【摘要】:土地是人類生存和社會發(fā)展的物質(zhì)基礎(chǔ),也是承載人類生產(chǎn)活動的基本場所,然而,隨著經(jīng)濟(jì)社會的不斷發(fā)展、人口規(guī)模的快速壯大以及產(chǎn)業(yè)結(jié)構(gòu)的不斷升級,對土地的需求與日俱增,相比有限的資源供給量,土地供需矛盾不斷被激化。與此同時(shí),生態(tài)環(huán)境惡化、土地質(zhì)量下降等問題也伴隨而來,嚴(yán)重制約著經(jīng)濟(jì)、社會和生態(tài)的協(xié)調(diào)可持續(xù)發(fā)展,如何突破有限的面積約束,盡可能的發(fā)揮土地資源的最大效用,以推動經(jīng)濟(jì)社會的健康快速發(fā)展成為我國土地利用中亟待解決的熱點(diǎn)問題。在這種情況下,合理的資源配置和土地結(jié)構(gòu)優(yōu)化,成為當(dāng)前國情下緩解人地矛盾、適應(yīng)城市化發(fā)展的最有效的途徑。通過對當(dāng)下土地資源利用方式和結(jié)構(gòu)的合理調(diào)整即土地利用結(jié)構(gòu)優(yōu)化,對提高土地資源的利用效率實(shí)現(xiàn)經(jīng)濟(jì)、社會和生態(tài)效益的同步最優(yōu)具有重要意義。本文通過構(gòu)建以經(jīng)濟(jì)、社會和生態(tài)效益為目標(biāo)函數(shù)的多目標(biāo)規(guī)劃模型,借助計(jì)算機(jī)等實(shí)用工具對模型進(jìn)行求解并分析各個(gè)優(yōu)化方案的優(yōu)缺點(diǎn),最終得到符合綿陽市未來發(fā)展的城市建設(shè)用地結(jié)構(gòu)最優(yōu)方案,為有效控制城市用地規(guī)模、劃定城市增長邊界以及城市總體規(guī)劃等提供有效參考。主要研究結(jié)論如下:(1)對綿陽市城市土地利用結(jié)構(gòu)現(xiàn)狀及部門信息熵的分析表明,綿陽市的部門信息熵正處于減少的階段,城市土地利用目前處于一個(gè)有序的狀態(tài)。此外通過與成都、德陽等城市的土地利用結(jié)構(gòu)進(jìn)行分析比較,得出綿陽市的居住用地的比例和人均居住用地面積均偏低,工業(yè)用地所占的比例較高,公用設(shè)施用地與綠地和廣場用地所占比重遠(yuǎn)低于全國平均水平,土地利用結(jié)構(gòu)有待優(yōu)化。(2)運(yùn)用多元回歸分析,建立綿陽市經(jīng)濟(jì)效益與各類用地面積的多元回歸方程得出其經(jīng)濟(jì)效益的目標(biāo)函數(shù);通過產(chǎn)業(yè)部門的直接勞動報(bào)酬系數(shù)矩陣與綠色消耗矩陣求解出社會效益同生態(tài)效益的目標(biāo)函數(shù)。在此基礎(chǔ)上利用綿陽市城市建設(shè)用地結(jié)構(gòu)優(yōu)化的多目標(biāo)規(guī)劃模型,求解得到經(jīng)濟(jì)、社會和生態(tài)效益三個(gè)目標(biāo)函數(shù)下的優(yōu)化方案,對方案進(jìn)行對比分析,最終得出符合規(guī)劃要求并能滿足綿陽市未來發(fā)展用地需求的最優(yōu)方案。(3)為實(shí)現(xiàn)城市土地利用結(jié)構(gòu)優(yōu)化應(yīng)采取實(shí)施產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化戰(zhàn)略,打造產(chǎn)業(yè)科技城;開展城市立體開發(fā),全面優(yōu)化城市土地利用結(jié)構(gòu);培育土地市場,強(qiáng)化土地配置的市場機(jī)制;強(qiáng)化土地利用規(guī)劃作用,促進(jìn)城市健康發(fā)展等措施。
[Abstract]:Land is the material basis of human survival and social development, but also the basic place to carry human production activities. However, with the development of economy and society, the rapid expansion of population and the upgrading of industrial structure. The demand for land is increasing day by day, compared with the limited supply of resources, the contradiction between supply and demand of land has been intensified. At the same time, the deterioration of ecological environment and the decline of land quality are accompanied by the problems, which seriously restrict the economy. The coordinated and sustainable development of society and ecology, how to break through the limited area constraints, as far as possible to give play to the maximum utility of land resources. To promote the healthy and rapid development of the economy and society has become a hot issue to be solved in land use in China. In this case, reasonable resource allocation and land structure optimization have become the current situation to alleviate the contradiction between man and land. The most effective way to adapt to the development of urbanization. Through the rational adjustment of the current land resource use mode and structure, that is, land use structure optimization, to improve the efficiency of land resources use to achieve economic. The simultaneous optimization of social and ecological benefits is of great significance. This paper constructs a multi-objective programming model with economic, social and ecological benefits as the objective function. With the help of computer and other practical tools to solve the model and analyze the advantages and disadvantages of each optimization scheme, finally get the optimal scheme of urban construction land structure in accordance with the future development of Mianyang, for the effective control of the scale of urban land use. The main conclusions are as follows: 1) the analysis of the present situation of urban land use structure and the department information entropy of Mianyang city. The department information entropy of Mianyang is in the stage of decreasing, and the urban land use is in an orderly state at present. In addition, the structure of land use in cities such as Chengdu and Deyang is analyzed and compared. It is concluded that the proportion of residential land and the per capita living area of Mianyang is low, the proportion of industrial land is higher, the proportion of public facilities land and green land and square land is far lower than the national average level. The land use structure needs to be optimized. (2) the multivariate regression equation of economic benefit and land area of Mianyang city is established, and the objective function of economic benefit is obtained. Through the direct labor reward coefficient matrix and green consumption matrix of industry department, the objective function of social benefit and ecological benefit is solved. On this basis, the multi-objective programming model of optimizing the structure of urban construction land in Mianyang City is used. . The optimization scheme under the three objective functions of economic, social and ecological benefits is obtained, and the scheme is compared and analyzed. Finally, the optimal plan, which can meet the planning requirements and meet the needs of future development land use in Mianyang City, is obtained. In order to realize the optimization of urban land use structure, the strategy of industrial structure optimization should be adopted and the industrial science and technology city should be built. To develop urban three-dimensional development and optimize the structure of urban land use in an all-round way; Cultivate the land market and strengthen the market mechanism of land allocation; Strengthen the role of land use planning, promote the healthy development of the city and other measures.
