我國貨幣政策房地產(chǎn)價格傳導(dǎo)機(jī)制暢通性分析

【摘要】:經(jīng)過近二十年的火箭般的飛速發(fā)展,我國房地產(chǎn)市場進(jìn)入了繁榮發(fā)展的階段。在全國范圍內(nèi),房地產(chǎn)投資占社會總投資的比重日益增高,對各地方經(jīng)濟(jì)的影響也是舉足輕重,甚至在某些城市,房地產(chǎn)業(yè)已經(jīng)成為了當(dāng)?shù)氐闹еa(chǎn)業(yè)。在房地產(chǎn)市場高速發(fā)展給當(dāng)?shù)貛砝娴耐瑫r,瘋狂上漲的房價也滋生出了許多社會題。我國中央銀行貨幣政策目標(biāo)是保持物價穩(wěn)定,以此刺激經(jīng)濟(jì)增長,房價是物價的重要組成部分,因此,對房價的調(diào)控也是貨幣政策的重要目標(biāo)之一,而且,目前看來,房產(chǎn)相對于其他資產(chǎn)來說,是更好的實現(xiàn)財富保值增值的渠道,房地產(chǎn)價格的波動對居民財富,消費(fèi),投資的影響都是貨幣當(dāng)局不可忽視的。但是近幾年來,過高的房價卻日益成為了當(dāng)今民眾最關(guān)心的的民生問題。在很多城市,天價房另很多年輕人望房興嘆,也有很多年輕人,年級輕輕成為了“房奴”,為了房貸而日夜操勞。政府對房價不合理的瘋漲現(xiàn)象十分重視,大力打壓房價產(chǎn)市場的投機(jī)行為,提出“房子是用來住的不是用來炒的”,人民銀行也高度配合中央指示精神,利用貨幣政策對房地產(chǎn)市場進(jìn)行調(diào)控,但是調(diào)控效果目前并不顯著。因此,貨幣政策對進(jìn)行房地產(chǎn)價格傳導(dǎo)原理,傳導(dǎo)過程中的問題,都值得進(jìn)行系統(tǒng)的研究,對穩(wěn)定房地產(chǎn)市場價格,構(gòu)建和諧社會,另年輕人更好的為中國夢奮斗都有重要意義。本文第一部分首先介紹了選題意義和背景以及國內(nèi)外眾多專家學(xué)者在該領(lǐng)域的相關(guān)建樹,分別從貨幣政策是如何傳導(dǎo)到房地產(chǎn)市場和房地產(chǎn)價格的波動如何影響宏觀經(jīng)濟(jì)者兩方面予以介紹,從研究結(jié)果上來看,由于研究對象、角度的不同,學(xué)術(shù)界在此問題上并沒有一致的結(jié)論,但是學(xué)者的研究思路和框架為今后的進(jìn)一步研究打下了堅實的基礎(chǔ)。文章的第二部分介紹了眾多理論經(jīng)濟(jì)學(xué)家對貨幣政策傳導(dǎo)機(jī)制等的理論研究,貨幣政策房地產(chǎn)傳導(dǎo)機(jī)制是貨幣政策資產(chǎn)價格渠道的重要組成部分,貨幣政策資產(chǎn)價格傳導(dǎo)機(jī)制主要是指貨幣當(dāng)局通過調(diào)整貨幣政策來影響資產(chǎn)價格,再由資產(chǎn)價格的波動來影響民眾的消費(fèi),投資,進(jìn)而影響社會總產(chǎn)出,從而達(dá)到貨幣政策的目的。具體到房地產(chǎn)價格來說,主要有兩個階段:第一階段是貨幣當(dāng)局通過政策影響房地產(chǎn)價格。第二環(huán)節(jié)是房價對經(jīng)濟(jì)主體的財富效應(yīng)和擠出效應(yīng)和投資效應(yīng)的影響,進(jìn)而影響整個宏觀經(jīng)濟(jì)的過程。第三部分是實證分析部分,本文分別運(yùn)用了協(xié)整分析、誤差修正模型、格蘭杰因果檢驗對上兩個階段的各種效應(yīng)進(jìn)行了實證檢驗。對房地產(chǎn)價格,貨幣供應(yīng)量,社會投資規(guī)模,社會居民消費(fèi)指數(shù),銀行信貸規(guī)模等指數(shù)分別進(jìn)行聯(lián)立方程,得出變量之間的相互影響關(guān)系,發(fā)現(xiàn)了我國貨幣政策房地產(chǎn)價格傳導(dǎo)機(jī)制過程存在的問題。第四部分結(jié)合我國的政治經(jīng)濟(jì)體制,文化傳統(tǒng)等各種因素,系統(tǒng)的分析我國貨幣政策房地產(chǎn)價格傳導(dǎo)機(jī)制過程存在的問題,追尋其背后的原因,試圖從微觀經(jīng)濟(jì)主體的利益最大化角度出發(fā),來解釋貨幣政策影響房地產(chǎn)價格這一宏觀經(jīng)濟(jì)現(xiàn)象。第五部分是對不斷完善貨幣政策資產(chǎn)價格途徑傳導(dǎo)機(jī)制提出相關(guān)建議,主要包括政府不斷職能轉(zhuǎn)型,央行貨幣政策的透明化,完善土地拍賣制度,進(jìn)一步放寬資本管制,改善社會保障體制等
