【摘要】：深入推進(jìn)供給側(cè)結(jié)構(gòu)性改革需要探尋決定供給質(zhì)量和效率的創(chuàng)新供給規(guī)律。研究發(fā)現(xiàn),高科技服務(wù)業(yè)是影響創(chuàng)新供給的主要因素,而服務(wù)業(yè)與創(chuàng)新之間的關(guān)系也經(jīng)歷了一系列變化。最初的生活型服務(wù)業(yè)基本上與創(chuàng)新無(wú)關(guān),創(chuàng)新只是零星的公民個(gè)體創(chuàng)新或單個(gè)企業(yè)創(chuàng)新;隨著生產(chǎn)型服務(wù)業(yè)的逐漸發(fā)展,出現(xiàn)技術(shù)創(chuàng)新、組織創(chuàng)新和產(chǎn)業(yè)創(chuàng)新;再后來(lái)高科技服務(wù)業(yè)從中分化出來(lái),由其引領(lǐng)的集群創(chuàng)新以及國(guó)家之間以大科學(xué)工程為紐帶的國(guó)際聯(lián)合創(chuàng)新開(kāi)始呈現(xiàn),并形成由高科技服務(wù)業(yè)支撐的、以知識(shí)服務(wù)和技術(shù)服務(wù)以及研發(fā)服務(wù)為內(nèi)容的日新月異的創(chuàng)新供給局面。這種變化既是創(chuàng)新供給的演變規(guī)律,也是高科技服務(wù)業(yè)促進(jìn)創(chuàng)新供給的實(shí)現(xiàn)路徑。

It is found that high-tech service industry is the main factor affecting innovation supply, and the relationship between service industry and innovation has undergone a series of changes. The original life-type service industry basically has nothing to do with innovation, innovation is only sporadic citizen individual innovation or individual enterprise innovation, with the gradual development of production-oriented service industry, there are technological innovation, organizational innovation and industrial innovation. Later, the high-tech service industry split out, and the cluster innovation led by the high-tech service industry and the international joint innovation between countries linked by the great scientific engineering began to emerge, and formed by the high-tech service industry. Knowledge service and technology service as well as research and development services as the content of the ever-changing innovation supply situation. This change is not only the evolution law of innovation supply, but also the way to promote innovation supply in high-tech service industry.
