【摘要】：近年來，菏澤市牢牢把握轉(zhuǎn)方式、調(diào)結(jié)構(gòu)、增效益這條主線，，按照打造魯蘇豫皖交界地區(qū)科學(xué)發(fā)展高地的戰(zhàn)略目標(biāo)，搶抓發(fā)展新機(jī)遇，營造發(fā)展新能力，拓展發(fā)展新空間，全力促進(jìn)服務(wù)業(yè)上規(guī)模、上檔次、上水平，取得了顯著成效，服務(wù)業(yè)呈現(xiàn)出規(guī)模迅速擴(kuò)大、拉動作用增強(qiáng)、結(jié)構(gòu)日趨合理、載體建設(shè)加快、投資增長迅猛、從業(yè)人員上升等特點(diǎn)。雖然菏澤市服務(wù)業(yè)進(jìn)入了發(fā)展速度快、發(fā)展效益好、發(fā)展后勁足的新階段，但在實(shí)際運(yùn)行過程中仍存在一些困難、矛盾和問題，歸納起來主要體現(xiàn)在服務(wù)業(yè)規(guī)模仍較偏小、占比相對較低、投資強(qiáng)度不足、設(shè)施建設(shè)滯后、人才嚴(yán)重匱乏、環(huán)境還需優(yōu)化等方面。當(dāng)前和今后一個(gè)時(shí)期，菏澤市服務(wù)業(yè)仍處于歷史機(jī)遇期、加快發(fā)展期和戰(zhàn)略轉(zhuǎn)型期，既具有良好的國際、國內(nèi)和省內(nèi)發(fā)展環(huán)境，也具有優(yōu)越的政策環(huán)境、突出的區(qū)位優(yōu)勢、便捷的運(yùn)輸條件、良好的產(chǎn)業(yè)基礎(chǔ)、豐富的基礎(chǔ)資源、濃厚的發(fā)展氛圍等。菏澤市要充分利用國內(nèi)外良好的發(fā)展條件，充分發(fā)揮自身的發(fā)展優(yōu)勢，堅(jiān)持市場化、社會化和產(chǎn)業(yè)化等原則，以擴(kuò)大規(guī)模、優(yōu)化結(jié)構(gòu)和提高層次為主題，優(yōu)先發(fā)展生產(chǎn)性服務(wù)業(yè)，提升發(fā)展生活性服務(wù)業(yè)，加快發(fā)展公共性服務(wù)業(yè)。同時(shí)，菏澤市要從發(fā)展實(shí)際出發(fā)，結(jié)合產(chǎn)業(yè)特征，運(yùn)用現(xiàn)代理論，積極采取切實(shí)提高思想認(rèn)識、加大政策支持力度、拓寬籌資融資渠道、強(qiáng)化科技創(chuàng)新支持、實(shí)施品牌帶動戰(zhàn)略、搞好人才隊(duì)伍建設(shè)、加快改革開放步伐、優(yōu)化提升發(fā)展環(huán)境等措施，以確保服務(wù)業(yè)實(shí)現(xiàn)科學(xué)發(fā)展、和諧發(fā)展、跨越發(fā)展。
[Abstract]:In recent years, Heze has firmly grasped the mode of transformation, adjusted its structure and increased its efficiency, in accordance with the strategic goal of building the scientific development highlands in the border areas of Shandong, Jiangsu, Henan and Anhui, and seized new opportunities for development, created new capabilities, and expanded new spaces for development. Great efforts have been made to promote the scale, grade and level of the service industry, and remarkable results have been achieved. The service industry has shown a rapid expansion of scale, enhanced pull effect, more and more rational structure, faster carrier construction, and rapid growth of investment. Although the service industry in Heze has entered a new stage of rapid development, good efficiency, and strong stamina, there are still some difficulties, contradictions and problems in the actual operation. It can be concluded that the scale of the service industry is still relatively small, the proportion of service industry is relatively low, the investment intensity is insufficient, the construction of facilities is lagging behind, there is a serious shortage of talents, and the environment still needs to be optimized. Heze's service industry is still in the period of historical opportunity, and accelerates the period of development and strategic transformation. It not only has a good international, domestic and provincial development environment, but also has a superior policy environment, prominent location advantages, convenient transportation conditions. Heze should make full use of good development conditions at home and abroad, give full play to its own development advantages, and adhere to the principles of marketization, socialization and industrialization. In order to expand the scale, optimize the structure and raise the level, priority should be given to the development of producer services, the promotion of living services, and the acceleration of the development of public services. At the same time, Heze should proceed from the reality of development and combine the characteristics of the industries. By using modern theory, we should actively take effective measures to improve our ideological understanding, increase policy support, broaden financing channels, strengthen the support for scientific and technological innovation, implement the strategy of brand driving, do a good job in the construction of talent ranks, and speed up the pace of reform and opening up. To optimize the development environment and other measures to ensure the scientific development of the service industry, harmonious development, leapfrogging development.
