【摘要】：研究目的:基于土地財(cái)政地域差異情況預(yù)判"后土地財(cái)政時(shí)期"負(fù)效應(yīng),構(gòu)建有效過渡政策方案。研究方法:采用層次聚類分析、定性分析與邏輯演繹結(jié)合方法。研究結(jié)果:將31個(gè)省(自治區(qū)、直轄市)1999—2000年土地財(cái)政情況劃分為4種集群類型:發(fā)展階段、旺盛階段、中期階段、淡出階段。從國(guó)家土地資源瓶頸約束、系列房地產(chǎn)市場(chǎng)調(diào)控政策導(dǎo)致的土地財(cái)政不可持續(xù)等方面闡釋"后土地財(cái)政時(shí)期"具體涵義,這一時(shí)期各地域后續(xù)負(fù)效應(yīng)包括:城市化進(jìn)程中土地不能再持續(xù)提供資源與資金支持、由路徑依賴導(dǎo)致的土地違法、對(duì)生態(tài)環(huán)境與資源承載力及糧食安全保障的破壞、以風(fēng)險(xiǎn)與破壞式行為獲取財(cái)政增收。研究結(jié)論:各地域在實(shí)現(xiàn)城市化過程中還需在不同程度上繼續(xù)發(fā)揮土地財(cái)政正向歷史功效,針對(duì)不同地域土地財(cái)政所處的發(fā)展階段及"后土地財(cái)政時(shí)期"負(fù)效應(yīng)特征,提出過渡轉(zhuǎn)型政策方案。
[Abstract]:The purpose of this paper is to construct an effective transitional policy scheme based on the negative effect of "post-land finance period" based on the regional difference of land finance. Methods: hierarchical cluster analysis, qualitative analysis and logical deduction were used. The results showed that the land financial situation of 31 provinces (autonomous regions and municipalities directly under the Central Government) in 1999-2000 was divided into four types: development stage, exuberant stage, intermediate stage and fade out stage. The specific meaning of "post-land finance period" is explained from the bottleneck constraints of national land resources and the unsustainable land finance caused by a series of real estate market regulation policies. The negative effects of each region in this period include: the land can no longer provide resources and financial support in the process of urbanization, the illegal land caused by path dependence, and the destruction of ecological environment, carrying capacity of resources and food security. Increase financial income by risk and destructive behavior. Research conclusion: in the process of realizing urbanization, each region should continue to exert the positive historical effect of land finance in different degree, aiming at the development stage of land finance in different regions and the negative effect characteristics of "post-land finance period". To propose a transitional transition policy.
