【摘要】：服務(wù)業(yè)是國民經(jīng)濟(jì)的重要組成部分,它的發(fā)展水平已經(jīng)成為衡量社會經(jīng)濟(jì)發(fā)達(dá)程度的一個重要標(biāo)志。改革開放以來,四川省經(jīng)濟(jì)取得了快速的發(fā)展,人們的生活水平得到了顯著提高,為服務(wù)業(yè)的發(fā)展提供了良好的內(nèi)部條件。加快服務(wù)業(yè)的發(fā)展,提高服務(wù)業(yè)在國民經(jīng)濟(jì)中的比重,是四川省實現(xiàn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整、改變經(jīng)濟(jì)發(fā)展方式的必有之路,對建設(shè)西部經(jīng)濟(jì)發(fā)展高地,實現(xiàn)四川省委、省政府提出打造“一樞紐、三中心、四基地”的戰(zhàn)略定位具有重要意義。 本文首先分析了四川省服務(wù)業(yè)的發(fā)展現(xiàn)狀,呈現(xiàn)出以下特點：近年來四川省服務(wù)業(yè)發(fā)展迅速,服務(wù)業(yè)增加值居西部第一位,但在國民經(jīng)濟(jì)的比重卻很低,服務(wù)業(yè)內(nèi)部結(jié)構(gòu)不斷優(yōu)化,但傳統(tǒng)服務(wù)業(yè)占的比重仍然很大,地區(qū)之間服務(wù)業(yè)發(fā)展水平不均衡,結(jié)合實際,分析了制約四川省服務(wù)業(yè)發(fā)展的因素,結(jié)合新時期服務(wù)業(yè)發(fā)展的特點,提出四川省服務(wù)業(yè)發(fā)展的機遇。其次,在前人研究的基礎(chǔ)上,構(gòu)建服務(wù)業(yè)發(fā)展水平評價指標(biāo)體系,采用因子分析對全國31個省(市)服務(wù)業(yè)發(fā)展水平進(jìn)行了評價排序,得出四川省服務(wù)業(yè)發(fā)展水平在全國所處的位置,在此基礎(chǔ)上,利用數(shù)據(jù)包絡(luò)分析法(DEA),采用1997-2010年的面板數(shù)據(jù),對四川省服務(wù)業(yè)投入產(chǎn)出效率進(jìn)行了計算,同全國其他地區(qū)相比,四川省服務(wù)業(yè)綜合效率較低,主要差在純技術(shù)效率上,并且在近幾年服務(wù)業(yè)綜合效率呈現(xiàn)出下降趨勢。最后,提出了四川省大力發(fā)展服務(wù)業(yè)的思路和對策。
[Abstract]:Service industry is an important part of national economy, its development level has become an important symbol to measure the degree of social and economic development. Since the reform and opening up, Sichuan Province has made rapid economic development, people's living standards have been significantly improved, providing a good internal conditions for the development of the service industry. Speeding up the development of the service industry and increasing the proportion of the service industry in the national economy are the necessary ways for Sichuan Province to achieve economic structural adjustment and change the mode of economic development. It is necessary to build the highland of economic development in the western region and realize the Sichuan Provincial CPC Committee. The provincial government puts forward the strategic orientation of "one hub, three centers and four bases". Firstly, this paper analyzes the present situation of Sichuan's service industry and presents the following characteristics: in recent years, Sichuan's service industry has developed rapidly, and the value added of the service industry ranks first in the western part of the country, but its proportion in the national economy is very low. The internal structure of the service industry is continuously optimized, but the proportion of the traditional service industry is still very large. The development level of the service industry among the regions is uneven. Combined with the reality, the factors restricting the development of the service industry in Sichuan Province are analyzed. Combined with the characteristics of service industry development in the new period, this paper puts forward the opportunity of Sichuan service industry development. Secondly, on the basis of previous research, we construct the evaluation index system of service industry development level, and use factor analysis to evaluate the development level of service industry in 31 provinces (cities) of China. On this basis, by using data Envelopment Analysis method (DEA),) and panel data from 1997 to 2010, the input-output efficiency of Sichuan service industry is calculated, and the efficiency of input-output of Sichuan service industry is calculated by using data envelopment analysis (DEA) and panel data from 1997 to 2010. Compared with other parts of the country, the comprehensive efficiency of the service industry in Sichuan Province is lower, mainly in the pure technical efficiency, and in recent years, the overall efficiency of the service industry shows a downward trend. Finally, the ideas and countermeasures of developing service industry in Sichuan province are put forward.
