【摘要】：我國當前的債務形勢具有債務規(guī)模迅速上升、私人部門債務占比偏大、與房地產(chǎn)相關的債務規(guī)模過大三個特點,潛藏風險。文章總結(jié)了國際上常用的以財政政策促進私人部門去杠桿的路徑和典型經(jīng)驗,并著重分析了美國在本輪金融危機中以財政加杠桿推進社會去杠桿的具體政策。在此基礎上,運用跨期預算約束方法,測算我國財政赤字的可持續(xù)性,討論以財政赤字推動社會去杠桿的可行性。實證結(jié)果顯示,我國政府擁有清償債務的能力,具備擴大財政赤字以降低社會杠桿率的條件。為此,要在對財政狀況進行謹慎評估和校準的基礎上,采取定向的財政干預政策,以有效修復私人部門資產(chǎn)負債表,同時發(fā)揮各類政策之間的協(xié)同作用,實現(xiàn)調(diào)控中的成本效益最大化。
[Abstract]:The current debt situation in China has three characteristics: the debt scale is rising rapidly, the proportion of private sector debt is too large, and the debt scale related to real estate is too large. The article summarizes the path and typical experience of promoting private sector deleveraging with fiscal policy. On the basis of the analysis of the specific policies of the United States to promote social deleveraging with fiscal leverage and leverage in this round of financial crisis, the sustainability of China's fiscal deficit is calculated by using the method of intertemporal budget restraint. This paper discusses the feasibility of using fiscal deficit to promote social deleveraging. The empirical results show that our government has the ability to pay off debts and the conditions for enlarging the fiscal deficit to reduce social leverage. On the basis of careful assessment and calibration of the fiscal situation, targeted fiscal intervention policies are needed to effectively rehabilitate private sector balance sheets, while at the same time creating synergies among the various policies, To maximize the cost-benefit in regulation and control.
