將對項目建設(shè)質(zhì)量、工期、財產(chǎn)甚至后期運(yùn)營等造成重大影響甚至導(dǎo)致項目投資失敗。由于我國自2000年才正式實施《招標(biāo)投標(biāo)法》,國內(nèi)存在招標(biāo)制度不統(tǒng)一、程序不規(guī)范等種種突出問題,而且,在石化方面缺少此專業(yè)工程的專項規(guī)章和規(guī)范性文件,只能參考一般工程建設(shè)項目的相關(guān)規(guī)定。本文通過對山東HS集團(tuán)YP石化項目招標(biāo)風(fēng)險管理進(jìn)行系統(tǒng)的研究,借鑒科學(xué)的風(fēng)險管理理論和工具,運(yùn)用系統(tǒng)的分析方法,定性分析與定量分析相結(jié)合,合理的分析和評估招標(biāo)工作中存在的風(fēng)險,提出了招標(biāo)管理方面的有益建議,有利于最大限度的控制和處理各環(huán)節(jié)的風(fēng)險,減輕或消除風(fēng)險的不利影響,以最低成本取得項目招標(biāo)的滿意結(jié)果,保障項目的順利進(jìn)行。該研究成果將對本項目的順利建設(shè)和發(fā)展有重要的實際應(yīng)用價值和現(xiàn)實意義,可以幫助項目提前識別招標(biāo)過程中可能發(fā)生的風(fēng)險,進(jìn)行風(fēng)險的預(yù)防,及時采取相應(yīng)措施,保證了招標(biāo)工作按計劃順利進(jìn)行,實現(xiàn)項目最終的建設(shè)目標(biāo)。
[Abstract]:In the knowledge system of project management, procurement management is one of the nine major tasks in project management and an important link in the implementation of project management. Bidding has been widely used in the field of engineering construction, goods and services procurement. It can promote the economic system reform, improve economic efficiency, cultivate and standardize the market system. The prevention and punishment of corruption trading behavior has played an important role. For new projects with large investment and long construction period, there will be a variety of uncertain factors and risks in the process of project bidding preparation and implementation. If there is a mistake in the bidding work, the construction quality of the project will be limited. Property and even late operation cause great impact or even lead to project investment failure. Since 2000, China formally implemented the bidding Law, there is a domestic bidding system is not uniform. There are many outstanding problems, such as non-standard procedure, and the lack of special regulations and normative documents in petrochemical engineering. We can only refer to the relevant provisions of general engineering construction projects. This paper makes a systematic study on the bidding risk management of YP petrochemical projects in Shandong HS Group, and draws lessons from the scientific risk management theory and tools. By using the systematic analysis method, combining qualitative analysis with quantitative analysis, this paper analyzes and evaluates the risks in the bidding work reasonably, and puts forward some useful suggestions on the bidding management. It is advantageous to control and deal with the risk of each link to the maximum extent, to mitigate or eliminate the adverse effect of the risk, and to obtain the satisfactory result of the project bidding at the lowest cost. The research results will have important practical application value and practical significance for the smooth construction and development of the project, and can help the project identify the risks that may occur in the bidding process in advance. Risk prevention, timely adoption of corresponding measures to ensure the smooth implementation of the bidding according to the plan, to achieve the project's ultimate construction objectives.
