【摘要】：隨著人口老齡化程度的日益加劇，傳統(tǒng)的居家養(yǎng)老模式逐漸弱化，老年人對機(jī)構(gòu)養(yǎng)老服務(wù)的需求日益增長。本文通過實(shí)地考察、文獻(xiàn)調(diào)查、問卷訪談、統(tǒng)計(jì)分析等研究方法，分析浙江省機(jī)構(gòu)養(yǎng)老服務(wù)存在的問題。主要做了以下研究，并提出相應(yīng)的對策建議。 通過調(diào)查浙江省機(jī)構(gòu)養(yǎng)老服務(wù)供給現(xiàn)狀，找出機(jī)構(gòu)養(yǎng)老服務(wù)供給的城鄉(xiāng)間、地區(qū)間差異，分析差異形成的原因；通過問卷調(diào)查，結(jié)合統(tǒng)計(jì)分析，了解浙江省機(jī)構(gòu)養(yǎng)老服務(wù)需求情況。從而發(fā)現(xiàn)浙江省機(jī)構(gòu)養(yǎng)老服務(wù)存在的主要問題：一是養(yǎng)老機(jī)構(gòu)的人力資源匱乏，二是養(yǎng)老機(jī)構(gòu)的管理體制不合時(shí)宜，三是養(yǎng)老機(jī)構(gòu)的資源配置不夠合理，四是養(yǎng)老機(jī)構(gòu)的類型體系過于單一。 針對供求矛盾，運(yùn)用社會保障理論、福利多元主義理論、資源配置理論和有效需求理論進(jìn)行深度分析，提出了浙江省未來發(fā)展機(jī)構(gòu)養(yǎng)老的對策建議：一是從人員招聘、人員培訓(xùn)、人員待遇三方面入手，加強(qiáng)機(jī)構(gòu)養(yǎng)老服務(wù)的隊(duì)伍建設(shè)；二是轉(zhuǎn)變現(xiàn)有公辦養(yǎng)老機(jī)構(gòu)的經(jīng)營管理模式，拓展民辦養(yǎng)老機(jī)構(gòu)的供給渠道，從而推進(jìn)機(jī)構(gòu)養(yǎng)老服務(wù)的管理體制改革；三是從合理配置資源、避免重復(fù)浪費(fèi)的角度出發(fā)理布局養(yǎng)老機(jī)構(gòu)，，優(yōu)化機(jī)構(gòu)養(yǎng)老服務(wù)的資源配置；四是適度發(fā)展住養(yǎng)型養(yǎng)老機(jī)構(gòu)，重點(diǎn)發(fā)展護(hù)養(yǎng)型與護(hù)理型養(yǎng)老機(jī)構(gòu)，從需求角度完善機(jī)構(gòu)養(yǎng)老服務(wù)的類型體系。
[Abstract]:With the increasing aging of the population, the traditional home pension model is gradually weakened, and the demand of the elderly for institutional pension services is increasing day by day.Through field investigation, literature investigation, questionnaire interview, statistical analysis and other research methods, this paper analyzes the existing problems of institutional pension service in Zhejiang Province.Mainly did the following research, and put forward the corresponding countermeasures.By investigating the present situation of institutional old-age service supply in Zhejiang Province, the author finds out the differences between urban and rural areas and regions, and analyzes the reasons for the differences.Understand the demand for institutional pension services in Zhejiang Province.It is found that the main problems of the old-age service in Zhejiang Province are: first, the shortage of human resources of the pension institutions, second, the inappropriate management system of the pension institutions, and the third, the unreasonable allocation of the resources of the pension institutions.Fourth, the type system of pension institutions is too single.In view of the contradiction between supply and demand, this paper makes a deep analysis of the contradiction between supply and demand by using the theory of social security, the theory of welfare pluralism, the theory of resource allocation and the theory of effective demand.Personnel training, personnel treatment, strengthening the construction of the ranks of institutional pension services; second, changing the existing management mode of public pension institutions and expanding the supply channels of private pension institutions,In order to promote the institutional pension service management system reform; third, from the perspective of rational allocation of resources, avoid duplication of waste to manage the distribution of pension institutions, optimize the allocation of resources for institutional pension services; fourth, the appropriate development of residential pension institutions,Focus on the development of nursing and nursing care institutions, from the perspective of demand to improve the institutional pension service type system.
