【摘要】：隨著國民經(jīng)濟的快速發(fā)展和中石油天然氣資源生產(chǎn)能力大幅提升,以及中國石油天然氣集團公司推行的“氣化中國”計劃的大力實施,天然氣管道作為天然氣運輸?shù)妮d體,全國各地的天然氣管道建設(shè)項目不斷增加。因此,構(gòu)建適合天然氣管道項目特點的經(jīng)濟評價體系,采用科學(xué)地評價方法分析天然氣管道建設(shè)項目的經(jīng)濟可行性是至關(guān)重要的。本文研究對象是江油公司膠東天然氣管輸項目,該項目的建成能夠?qū)⑽鳉鈻|輸天然氣管道連接到膠東天然氣消費區(qū),使膠東地區(qū)的天然氣消費不再單純依靠海上運輸通道,能夠改善膠東地區(qū)的能源結(jié)構(gòu),同時改善了膠東地區(qū)的環(huán)境問題,所以該項目可經(jīng)濟可行性研究將不僅影響項目本身,還將影響到地區(qū)社會發(fā)展。本文首先從國內(nèi)外對工業(yè)項目經(jīng)濟評價的研究出發(fā),了解國內(nèi)外對于工業(yè)建設(shè)項目的經(jīng)濟評價方法研究發(fā)展?fàn)顩r。其次,將一般建設(shè)項目的經(jīng)濟評價理論作為理論基礎(chǔ),結(jié)合天然氣管道項目的特點探討適用于天然氣管道建設(shè)項目的綜合經(jīng)濟評價方法。最終用包含財務(wù)評價、不確定性分析和風(fēng)險評價、基于環(huán)保理念的社會效益評價和環(huán)境評價對江油公司膠東天然氣管輸項目進行了綜合評價并給出了相應(yīng)的評價結(jié)論。力求可以為同類其他項目提供參考和借鑒的作用。
[Abstract]:With the rapid development of national economy and in the oil and natural gas production capacity increases, and the Chinese Petroleum Corporation launched the "Chinese gasification" plan vigorously implemented, as a carrier of natural gas pipeline transportation of natural gas, natural gas pipeline construction projects across the country continue to increase. Therefore, the economic evaluation system for construction natural gas pipeline project, using the scientific evaluation method of economic feasibility analysis of natural gas pipeline construction project is very important. The research object of this paper is Jiangyou Jiaodong natural gas pipeline project, the completion of the project can be connected to the Jiaodong natural gas consumption area of West to east gas pipeline, the natural gas consumption in Jiaodong area no longer rely solely on maritime transport channel, to improve the energy structure of Jiaodong area, while improving the environmental problems in Jiaodong area, the The project economic feasibility study will not only affect the project itself, will also affect the area of social development. This paper studies the economic evaluation of industrial projects at home and abroad of understanding at home and abroad for the economic evaluation of industrial project construction method research and development status. Secondly, the general construction project economic evaluation theory as the theoretical basis, comprehensive the economic evaluation method combined with the characteristics of natural gas pipeline project of natural gas pipeline construction project. The final includes financial evaluation, uncertainty analysis and risk evaluation, social benefit evaluation of the concept of environmental protection and environmental assessment of Jiangyou Jiaodong natural gas pipeline project conducted a comprehensive evaluation and put forward corresponding evaluation based on conclusions. In order to can provide reference and for other similar projects.
