既有住宅建筑節(jié)能改造EPC模式研究

【摘要】:我國要實現節(jié)能減排目標,必須重視并落實既有建筑節(jié)能改造工作。住宅建筑作為既有建筑節(jié)能改造的主體,決定著既有建筑節(jié)能改造工作能否最終完成。盡管國家政府相關部門高度重視此項工作,然而在既有住宅建筑節(jié)能改造過程中,由于涉及到節(jié)能改造服務公司、業(yè)主、房地產開發(fā)商、政府等諸多利益主體,其實施仍然面臨巨大難度。同發(fā)達國家相比,我國既有住宅建筑節(jié)能改造的發(fā)展尚停留在試點示范階段,大部分城市對于既有住宅建筑節(jié)能改造仍處于起步的萌芽狀態(tài),對于既有住宅建筑節(jié)能改造方面的研究也多針對節(jié)能改造技術,缺乏一套成熟、系統(tǒng)、全面的改造模式,嚴重阻礙了既有住宅建筑節(jié)能改造工作的順利開展。 基于以上研究背景,本文以我國既有建筑節(jié)能改造為研究對象。在綜述既有住宅節(jié)能改造和合同能源管理(EPC)相關理論的基礎上,分析了既有住宅建筑能耗現狀和特點,及我國既有住宅建筑的存量和節(jié)能改造的情況,指出既有住宅建筑節(jié)能改造過程中存在的一系列問題,同時分析了EPC在國內外的發(fā)展現狀,并闡述了EPC在既有住宅建筑節(jié)能改造中應用的可行性和必要性。 從節(jié)能服務公司(EMCO)、業(yè)主、和政府監(jiān)管部門的角度考慮,本文設計了既有住宅建筑節(jié)能改造應用EPC運行流程,.同時構建了由EMCO提供項目資金,按比例分享節(jié)能收益;客戶提供項目資金,按比例分享節(jié)能收益;EMCO提供項目資金,按約定收取服務費用;客戶提供項目資金,按約定收取服務費用等四種既有住宅建筑節(jié)能改造EPC模式,并分析了其在既有住宅建筑節(jié)能改造引進EPC機制的初級階段、過渡階段、成熟階段的應用。 在構建的既有住宅建筑節(jié)能改造EPC模式的基礎上,分析節(jié)能服務公司在對既有住宅建筑節(jié)能改造時選擇EPC模式的影響因素,建立了既有住宅建筑節(jié)能改造EPC評價指標體系,選擇模糊綜合評價方法,采用層次分析法與熵權法組合賦權的方法確定各指標的權重,并通過實例分析,證明了該方法的可行性。 針對既有住宅建筑節(jié)能改造中的一些問題,及國內外EPC在既有建筑節(jié)能改造中的現狀,本文從促進節(jié)能服務公司自身發(fā)展、提高政策支持和法律保障力度、完善經濟激勵政策、拓寬融資渠道、加強節(jié)能改造宣傳等方面提出完善我國既有住宅建筑節(jié)能改造應用EPC的對策建議,為我國既有住宅建筑節(jié)能改造工作的開展提供理論依據。 本文創(chuàng)新點包括:將EPC模式引入既有住宅建筑節(jié)能改造中,構建了既有住宅建筑節(jié)能改造EPC模式,為解決既有住宅建筑節(jié)能改造存在的問題提供了有效的方法;運用層次分析法和模糊綜合評價,對既有住宅建筑節(jié)能改造EPC模式評價,為節(jié)能服務公司選擇最優(yōu)既有住宅建筑節(jié)能改造EPC模式提供理論依據;提出具有針對性及實際指導意義的既有住宅建筑節(jié)能改造應用EPC模式的對策建議。
[Abstract]:In order to achieve the goal of energy saving and emission reduction, our country must pay attention to and implement the reconstruction of energy saving in existing buildings. Residential building as the main body of existing building energy-saving transformation determines whether the existing building energy-saving renovation work can be completed. Although the relevant government departments attach great importance to this work, however, in the process of energy-saving transformation of existing residential buildings, due to the involvement of energy-saving transformation service companies, owners, real estate developers, government and many other stakeholders, Its implementation still faces enormous difficulty. Compared with developed countries, the development of energy-saving reconstruction of existing residential buildings in China is still in the stage of pilot demonstration, and most cities are still in the infancy of energy-saving reconstruction of existing residential buildings. The research on energy-saving reconstruction of existing residential buildings is also aimed at energy-saving reconstruction technology, which lacks a set of mature, systematic and comprehensive transformation mode, which seriously hinders the smooth development of energy-saving reconstruction of existing residential buildings. Based on the above research background, this paper takes the energy-saving transformation of existing buildings in China as the research object. On the basis of summarizing the related theories of existing residential energy saving renovation and contract energy management EPC, this paper analyzes the present situation and characteristics of energy consumption of existing residential buildings, as well as the stock and energy saving retrofit of existing residential buildings in China. This paper points out a series of problems existing in the process of energy saving renovation of existing residential buildings, analyzes the development status of EPC at home and abroad, and expounds the feasibility and necessity of the application of EPC in the energy-saving reconstruction of existing residential buildings. From the point of view of energy saving service company, owner, and government supervision department, this paper designs the EPC operation flow chart for energy-saving reconstruction of existing residential buildings. At the same time, the project funds are provided by EMCO, the benefits of energy saving are shared proportionally; the project funds are provided by customers, and the project funds are provided by EMCO, and the service fees are collected according to the agreement; the project funds are provided by customers. Four EPC models of energy-saving transformation of existing residential buildings are collected according to the agreement, and its application in the primary stage, transition stage and mature stage of the introduction of EPC mechanism in the energy-saving transformation of existing residential buildings is analyzed. On the basis of the EPC model of energy saving reconstruction of existing residential buildings, this paper analyzes the factors influencing the selection of EPC mode in the energy saving transformation of existing residential buildings by the energy-saving service company, and establishes the EPC evaluation index system for the energy saving renovation of existing residential buildings. The fuzzy comprehensive evaluation method is selected and the weight of each index is determined by the combination of AHP and entropy weight method. The feasibility of this method is proved by an example. In view of some problems in the energy-saving reconstruction of existing residential buildings, and the present situation of EPC in the energy-saving transformation of existing buildings at home and abroad, this paper aims at promoting the development of energy-saving service companies, improving the policy support and legal guarantee, and perfecting the economic incentive policies. In the aspects of widening the financing channel and strengthening the propaganda of energy-saving reconstruction, the author puts forward the countermeasures and suggestions of improving the energy-saving transformation of existing residential buildings in our country, and provides the theoretical basis for the development of energy-saving reconstruction of existing residential buildings in China. The innovation of this paper includes: introducing the EPC model into the energy-saving transformation of existing residential buildings, and constructing the EPC model of energy-saving transformation of existing residential buildings, which provides an effective method for solving the problems existing in the energy-saving transformation of existing residential buildings; By using the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation, the paper evaluates the EPC model of the energy-saving transformation of the existing residential buildings, and provides the theoretical basis for the energy-saving service companies to select the best EPC model for the energy-saving transformation of the existing residential buildings. This paper puts forward the countermeasures and suggestions for the application of EPC mode in the energy saving reconstruction of existing residential buildings, which has pertinence and practical significance.
