新一輪對口援疆政策對烏魯木齊市房地產(chǎn)市場的影響

【摘要】:對口支援政策開始于1970年代末,是中國為了幫助少數(shù)民族地區(qū)發(fā)展其社會經(jīng)濟建設而實行的新的政策模式。內地省份對口支援新疆經(jīng)濟和社會建設這一政策實施以來,東部省份大批援疆優(yōu)秀人才、建設物資、資金、先進技術被引進新疆,這些人才、資金、技術、物資對新疆的經(jīng)濟社會發(fā)展起到很大的促進作用。在富裕地區(qū)幫扶不富裕地區(qū)共同發(fā)展的目標下使得邊疆少數(shù)民族地區(qū)與發(fā)達富裕地區(qū)之間的貧富差距不斷地被縮小了,使少數(shù)民族邊疆地區(qū)的社會經(jīng)濟建設有了很大的改善和發(fā)展,從而維護了各民族之間的團結和社會的和諧穩(wěn)定。2010年3月,全國內地省份對口支援新疆經(jīng)濟社會建設工作會議于在北京召開,在會議上中央領導對內地省份對口支援新疆政策做了大幅的調整。一些便利于新疆政治、經(jīng)濟、社會發(fā)展的政策相繼出臺,這些政策是對以往政策的突破,且有更大發(fā)展。支援新疆經(jīng)濟社會建設的面廣,力度更大。本來,烏魯木齊地處大西北內陸地區(qū),不利的地里環(huán)境阻礙了烏魯木齊社會經(jīng)濟的發(fā)展。并且,現(xiàn)在國際、國內經(jīng)濟大環(huán)境不好,又出臺了一些政策遏制房價過快增長,這些都對烏魯木齊的房地產(chǎn)市場造成了不利的影響。 但是,中央的新政策為烏魯木齊的發(fā)展帶來了契機。2010年3月的援疆工作座談會后各兄弟省份的援疆工作更廣、更深、力度更大的展開。這也預示著今后幾年里大量資金、大批人才全部引入新疆,在新政策下新疆的社會經(jīng)濟發(fā)展會更加迅速。人民的生活水平會進一步大幅度提高,其消費水平也會相應提高。這樣,大家購置住房,改善住房條件的需求大增。隨著新疆和烏魯木齊的經(jīng)濟進一步發(fā)展,烏魯木齊的房地產(chǎn)業(yè)會大幅度發(fā)展?傊,全國內地援疆政策的深化會給烏魯木齊市場的房地產(chǎn)業(yè)帶來新機遇。
[Abstract]:The counterpart support policy, which began in the late 1970s, is a new policy model that China has implemented in order to help ethnic minority areas develop their social and economic construction. A large number of outstanding talents, construction materials, funds and advanced technologies have been introduced into Xinjiang in the eastern provinces. These talents, funds and technologies, Materials and materials play a very important role in promoting the economic and social development of Xinjiang. The gap between the rich and the poor in the frontier ethnic minority areas and the developed rich areas has been continuously narrowed under the goal of helping the non-affluent areas to develop together. It has greatly improved and developed the social and economic construction in the ethnic minority frontier areas, thus maintaining unity and social harmony and stability among all ethnic groups. In March 2010, A national conference on counterpart support for Xinjiang's economic and social construction was held in Beijing. At the meeting, the central leadership made substantial adjustments to the policy of the inland provinces to support Xinjiang's counterpart. Some of these are convenient for Xinjiang's politics and economy. The policies of social development have been introduced one after another. These policies are a breakthrough in the past policies, and there has been greater development. The support for economic and social construction in Xinjiang is broader and stronger. Originally, Urumqi was located in the inland area of the greater northwest. The unfavorable land environment has hindered the social and economic development of Urumqi. Moreover, at present, the international and domestic economic environment is not good, and some policies have been introduced to curb the excessive growth of house prices. These all to Urumqi's real estate market has caused the unfavorable influence. However, the new policy of the Central Committee has brought an opportunity for the development of Urumqi. Since the March 2010 forum on aiding Xinjiang, the work of aiding Xinjiang in each of the brotherly provinces has been carried out more widely, deeper and more intensively. This also indicates a large amount of money in the years to come. If a large number of talented people are introduced into Xinjiang, the social and economic development of Xinjiang will be more rapid under the new policy. The living standards of the people will be further greatly improved and their consumption level will be raised accordingly. In this way, everyone will purchase housing. The demand for improving housing conditions has greatly increased. With the further development of the economy in Xinjiang and Urumqi, the real estate industry in Urumqi will develop by a large margin. In short, The deepening of China's inland aid policy will bring new opportunities to the real estate market in Urumqi.
