錦繡豪庭房地產(chǎn)開發(fā)項(xiàng)目成本控制研究

【摘要】:近年來,隨著政府一系列加大招商引資力度、優(yōu)化投資環(huán)境等優(yōu)惠政策及措施的出臺(tái)實(shí)施,Z市高新區(qū)的經(jīng)濟(jì)獲得了迅猛發(fā)展。與此同時(shí)其落戶居住人口急劇增加,而這些居住人口大都是一些高收入的群體,對(duì)居住條件的要求較高。為了迎合這些高收入群體對(duì)寬敞、舒適、服務(wù)功能多樣化、日用科技現(xiàn)代化的高品質(zhì)住宅的迫切需求,錦繡房地產(chǎn)開發(fā)有限公司提出了錦繡豪庭房地產(chǎn)開發(fā)項(xiàng)目,該項(xiàng)目旨在創(chuàng)造布局合理、功能齊備、交通便捷、環(huán)境優(yōu)美的現(xiàn)代化示范小區(qū),以進(jìn)一步提升和改善城市面貌及居民的居住條件。 隨著房地產(chǎn)行業(yè)競(jìng)爭(zhēng)的日益加劇,加之在以往房地產(chǎn)開發(fā)項(xiàng)目的成本控制過程中還存在很多問題,迫切需要加強(qiáng)房地產(chǎn)開發(fā)項(xiàng)目的成本控制與管理。為此,本文將項(xiàng)目成本管理的相關(guān)理論與錦繡豪庭房地產(chǎn)開發(fā)項(xiàng)目實(shí)際密切結(jié)合,從以下幾個(gè)方面對(duì)本項(xiàng)目進(jìn)行了系統(tǒng)的成本控制研究: 第一,簡(jiǎn)要介紹了錦繡房地產(chǎn)開發(fā)有限公司及錦繡豪庭房地產(chǎn)開發(fā)項(xiàng)目的概況,并在實(shí)地調(diào)研分析的基礎(chǔ)上,,揭示了錦繡房地產(chǎn)開發(fā)有限公司在以往房地產(chǎn)開發(fā)項(xiàng)目的施工前、施工建設(shè)以及施工后等環(huán)節(jié)成本控制中所存在的主要問題。 第二,對(duì)錦繡豪庭房地產(chǎn)開發(fā)項(xiàng)目的成本計(jì)劃進(jìn)行了定量研究,包括項(xiàng)目成本估算、項(xiàng)目成本預(yù)算等,以為本項(xiàng)目的成本控制提供數(shù)據(jù)支撐。 第三,針對(duì)如何改善錦繡房地產(chǎn)開發(fā)有限公司以往開發(fā)項(xiàng)目成本控制中所暴露的主要問題,本著切實(shí)控制項(xiàng)目成本、積累成功經(jīng)驗(yàn)的原則,從項(xiàng)目投資決策階段加強(qiáng)項(xiàng)目可行性研究、規(guī)劃設(shè)計(jì)階段引入招投標(biāo)制度、招投標(biāo)階段嚴(yán)格流程及合同管理等方面設(shè)計(jì)了錦繡豪庭房地產(chǎn)開發(fā)項(xiàng)目施工前的成本控制流程;從建立全員目標(biāo)責(zé)任成本體系,完善項(xiàng)目施工階段在材料及設(shè)備使用、設(shè)計(jì)變更、工程進(jìn)度款的支付、工程索賠的控制等成本控制流程,基于掙得值的成本糾偏以及構(gòu)建動(dòng)態(tài)成本監(jiān)控機(jī)制等方面構(gòu)建了項(xiàng)目施工建設(shè)階段的成本控制流程;從完善及細(xì)化竣工結(jié)算流程、建立項(xiàng)目成本績(jī)效考核及后評(píng)估體系等方面構(gòu)建了項(xiàng)目施工后的成本控制流程;并提出了相應(yīng)的成本控制措施,以切實(shí)加強(qiáng)錦繡豪庭房地產(chǎn)開發(fā)項(xiàng)目的成本管理,提升錦繡房地產(chǎn)開發(fā)有限公司的成本控制水平。 本文研究不僅能夠?yàn)榧訌?qiáng)本項(xiàng)目的成本控制、提高項(xiàng)目經(jīng)濟(jì)效益水平提供科學(xué)指導(dǎo)和借鑒,而且也能夠進(jìn)一步提高錦繡房地產(chǎn)開發(fā)有限公司的項(xiàng)目成本管理水平,為該公司及行業(yè)內(nèi)其他的企業(yè)積累成功經(jīng)驗(yàn)。
[Abstract]:In recent years, with a series of government to increase the intensity of investment, optimize the investment environment and other preferential policies and measures to implement the implementation of high-tech zones in Z City economy has been rapid development. At the same time, the resident population increases rapidly, and most of these residents are high income groups, the requirements for living conditions are higher. In order to meet the urgent needs of these high-income groups for spacious, comfortable, diversified service functions and modern high-quality housing with daily science and technology, Fairview Real Estate Development Co., Ltd. has proposed a real estate development project for Jinxiu Haoting. The aim of the project is to create a modern demonstration area with reasonable layout, complete function, convenient transportation and beautiful environment, in order to further upgrade and improve the appearance of the city and the living conditions of the residents. With the increasing competition of the real estate industry and the existence of many problems in the process of cost control of the real estate development project in the past, it is urgent to strengthen the cost control and management of the real estate development project. Therefore, this paper closely combines the related theory of project cost management with the real estate development project of Jinxiu Houting, and makes a systematic research on cost control of this project from the following aspects: First, it introduces the general situation of Jinxiu Real Estate Development Co., Ltd and Jinxiu Haoting Real Estate Development Project, and on the basis of field investigation and analysis, it reveals that Jinxiu Real Estate Development Co., Ltd. was before the construction of previous real estate development projects. The main problems in construction and cost control after construction. Secondly, the paper makes a quantitative study on the cost plan of the real estate development project, including project cost estimation, project cost budget and so on, in order to provide data support for the cost control of the project. Third, in view of how to improve the main problems exposed in the past development project cost control of Jinxiu Real Estate Development Co., Ltd., based on the principle of effectively controlling project cost and accumulating successful experience, From the aspects of strengthening project feasibility study in project investment decision stage, introducing bidding system into planning and design stage, strict process and contract management in bidding stage, this paper designs the cost control flow before construction of real estate development project in Jinxiuhao court. From establishing the cost system of target responsibility of all personnel, perfecting the cost control flow of material and equipment, design change, payment of project progress payment, control of project claim, etc during the construction phase of the project, Based on the cost correction of earned value and the construction of dynamic cost monitoring mechanism, this paper constructs the cost control flow in the construction stage of the project. In order to strengthen the cost management of the real estate development project, the cost control process after the construction of the project is established in terms of establishing the project cost performance appraisal and post evaluation system, and the corresponding cost control measures are put forward to strengthen the cost management of the real estate development project. Improve the level of cost control of Jinxiu Real Estate Development Co., Ltd. The research in this paper can not only provide scientific guidance and reference for strengthening the cost control of the project and improving the economic benefit level of the project, but also further improve the project cost management level of Jinxiu Real Estate Development Co., Ltd. Accumulate successful experience for the company and other enterprises in the industry.
